for NEET UG Courses for the current year by the J&K Board of
Professional Entrance Examination (BOPEE).
The test design for selection aims at assessing the
competence of the candidates for undergoing the professional
training course at UG level. These courses are, therefore, of great
significance as they prepare the candidates specialists in different Government
Institutions. A fair and transparent selection process based on merit shall facilitate
selection of the right candidates as specialists in different streams for imparting
quality service to mankind.

MESSAGE

The National Eligibility-cum-Entrance Test (NEET) UG 2024 has been


conducted on 05thMay, 2024 at the National level for admission of the
aspiring candidates to MBBS/BDS/BAMS/BUMS/BPT/DDH/DDM Courses
and the the result whereof has been declared on 26-07-2024. The J&K
BOPEE have to draw up the Provisioanl UT Merit List (PML) out of the list
drawn at the National level giving due weightage to the reservationsas per
the reservation policy of the UT.

In order to bring transparency and efficiency in the system of selection of candidates, BOPEE
will make admission/selection of candidates in various Government and Private
Medical/Dental/Ayurvedic/Unani/Physiotherapy Colleges of the UT on the basis of NEET-UG 2024
merit through online counselling as per the schedule and guidelines of Medical Council of
India(MCI), changed as NMC (NATIONAL Medical Council). The BOPEE has taken steps for
technological upgradation of its infrastructure for speedy justice to candidates like, Speedy Result,
Video counselling, Online submission of application forms, Online counselling, online deposition of
fee, SMS facility of status of application/preference form, regular updating of website for latest
information, lease line through OFC for better internet connectivity, Wi-Fi of the BOPEE office in
Jammu/Srinagar, CCTV monitoring, etc.

The Board will first drawProvisioanal UT Merit List (PML) on the basis of online registration
made by the canadidates as per their marks secured in NEET-UG 2024 and then will begin the
process of inviting Online Preference Forms for making the final selection of the candidates to the
respective courses. The candidates are therefore advised to remain regularly in touch with the
BOPEE official website [Link] for latest Notifications/Notices for their counselling,
Merit List and Admissions in MBBS/BDS/BAMS/BUMS/BPT/DDH/DDM Courses in various
Government and Private Medical/Dental/Ayurvedic/Unani/Physiotherapic colleges of the UT.

The candidates are advised to check NEET-UG 2024 e-brochure (uploaded on BOPEE website)
for any doubt/clarification regarding the procedure/process of online registration/filling up of
preference forms.

/ deemed that the candidates before applying for admission/ registration/participating in the counseling
process needs fully acquainted themselves with the information Brochure and the terms and conditions
contained there under. No excuse by any candidate that he/she was not aware about terms and conditions
contained there under shall be entertained at any stage.
2. Board shall also issue Notifications or Notices from time to time w.r.t admission process including counseling,
filling-up of online preference forms for physical counseling rounds, selections etc which shall also be uploaded
on the website referred hereinabove.
3. Candidates in their own interest are advised to provide correct and operational email address and the mobile
Nos. as they shall might receive scores of mails/messages on the emails/ mobile Nos. furnished by them.
Besides in their own interest also advised not to share passwords of their emails as same can be misused and
cause hardships to them.
4. Above schedule is subjected to changes as may become necessary in accordance with schedule as may be
notified by the Competent Authorities/directions of the Hon’ble Court.
5. The admission to the MBBS/BDS 2024 shall be regulated as per the rules/procedures contained in the
information brochure. The candidates found ineligible after scrutiny of documents to be submitted at the time
of registration notwithstanding their merit/score/rank in the NEET UG examination shall have no claim for
admission in a college under any circumstances.

during admission process, then the College Authority at which candidates provisionally admitted
shall verify on their own from respective Competent Authority. If certificate(s) found to be fake or
ingenuine, then their admission shall be cancelled by the Board at any stage.

1. Important Terms And Expressions:
For the benefit of the candidates, the terms and expressions used
hereinafter have specific meanings as given below and used several times in
the Information Brochure-2024 and therefore advised to go through these
terms and conditions carefully:
 Advertisement Notice: Notification issued by NTA for inviting online
applications from eligible candidates for appearing in NEET UG (2024).
 Available Seats: number of seats intimated by the Medical and Dental
Colleges and Institutions both Government or Private, of the UT of J&K as
approved by Medical and Dental Councils of India, as the case may be;
 Eligible Candidate: a candidate, who fulfills all prescribed requirements of
eligibility by BOPEE, UT Government of J&K /Ladakh, Affiliating Universities
and or regulating bodies viz. MCI and DCI etc. and those notified in the NEET
Notification while inviting Online applications;
 Incomplete Form: form which is wrongly filled or contains false information of
any kind or is not having required and /or valid certificates/ photographs or
has any other deficiency. It shall include online submission of Forms also.
 Late Receipt: Confirmation page, of the Preference Form wherever required,
not received in office of BOPEE, Srinagar/Jammu within stipulated time
mentioned in advertisement notification which includes Preference Forms sent
by registered post/speed post within stipulated time but reaching office after
expiry of date.
 UT Merit List: list of candidates, for UT of Jammu and Kashmir/Ladakh who
have appeared in NEET 2024, drawn in descending order of their inter-se-merit
and shall include candidates, if any, whose merit position has undergone a
change by additional marks/weight-age if provided under rules;
 Private Educational Institutions: Institutions/Colleges established and or
administered by registered societies, public trusts or religious and charitable
trusts offering professional courses and duly approved/recognized by
Government of Jammu and Kashmir and regulating bodies such as MCI/DCI, as
the case may be;
 Qualifying Examination:10+2 or an equivalent Examination passed from a
Government recognized Board on the basis of which candidates
become eligible to appear in NEET UG (2024);
 Rules: Jammu and Kashmir Board of Professional Entrance Examination Rules-
2014;

 Regulations: Jammu and Kashmir Board of Professional Entrance Examination
(BOPEE) Regulations 2016;
 Registration: Online Registration of candidates who have qualified the NEET
2024 and are desirous of being included in the UT Merit List to be prepared by
the BOPEE for purpose of Online Counseling and allotment of seats in courses;
 Reservation Rules: Jammu and Kashmir Reservation Rules notified vide SRO

2. Introduction:
The Jammu and Kashmir Board of Professional Entrance Examinations (BOPEE)
was established through an Act of the State/UT Legislature (Act No. XXV of 2002).
Under said Act, the BOPEE is entrusted with the task of conducting Entrance Tests
and recommending candidates for admission to various professional courses in
the UT of Jammu and Kashmir/ Ladakh which inter alia, includes Medical
(counseling of NEET for UG/MD/MS/PG Diploma), Engineering, [Link]., Nursing,
Paramedical Courses etc.
NEET UG Information Brochure:
The basic idea of e- Information Brochure is to provide updated information to the
desirous candidates of NEET UG (2024)for purposes of Registration, counselling,
filling up of preference forms and Admission Process, to various Medical Courses
(MBBS/BDS/BAMS/BUMS/BPT/DDH/DDM) in Government/ Private Medical,
Dental, Ayurvedic, Unani and Physiotherapy colleges within the UT of Jammu and
Kashmir/ Ladakh. The Information Brochure contains very useful information for
the candidates to fully abreast them with rules and procedures in vogue for
admission to various courses and the stages/processes involved. Therefore, the
candidates are advised to go through the contents of the Information Brochure
carefully so that they are able to follow the rules/procedures enabling them to
make proper choice for selection of courses.
Any error will fully or otherwise at any stage committed by the candidate(s)
may not be rectified at all which may be deterrent for them which could even
deprive the meritorious one of the admission.

With due regards to the reservation rules the selections are recommended
according to choices given on Preference Form and inter se NEET (2024) merit and
the Colleges/Institutions indicated by the applicant in his/her Preference form as
applicable to UT Government of J&K. The candidates should, therefore, be very
carefully go through the Information Brochure before filling their online/off line
Application Form as the case may be as already mentioned at different stages in
the Information Brochure.

Hon’ble Supreme Court Judgment For Holding NEET:


The issue of conducting of National Eligibility cum Entrance Examination Test
(NEET) for admission to undergraduate and post graduate medical Courses
came up for consideration before the Hon’ble SCI in the case titled Christian
Medical College Vellore & ors. Versus Union of India & ors. in Civil Appeal No.
T.C. (C) No. 98 of 2012. The case was decided by the Hon’ble SCI vide its
judgment dated 18-07-2013 wherein the two Learned Judges had recorded
contrary views. The issue again comes up before the Hon’ble Supreme Court in
Writ Petition No.261 of 2016 titled Sankalp Charitable Trust & anr. V/s Union
of India & ors. Wherein following prayers were made:-

“a) issue a writ of mandamus or any other writ, order or direction in nature
of mandamus directing respondents to conduct National Eligibility-
cum-Entrance Test (NEET) for admission to MBBS Course throughout
the country for academic session 2016-17;

b) issue or pass any writ, direction or order, which this Hon’ble Court may
deem fit and proper under facts and circumstances of the case”.

Further, the Hon’ble SCI, vide its Order dated 28-04-2016 decided that NEET be
held by respondent as per schedule and court did not pass any further order.
However, the SCI did not agree with the submissions made that in view of
judgment passed in case titled Christian Medical College Vellore & Ors. Versus
Union of India and [Link] Civil Appeal No. T.C. (C) No. 98 of 2012, it would not be
proper to hold the NEET, as the Hon’ble SCI observed that the said judgment
already stood recalled on 11-04-2016 and, as such, Notification dated 21st of
December, 2010 is in operation as on date.

Subsequently, an Ordinance namely Indian Medical Council (Amendment)


Ordinance was issued on 24th May, 2016 to carry out the amendment in MCI Act
vide which Section 10D was, inter alia, inserted which is re-produced as under: -

“10.D. There shall be conducted a Uniform Entrance Examination to


All Medical Educational Institutions at under graduate level and post-
graduate level through such designated authority in Hindi, English

and such other languages and in such manner as may be prescribed
by designated authority shall ensure conduct of Uniform Entrance
Examination in aforesaid manner;

Provided that notwithstanding any judgment or order of any court,


provisions of this section shall not apply in relation to Uniform
Entrance Examination at undergraduate level for academic year
2016-17 conducted in accordance with any regulations made under
this Act in respect of UT Government seats (wherein Government
Medical College or in a Private Medical College) where such UT has
not opted for such examination”

Further, MCI vide Notification No. MCI-34(41)2017-Med./121318 has substituted


clause 5A (3) as under:-

“The counselling for admission to MBBS course in a State/Union


Territory, including, Medical Educational Institutions established by the
UT Government, University established by an Act of Union Territory
Legislature, Trust, Society, Minority Institutions, Municipal Bodies or a
Company shall be conducted by the State/Union Territory
Government.”

In view of above, for the session 2017, National Eligibility cum Entrance Test
(NEET) was to be conducted in respect of UG/PG courses. The examination in
respect of the UG Courses was conducted by CBSE. However, the GOI has now
established “National Testing Agency” (NTA) as an independent, Autonomous and
Self sustained premier organization to conduct Entrance Examination/Fellowship
in higher educational institutions and the Department of Higher Education, M/O,
HRD, GOI vide their letter No. [Link].19-5/2014-TS-1 dated 6 July 2018 has
mandated the NTA to conduct the NEET (UG) 2021.

During the year 2024, NTA conducted NEET test for MBBS/BDS and other courses
on 05th of May, 2024. The re-revised result has been declared on 26th of July,
2024.

In reference to the press release issued by NTA dated 26-07-2024 the Cut Off
score for different categories shall be as under:-

a. Open Merit (including JKPM/CDP/Sports/EWS) : 162


b. Open Merit/EWS & PwD : 144
c. SC/ST1/STII/OBC/ALC/IB/RBA : 127
d. SC/ST1/STII/OBC/RBA/ALC/IB & PwD/ JKPM/Sports/CDP : 127

3. National Eligibility Cum Entrance Test (NEET) UG-2024:
As per regulations framed under the Indian Medical Council Act-1956 and the
Dentists Act-1948 as both amended in 2016, NATIONAL ELIGIBILITY CUM
ENTRANCE TEST (UG)-2024 was conducted by the NTA, for admission to
MBBS/BDS/BAMS/BUMS/DTH/BPT/AYUSH etc. Courses in India in
Medical/Dental Colleges run with the approval of MCI/DCI under the M/O of
Health and Family Welfare, GOI except for the institutions established through
an Act of Parliament.

The below noted Express conditions of regulations are as under:-

(a) There shall be a single eligibility cum entrance examination namely


‘National Eligibility-cum-Entrance Test for admission to MBBS/BDS courses’
in each academic year.

(b) In order to be eligible for admission to MBBS/BDS/BAMS/BUMS/DDH/DDM


Courses for a particular academic year, it shall be necessary for a candidate
to obtain minimum prescribed marks at the qualifying examination in NEET
held for the said academic year besides obtaining minimum prescribed
marks at the qualifying examination.

(c) The reservation of seats in Medical/Dental colleges for respective


categories shall be as per applicable laws/Rules prevailing in States/Union
Territories. An all India merit list of the eligible candidates shall be prepared
on the basis of the marks obtained in NEET for admission in
MBBS/BDS/BAMS/BUMS/DDH/DDM etc. courses from the said lists.

(d) The candidates, who have failed to obtain the minimum eligibility marks as
prescribed by the MCI/DCI, shall not be admitted to
MBBS/BDS/BAMS/BUMS Courses in the said academic year. All admissions
to MBBS/BDS courses within the respective categories shall be based solely

on marks obtained in NEET. Presently the NTA is the organization to
conduct NEET for admission to MBBS/BDS courses.

NEET UG Examination, 2024:


1. NTA invites online applications from eligible candidates applying for
MBBS/BDS courses. In accordance with the details contained in the NTA
Information Brochure, the said Agency conducted the examination on 05-
05-2024, at different established centre across the country. The candidates
from Jammu and Kashmir, who had applied in pursuance of the said
Notification, also appeared in various centres as notified by the NTA. The
result of the NEET Examination was declared by the NTA on 26-07-
2024.‘Provisional UT Merit Lists’ are now required to be drawn by the
Competent Authority of State/UT Government, which shall generate the
final merit list/category-wise merit list for state/UT quota seats as per the
qualifying/eligibility criteria, applicable guidelines/regulations and the UT
reservation policy in vogue.
As a follow up the J&K Board of Professional Entrance Examinations, after
declaration of NEET result as a sequel for NEET UG 2024 have taken prompt
actions by way of publishing/ uploading few Notifications or Notices already
for information of concerned and hope that the stake holders might have
gone through the same very carefully.
J&K is contributing towards 15% national quota, therefore, all the seats left
after 15% quota, available in the medical/dental colleges in the UT of J&K are
to be filled up from amongst the eligible candidates belonging to the UTs of
J&K/Ladakh during the year 2024-25 session.
2. Besides, the M/O AYUSH vide communication No. R-13040/33/2016-
HD(tech)Part dated 25-01-2017 advised that no separate examination shall
be conducted for AYUSH and the merit shall be drawn out of the NEET UG
merit list. This was reiterated by the M/O,AYUSH, GOI vide their
communication dated 26-04-2017. Accordingly, the BOPEE utilized the
NEET (UG) merit list for purposes of filling up of the seats in AYUSH during

2017 onwards and as well as during the year 2024 i.e. the same
arrangements shall be in place.
4. Role of BOPEE after conduct of NEET by the NTA:
The BOPEE, being a Conducting Body, have to conduct counseling of the
successful candidates as per the mandatory threshold fixed by the NTA for
allotment of seats in Professional Institutions in terms of Section 9 of the BOPEE
Act 2002. Since the NTA is an examination conducting body and the UT merit list
is to be drawn by the Competent Authority i.e. (BOPEE) of the UT Government of
J&K after the declaration of the result by the NTA.

The Board shall now undertake the following mandatory exercises: -


a) Online Registration/uploading of documents:
Since at the time of inviting applications by the NTA, no documents were
required to be produced/uploaded, therefore, after declaration of the
result, Board is required to update all records of the candidates who
have appeared and qualified the examination. The candidates shall,
therefore, be required to upload the following documents for
verification before the Board as per schedule notified by the Board:-
 Date of Birth Certificate as per matriculation certificate
 10+2 or equivalent Examination Marks Card
 Domicile Certificate of candidates belonging to UTs of
J&K/Ladakh(for the candidates of UT of Ladakh, ST certificate
be treated as Domicile certificate).
 Category certificate; (wherever applicable)
 NEET score card 2024
 Poor &Backward Certificate, if any.
 For candidates belonging to UT of Ladakh, an undertaking
attached as Annexure IX.
b) As mentioned under preceding paras, reservation has to be as per the
J&K Reservation Policy of UT of J&K and the category of the candidates

will be updated by the Board during online registration on the basis of
documents uploaded by them after declaration of result by the NTA;
c) The cutoff date for validity of the category certificates shall be the
last date of online registration and online uploading of documents as
and when notified by the Board;
d) After online verification and scrutiny of the documents, the Board is
required to publish the list of candidates who have registered at
BOPEE website for seeking admission/selection. This shall include the
updated status of the category of the candidates in light of the
documents produced during the scrutiny of records;
e) It is once again reiterated that the qualifying/eligibility criteria shall be
applicable as per the existing guidelines/regulations and reservation
policy;
f) No under process certificates shall be entertained at all.
g) Board shall not be responsible for the genuineness of certificates such
as D.O.B, 12th Class Marks Card, Domicile, Category Certificates
including EWS issued by various Competent Authority and uploaded by
the candidates during online registration process. It is the sole
responsibility of the candidates to upload genuine certificates during
registration process. If Any complaint received by the Board/College(s)
against the candidate(s), provisionally selected on the basis of
certificates uploaded by the candidates during registration process or
submitted in the respective college during admission process, then the
College Authority at which candidates provisionally admitted shall
verify on their own from respective Competent Authority. If
certificate(s) found to be fake or ingenuine, then their admission shall
be cancelled by the Board at any stage.
Rules and Procedures to be followed by BOPEE:

The Board shall take into consideration the following rules /regulations for
counseling of the candidates:-
I) MCI/DCI Regulations;
II) BOPEE Act, 2002;
III) All J&K UT Rules on the subject issued from time to time.
IV) Reservation Act, 2004;
V) Reservation Rules, 2005 as amended from time to time;
VI) SRO 168 of 2014;
VII) BOPEE Regulations 2016;
VIII) SRO 518 of 2019 dated 02-09-2019
IX) S.O 69 dated 28-02-2020
X) S.O 176 dated 15-03-2024.
XI) S.O.305 dated 21-05-2024
XII) All other rules and regulations including reservation policy not
specified above but otherwise applicable in the selection process and
mentioned, if any, amended elsewhere.
5. Policy of the UT of J&K for NEET UG (2024):
i. NEET-UG is single window eligibility cum ranking entrance examination for
Medical UG courses. No other Entrance Examination, either at UT or
institution level, in UT of J&K / Ladakh shall be valid for entry to
MBBS/BDS and other courses as per section 10 of Indian Medical Council
Act, 1956 for admission session 2024;

ii. As already stated, the AYUSH courses (BUMS, BAMS & BPT courses) have
also been brought under the Ambit of the NEET as communicated by
Central Council of Indian Medicine vide their letter No. 12-18/2016-NEET
dated 31-05-2016 read with [Link]. Z. 16011/04/2018-EB(M-I) Part I dated
12-04-2019,Govt. Order No.-634-HME of 2019 dated 04-07-2019 issued
by the Health& Medical Education Department, Civil Secretariat J&K, the
Board has decided to utilize NEET merit also for selection of candidates
for admission to BPT.

6. Scope of NEET-UG 2024:
i. J&K is participating in All India quota from 2022-23 onwards as per
communication received from Health and Medical Education Department
of J&K and shall contribute 15% seats in All India Quota so remaining seats
for MBBS/BDS/BAMS/BUMS/BPT/DDH/DDM in the UT of J&K shall be filled
through the NEET examination only. 50% seats in MBBS/BDS will be
reserved for females as per the Government rules on the basis of NEET
score for academic session 2024-25 in accordance with Section 9 of the
J&K Reservation Act, 2004.

ii. For better appreciation Section 9 of J&K Reservation Act-2004 is re-


produced as under:-

9. Reservation in professional institutions.


(1) The Government shall reserve seats in the Professional
Institutions for candidates belonging to reserved categories and
such other classes and categories as may be notified from time to
time;
 Provided that the total percentage of reservation shall in no
case exceed 50%;
(2) The Government shall prescribe the percentage for each
category in admission in the Professional Institutions;
 Provided that different percentages may be prescribed for
different courses;
 Provided further that 50% of the seats in each category
including open category for admission in MBBS and BDS
shall be selected from amongst female candidates belonging
to such category;
 Provided also that the seats in any reserved category, which
cannot be filled for want of candidates belonging to that
category, shall be filled from amongst the candidates
belonging to open merit category.
iii. The allocation of seats for MBBS/BDS/DDH/DDM Courses for academic year
2024-25 in various medical Institutions/Colleges under the ambit of UG
Course Regulations shall be undertaken as per procedure prescribed in
Undergraduate Medical Education Regulations published by
MCI/SMC/DCI/SDC read with reservation policy and or orders of UT
Government as applicable& amended from time to time to such selections.
iv. For admission to medical Undergraduate courses at Government/Private
colleges in the UT of Jammu and Kashmir, a Provisional Merit List (PML) of
eligible candidates belonging to the UT of J&K /Ladakh shall be drawn on

the basis of the NEET UG 2024 result. This PML will be used by the BOPEE
for selection and admission to medical UG courses at Government/Private
run Medical Colleges for which examination was held through the NEET-UG
in 2024. This list shall be applicable only to the seats at the disposal of the
J&K BOPEE, for Government/Private Colleges admissions for the year 2024.
No promissory is implied therein for subsequent years or no expectations
should be based on this procedure for future selections.
The necessary rules/regulations and guidelines etc. are annexed with the
brochure.

7. Competent Authority:
i. The Competent Authority shall be such as may be notified by the
Government from time to time and shall include the BOPEE & the
Regulating Bodies. BOPEE, being the Competent Authority to make
admissions to medical colleges in the UT of J&K for
MBBS/BDS/BAMS/BUMS/BPT/DDH/DDM etc. Courses, various
instructions through notices/notifications will be issued by the Board to
keep candidates up-dated with regard to various developments taking
place after declaration of NEET UG (2024) result. A step by step procedure
will be followed. The schedule will also be notified by the Board for filling
the seats in accordance with the UT of J&K rules/MCI/DCI regulations and
other rules, if any, on the subject.
The Board has taken up with concerned medical colleges/institutions to
designate a team of officers to facilitate candidates at the time of
admissions in colleges/institutions who have been asked to nominate
senior faculty members also for the purpose to supervise such admissions
and provide necessary guidance to the candidates. The designated
authority of the Colleges/Institutions shall interact with the BOPEE, and
monitor submission of requisite registration returns to the BOPEE, as may
be required.

ii. Clarification:
i. Candidates are advised to address any query to
COE/Secretary/Chairman, BOPEE with full details enabling Board to
examine these and take further action as may be required in
accordance with the rules and procedures.

Only such queries shall be entertained which have not been reflected
/addressed in the Information Brochure(IB) and are genuine w.r.t.
admission process.

8. Duration of NEET UG Program:
 Duration of UG Medical/Dental Courses Degree shall be 4½ academic years
comprising of 09 semesters with each semester of 6 months duration as
notified by MCI/DCI/UT Govt./any other State/UT or Central Regulating body.
However, for details the intending candidates can seek details or check up
from the Medical / Dental Colleges in detail if they wish so.
 The duration of the DDH/DDM Course shall be as prescribed by the Dental
Council of India.
 The duration of AYUSH Courses shall be as notified by the M/O AYUSH GOI.
 The duration for BPT courses shall be as prescribed by the competent
regulatory authority.

9. Eligibility of Candidate:
1) A candidate must:
a) be a domicile of UT of J&K /Ladakh as the case may be;
b) have passed Hr. Sec. Part II (12th / 10+2) or an equivalent examination from a
recognized statutory Board/University with English, Physics, Chemistry and
Biology;
c) have obtained 50% marks in aggregate in 10+2 examination in case of OM
category (including EWS/P&B) and 40% in aggregate for reserved
categories(SC/ST-i/ST-ii/RBA/OBC/ALC /IB);
d) should have born on or before 31-12-2007, if he/she belongs to OM/SC/ST-
i/ST-ii/RBA/ALC/OBC categories as notified in NTA information bulletin;
e) The candidate must have attained the age of 17 years at the time of
admission or will complete the age on or before 31st December of the year of
his/her admission to the 1st year MBBS/BDS Course.
2) Further:-
a) The candidates applying under P&B category in ASCOMS are open merit
candidates. They must fulfill eligibility conditions meant for open merit
candidates;
b) Candidates for admission to MBBS, BDS and other courses must have
passed in the subjects of Physics, Chemistry, Biology and English individually
and must have obtained a minimum of 50% marks taken together in
Physics, Chemistry and Biology at the qualifying examination as mentioned
in NEET UG 2024 Bulletin and in addition must have come in the merit list
prepared as per result of NEET UG (2024) notified by NTA or MCI/DCI
guidelines as the case may be.

Note:
Only such candidates shall be considered for admission for
MBBS/BDS/DDH/DDM courses as have qualified NEET UG (2024), as
declared, to have been qualified by National Testing Agency (NTA) and
figure in the UT Merit List. Similarly, for being eligible for admission to
BAMS/BUMS/BPT courses, the candidates necessarily have obtained a
minimum of 50% marks taken together in Physics, Chemistry & Biology at
the qualifying examination and in addition must have come in the merit list
prepared as per result of NEET UG 2024 notified by NTA/ MCI/DCI
guidelines as the case may be.

Mere appearing in the NEET UG 2024examination and having scored the


cutoff marks shall not make a candidate eligible for admission. All other
conditions of eligibility as laid down in the rules shall have to be fulfilled by
the candidates to claim admission for the courses.

Procedure for Admission:


The Board shall adopt the following procedure for Counseling/admissions:-
a) Online Counseling;
OR
b) Offline/Physical Counselling

For Online Counselling, the following procedure shall be adopted:


i) Filling up of Online Preference Forms
ii) After filling in the online preferences, the Board may, on the basis of merit
of the candidate and his/her preference for course/college, subject to
availability of seats, and reservation rules in vogue, allot the seats through
online mode.
For Offline/Physical Counselling, the following procedure shall be adopted:
i) The candidates shall have to report at BOPEE Office Jammu/Srinagar physically
in person on counseling dates notified in advance during which process seats shall
be allotted on the basis of merit cum preferences/reservation rules, subject to the
availability of seat, and through a process of video conferencing between Srinagar
and Jammu.
ii) Candidates cannot claim seats, if he or she doesn’t reach for counseling on
notified dates/ time and if Board takes a lenient view the candidate report for
counseling either late or on next day he/ she have to be contended for the seat/
college available to him/ her at that point of time/ date and not for earlier seats
which have been allotted to the candidates who have been Counseling earlier,

irrespective of his/her high merit.

Eligibility for MBBS/BDS/DDH/DDM:


a) For being eligible to be called for Counseling for Online/or off line
submission of Preference, candidates belonging to:-
i) “OM” category must have scored minimum marks at 50th
percentile or as notified by NTA;
ii) Reserved categories viz SC/ST-i/ST-ii and Socially and
Educationally backward classes viz RBA/ALC/IB/OBC must have
scored a minimum of 40th percentile or as notified by NTA;

iii) P&B, EWS, shall be considered only if they have scored


minimum of 50th percentile marks/qualifying score or as
notified by the NTA under OM category;

iv) OM/EWS & PwD shall be considered if they scored a


minimum of 45th percentile or as notified by NTA.
Note:
i. The qualifying percentile should match with the cut off score,
as determined by the NTA;
ii. The above eligibility is bare minimum and only such eligible
number of candidates as may be deemed fit by the BOPEE
shall be called for online submission of Preference Forms. The
candidates who fall in the qualifying zone but had failed to
upload their documents within the stipulated date
notwithstanding their score in NEET UG (2024) shall in no
case be considered for allotment of a seat;
iii. candidate who has failed to obtain minimum eligibility
percentile/score as prescribed in regulations/NTA shall not
be admitted to any MBBS/BDS UG courses in the said
academic year 2024-2025;
iv. “Socially and Educationally Backward Classes” is a reservation
category, comprising RBA/ALC/IB/OBC. Since in NEET, online
application form, there was no column meant for such
categories, therefore, such candidates must have applied in
“Open Merit” category. The NEET Brochure published by NTA
has clarified in the Chapter 6 section 6.1.5(a) that admission in

State/UT Medical Colleges/ Universities/ Institutions/
AFMC/Private Medical Colleges for seats other than 15% All
India Quota shall be as under:-

(a) Admission under State/UT Quota Seats shall be subject


to Reservation Policy and eligibility criteria prevailing in
the UT/Union Territory as notified by the respective
UT/Union Territory from time to time;
(b) The reservation of the seats in Medical Colleges for
respective categories shall be as per applicable laws
prevailing in UT/Union Territory concerned;
(c) Admission to Under Graduate Medical Courses in the
Private Medical Colleges shall be subject to policies of
the Government of India/UT/Union Territory.
(d) Board shall not be responsible for the genuineness of
certificates such as D.O.B, 12th Class Marks Card,
Domicile, Category Certificates including EWS issued by
various Competent Authority and uploaded by the
candidates during online registration process. It is the
sole responsibility of the candidates to upload genuine
certification during registration process. Any complaint
received by the Board/College(s) against the
candidate(s), if any, provisionally selected on the basis of
certificates uploaded by the candidates during
registration process or submitted in the respective
college during admission process, then the College
Authority at which candidates provisionally admitted
shall verify on their own from respective Competent
Authority. If certificate(s) found to be fake or not
genuine, then their admission shall be cancelled by the
Board at any stage.

10. Non-Eligibility of Candidates for MBBS/BDS/DDH/DDM Courses:


i. Following candidates are not eligible for filling-up of Preference form under
NEET UG-2024:-
a) The candidates who have not appeared for NEET UG (2024) conducted
by National Testing Agency (NTA), New Delhi;
b) The candidates who failed to submit online documents/ produce

original documents in the Board office or fail to report, within the
stipulated time for production of such documents;
c) The candidates having less than 50% marks in 10+2 or equivalent
examination in Physics, Chemistry and Biology in aggregate;
d) The candidates not belonging to UT of J&K/ Ladakh or residing outside
the UTs of J&K /Ladakh.
ii) There shall be no admission of students in respect of any academic session
beyond last date as may be prescribed by the MCI/DCI or the date
prescribed by AYUSH/ or such other regulating Authority for
BAMS/BUMS/BPT/DDH/DDM courses under any circumstances.
Universities shall not register any student admitted beyond the said date;
iii) MCI/DCI or any other authorized regulatory Authority may direct, that any
student identified as having obtained admission after last date for closure
of admission be discharged from course of study forthwith or any medical
qualification granted to such a student shall not be a recognized
qualification for purpose of MCI Act, 1956/other laws on the subject. The
Professional institution(s) which grants admission to any student at belated
stage i.e. after last date specified the same Institutions shall also be liable
to face such action as may be prescribed by MCI, or the concerned
regulatory authority including surrender of seats equivalent to extent of
such admission made from its sanctioned intake capacity for succeeding
academic year;
iv) Not within the prescribed age; and
v) Candidates involved/ punished in criminal cases by the court of law.

11. Reservation Policy:


The following reservation Policy shall be implemented as per S.O176
dated 15-03-2024 read with S.O 305 dated 21-05-2024 of seats in the
Government Colleges / Institutes for MBBS/BDS/DDH/DDM/ BAMS/BUMS

Note 1:
I. candidate having a certificate that his/her father is working in Defence
Establishment (Military Engineering Service, paramilitary force or other
service of like nature) where salary is paid out from Defence Estimates is
not entitled to the benefit of CDP Category. Where this certificate is
wrongly accepted and candidate gets admission on the basis of a such
certificate, admission of such candidate will be cancelled abinitio as and
when this mistake/ fraud comes to the notice of Board besides lodging of
complaint with concerned agency.

II. candidates having “Outstanding Proficiency in Sports” must submit their


certificates to Secretary, J& K Sports Council as and when notified by J&K
Sports Council for awarding points which will be then officially submitted to
the Board by the Sports Council. Board shall not be responsible where a
candidate fails to submit certificates to the Council or Council fails to
forward points of a candidate to Board. It shall be sole responsibility of the
candidate to ensure that his/her sports points are forwarded by Council to
Board. (Candidates belonging to sports category shall be considered on the
basis of merit and sports points given by UT Sports Council) in time.

III. Selection of candidates from the Reserved Categories for

MBBS/BDS/BAMS/BUMS/BPT/DDH/DDM Courses shall be made strictly on
the basis of the merit and validity of respective reserved category
certificates as the case may be.

IV. Board shall not be responsible for the genuineness of certificates such as
D.O.B, 12th Class Marks Card, Domicile, Category Certificates including EWS
issued by various Competent Authority and uploaded by the candidates
during online registration process. It is the sole responsibility of the
candidates to upload genuine certification during registration process. Any
complaint received by the Board/College(s) against the candidate(s), if any,
provisionally selected on the basis of certificates uploaded by the
candidates during registration process or submitted in the respective
college during admission process, then the College Authority at which
candidates provisionally admitted shall verify on their own from respective
Competent Authority. If certificate(s) found to be fake or ingenuine, then
their admission shall be cancelled by the Board at any stage.

V. It shall be necessary for a candidate to obtain at least minimum qualifying


marks/score in Entrance Test for Courses as prescribed for different categories
under Jammu and Kashmir Reservation Rules and MCI/ DCI Regulations, as
amended from time to time. For the selection of candidates who appeared in
NEET UG (2024), the cut off scores notified by the NTA as qualifying points shall
be relevant. Since the P&B is not recognized by MCI, minimum qualifying marks
for such candidates, in addition to EWS Candidates, shall be as required for OM
Category of candidates and shall be regulated in accordance with law/rules on
subject.

Rules 5 and 6 of the JK BOPEE Rules, 2014:


Deals with reservation of candidates for admission to various Professional
Courses. These rules have been reproduced verbatim herein for information and
for the benefit of the candidates before they fill up their online Application forms.
Reservation rules for candidates for admission to various Professional Courses:
a) The reservation of admissions shall be applicable only in Government-run
colleges as notified by the Government from time to time, unless
otherwise prescribed specifically or notified for any private College.
b) The percentage of seats to be allotted to each category shall be such as
notified by the Government from time to time.
c) The benefit of reservation shall be available to the concerned candidate
only if the attested photo copy of the valid category certificate is attached
with the Confirmation Page and Category Code mentioned in the original
online Application Form, if any, at the time of its submission before the
expiry of the last date.

d) Where a category certificate has not been issued by the designated
authority, the candidate shall not be given an opportunity to validate it
after the expiry of the last date for submission of the Application Form.
e) No notice shall be given to a candidate whose category certificate has
been found invalid by the BOPEE and such a candidate shall be considered
in open merit, if found otherwise eligible.
f) The category certificate issued after the expiry of the last date shall in no
case be accepted.
g) No under process certificate shall be accepted/entertained at any cost. It
includes under process certificate for the renewal of category certificate.
h) The category certificate must be valid at the last date of submission of
online Application Form. Where a candidate has valid category certificate
at the time of submission of the form but its validity period is to expire
before the date of counseling, such candidate shall get his certificate
renewed by or before the date of counseling, otherwise he/she will not get
benefit of the category.
i) A candidate can apply/opt for one reserved category only and choice
regarding reserved category once exercised shall be final and at no stage
shall be allowed to be changed.
j) A candidate will be considered only for one reserved category for selection
against the seats reserved for that category which has been filled in the
Application Form, even if he/she is eligible to be considered for seats
available in more than one category.
k) The BOPEE shall follow a rotational policy of odd/fractional seats of
contiguous categories by clubbing them together to make it a whole
number seat which shall be allotted to the candidate of the clubbed
categories by following rotational policy between male and female
candidates where such reservation is provided under rules.
l) The fractional seats of contiguous categories other than given herein
above shall be clubbed together to make it whole number (1 seat) which
shall be allotted to the candidate of the clubbed categories.
m) The BOPEE shall try, as far as possible, to incorporate the seat matrix in
the Brochure for each course in the year in which admission is made.”
n) Board shall not be responsible for the genuineness of certificates such as
D.O.B, 12th Class Marks Card, Domicile, Category Certificates including
EWS issued by various Competent Authority and uploaded by the
candidates during online registration process. It is the sole responsibility
of the candidates to upload genuine certificates during registration

process. If any complaint received by the Board/College(s) against the
candidate(s), provisionally selected on the basis of certificates uploaded
by the candidates during registration process or submitted in the
respective college during admission process, then the College Authority at
which candidates provisionally admitted shall verify on their own from
respective Competent Authority. If certificate(s) found to be fake or not
genuine, then their admission shall be cancelled by the Board at any stage.
Competent authority:
Authorities competent for issuing reserved category certificates shall be such
as notified by the Government from time to time:
a. Provided that in the case of Children of Defence Personnel other
than core service, a candidate having a certificate that his/her
father is working in Defence Establishment (Military Engineering
Service or other service of like nature) where salary is paid out
from Defence Estimates is not entitled to the benefit of CDP
Category. Where this certificate is wrongly accepted and the
candidate gets admission on the basis of this certificate, the
admission of such candidate will be cancelled as and when this
mistake comes to the knowledge of BOPEE or brought to its notice:

Provided further that the candidates who had applied under sports
category for having “Outstanding Proficiency in Sports” need not to submit
their sports certificates afresh but the candidates who are applying for the
first time and claim benefit of being sports person must submit their
certificates to the Secretary, J&K Sports Council as and when notified by J&K
Sports Council for awarding points which will be then officially forwarded to
the BOPEE by the Sports Council. The BOPEE shall not be responsible where a
candidate fails to submit certificates to the Council or Council fails to forward
the points of a candidate to the BOPEE. It shall be the sole responsibility of
the candidate to ensure that his/her sports points are forwarded by the
Council to the BOPEE.”

b. The Children of serving BSF, CRPF, ITBP and CISF do not fall under
CDP category but fall under the category of JKPM. The candidates
claiming benefit of any of these categories must ensure under
which category they fall.
c) In the Government Medical / Dental Colleges, 50% of seats under all the
categories are reserved for female candidates. The seats will be filled
strictly in accordance with the provisions of J&K Reservation Act No. (XIV)
of 2004 and Reservation Rules, 2005 and notification, if any, issued by the

Govt. in this regard from time to time and odd seats will be rotated
between male and female.
d) The category candidates should ensure that their reserved category
certificate is issued by the designated competent authority. All the
category certificates issued/dated after October, 2005 must be issued
under SRO 294 of 2005, as per S.O-127 dated 20-04-2020, S.O. 277 dated
13-08-2021& SO 176 of 2024 dated 15-03-2024 or as amended from time
to time. The certificates issued under earlier SRO will be accepted only if
they are dated prior to October, 2005. The candidates should insist on the
certificate issuing authority to make mention of SRO 294 in their
certificates if they are issued after October, 2005.
e) Board shall not be responsible for the genuineness of certificates such as
D.O.B, 12th Class Marks Card, Domicile, Category Certificates including
EWS issued by various Competent Authority and uploaded by the
candidates during online registration process. It is the sole responsibility
of the candidates to upload genuine certification during registration
process. Any complaint received by the Board/College(s) against the
candidate(s), if any, provisionally selected on the basis of certificates
uploaded by the candidates during registration process or submitted in
the respective college during admission process, then the College
Authority at which candidates provisionally admitted shall verify on their
own from respective Competent Authority. If certificate(s) found to be
fake or ingenuine, then their admission shall be cancelled by the Board at
any stage.
f) Where a category certificate has not been issued by the designated
competent authority, the candidate will not be given an opportunity to
validate it after the expiry of the last date for submission of the online
Application Form.
g) The certificate issued after the last date for submission of Application
Form will not be accepted at all.
h) If a candidate feels aggrieved by the decisions of the BOPEE regarding
distribution or clubbing together of fractional seats of reserved categories,
he/ she is free to make representation to the Secretary of BOPEE on all
working days upto 4.00 p.m till counseling days Thereafter, no such
representation will be entertained.
i) No person in the BOPEE except one authorized can guide any applicant.
The information furnished by the applicant in the check list shall be
deemed final.

j) It has been observed that students often get confused with ‘SC’ and ‘OSC’
reserved categories and these terms have already been explained fully in
the terms and abbreviations and these two categories are different from
one another as per [Link].18 (Reservation) and no excuses shall be
entertained later on i.e. once application submitted to BOPEE and their
candidature shall be rejected without further notice.
k) Limited number of seats are available in MBBS in Private Professional
College which are allocated on merit to the children of Poor and Backward
families whose annual family income from all sources does not exceed Rs.
70,000/- (Rupees Seventy thousand only).

ii. A page with all registration details will be shown. After filling in the details,
enter verification codein the text box given at the bottom as in the captcha
image and then click on the Submit Button.
iii. If information provided by you is incomplete/invalid,a page will display the
relevant messages, otherwise a page with your submitted details will be
shown with options either to verify that your details are correct or edit and
correct the given details.
iv. Please note that your registration details are non-editable in normal
circumstances once submitted.
v. If you want to edit/correct your registration details then click on Click
Hereto edit your registration details link. You can do the same as many
times as you require.
vi. If your registration details are correct, then click the Click Here link.
vii. An e-mail will be sent to the same e-mail id, which was provided while
submitting NEET Application.
viii. Candidate must activate the account by “clicking on the activation link”
provided in the e-mail sent and by entering the OTP given in the e-mail.
Also enter new password for your account. Candidate will not be able to
login unless account is activated. Candidate in their own interest are
advised not share log in details with anybody.
ix. After successfully completing the above process, candidate will be able
to login on “login” link.
x. Username will be NEET Roll No.&Password will be same as set during

xv. After choosing these documents, click on the check box given at the
bottom and provide the verification code in the text box as given in
captcha image and then click on the upload button.
xvi. If the documents are of the correct/specific size and type, then the
documents will be uploaded. Links to view and delete these documents,
if required, will be displayed.
xvii. After uploading necessary documents, a message will be displayed at the
bottom of the page “click here to print form if uploaded and check all
the relevant documents”. After clicking on the said link, candidate can
take a print out of registration form for personal record if he/she wish to
do so
xviii. Now, you can close this window after ascertaining that the correct
documents have been uploaded by viewing them.
7. For those who have already registered, click on link/button:

6. Submitting Preferences:
a. Candidate must lock the preferences before the last date; candidates will not be
able to lock their choices after the last date.
b. Click on “Subject” link after logging in.
c. Select disciplines candidate wants to apply and then click on “Select” button.
d. Selected disciplines available in the college will be shown in the “disciplines
available box”
e. Candidates are advised to select disciplines as per their preferences from
“disciplines available box” and clicking on “>>” button to set their preferences,
disciplines chosen will be shown in the “disciplines assigned box” with
preference selected.
f. If a candidate wants to remove the preference, he/she can do so by selecting the

g. Preferences select by the candidate will be saved automatically; candidate will
get the operations performed by him/her whenever he/she logs in to the
Application
h. Candidate can also see the preview of the preferences selected by him/her by
clicking on “Preview” button and can also take the print out of the same for their
perusal.
i. Candidate can add and delete preferences anytime but before last date and
before locking their preferences.
j. If candidate wants to lock his/her choices, click on “Submit” button; a preview of
choices will be shown and if he/she is satisfied with his/her preferences locked
him/her then by clicking on “Submit” button the Preview Page of selected
choices will be locked.
k. Once a candidate locks his choices then no modification can be done in the
preferences selected unless specifically permitted by the BOPEE
l. Candidates will be given the option to “make payment” of fee online only after
the choices are locked, Fee must be paid before the last date of fee submission.
m. Candidates can submit fee after locking their choices and clicking on subject tab.
n. Only those Applications will be accepted having choices locked and have fee
submitted on time, Applications failing this criteria will be rejected.
o. Candidates are advised to take printout of the preferences they have selected by
clicking on “Print Application Form” after locking their choices, sign this
Application Form and submit the same along with fee receipt to BOPEE.
7. Making Fee Payment:
a. Fee will only be paid online before the last date of fee submission.
b. Fee payment option will be given only after candidate locks his/her preferences.
c. Click on “make payment” button, candidate will be redirected to Bill Desk Payment
Page and make payment by choosing any available option.
d. Payment Receipt will be generated after payment is successful. The candidate
should ensure that there is no payment failure.
e. Candidate can take print out of the payment receipt

8. Password forgotten:
a. Candidate can reset password of their account by going to login page clicking on
“Forget Password” link, after entering NEET Roll No. and Date of Birth and Email
will be sent to the email ID of the candidate.
b. Click on the link in the mail, candidate can now set new password.
9. For alteration of the preferences after lock-in, the candidates can approach BOPEE Office
Jammu, Srinagar.

14. Declaration of UT Provisional Merit List (PML) for MBBS/BDS/DDH/DDM/ Ayush


Courses for candidate of UT of J&K/Ladakh:
After online registration/verification of the uploaded documents of the
candidates, who have qualified the NEET UG examination, 2024, and updating of
their records, BOPEE shall prepare a PML of candidates belonging to UT of
J&K/Ladakh indicating category status of candidates also. The PML shall be in the

descending order of merit.
Note:
a) In case, if the merit of two or more candidates is equal in the PML i.e. tie
break, the tie rules followed and the rank allotted by the NTA shall be
applicable.
b) The seats in the medical colleges/dental/Ayush colleges shall be filled up
strictly on the basis of merit of the candidates coupled with preferences
indicated by them for allotment of seats/in accordance with reservation rules.
15. Filling Up of Preference Forms/Counseling:
a. The Board may advise the candidates for filling up the online preference forms
and may either resort to online allotment or physical counseling in accordance
with Rule 36(X) of J&K BOPEE Regulations as & when amended. The candidates
may be given time to conduct mock exercises for filling up the preferences before
actually making the final submission, if Board desires to be.
b. Any candidate desirous to amend the preferences filled online shall have to
approach and request the BOPEE Office, Jammu/Srinagar. The Board, after
consideration of the same may allow the candidate to modify the preferences but
up to the last date of filling up of preferences only and beyond last date no
request shall be entertained whatsoever may be the reasons.
Assistance shall also be provided by the Board to such candidates, who face
any difficulty in filling up the online preference forms. During the online
submission of preferences, the eligible candidates will be required to submit
online preference forms for the courses/colleges of their choice/preference. The
Board may either draw the admission list on the basis of online preference, or may
call the candidates for physical counseling as may be deemed proper by the Board.
However, only such candidates will be allotted a seat, who have made the online
payment of the fee prescribed by the Board& filled online preferences within
time span prescribed by the Board through various Notices/Notifications for which
they shall have to remain vigilant and surf the BOPEE website regularly and

shouldn’t come with lame excuses.
c. In case of off-line (physical) counseling, candidates will not be required to
produce any document before the Board except the following as other documents
must have been submitted online at the time of registration:-
i) Proof of identity;
ii) NEET Result Card 2024.
iii) Domicile Certificate.
iv) Category Certificate, wherever applicable.
Note:-
a) While filling up the preference forms online, the candidates are advised to exercise
option for the government colleges first and private colleges at the end. However, this
is only advisory and the choice rests with the candidates. Once the preference forms
are accepted by the counseling committee during physical counseling, after allowing
the candidates to update/modify their preferences/merit, the candidate will not be
allowed to alter the preferences.
b) Further, the seat allotted in the first round of counseling cannot be changed till the
completion of the first round and any change, whatsoever, may be required, can be
considered by the Board only in the subsequent rounds depending upon the
availability of seats, preferences of the candidates and other relevant parameters as
may be decided by the Board.
Upgradation Round(s):
i. UPGRADATION/ALLOTMENT ROUND (2nd ROUND OF
COUNSELLING): The following procedure shall be followed, in
case it is decided by the Board to conduct
upgradation/allotment(second round) through online/offline
counseling:-

(i) The seats which shall become available due to non-joining,


resignation/surrender or remain vacant during first round etc. shall be
notified by the Board. Only such candidates who have been allotted a seat
during first round and have joined the College/Institution or who has
surrendered his/her allotted seat during earlier round(s) will be eligible to
participate in the upgradation round of counseling;

(ii) The candidates who participated in the first round of counseling but could
not get a seat due to SNA or CNA shall be eligible to participate in the
counseling;
(iii) Depending upon the number of seats available, Board may allow additional
eligible candidates to participate in the counseling, if the Board is of the
opinion to do so;
(iv) The candidates eligible/desirous to participate in the upgradation/allotment
round shall be required to indicate the fresh preferences for the seats
proposed to be filled up (to be notified) during the said round of counseling
caused due to non-joining/surrender/resignation or the seats which had
remained vacant during earlier round(s)etc. of the candidates.;
(v) The preferences indicated by the candidates earlier during the first round of
counseling shall, therefore, be deemed to be cancelled and shall not be
applicable for this round of upgradation/allotment;
(vi) The candidates who got seat in previous round of counseling but did not join
with in specified time mentioned in Notification shall not be eligible for
upgradation.
(vii) The candidates who resigned after getting seat in any round of counseling
shall not be eligible for further round of counseling.
(viii) The seats vacated by the candidates during the upgradation process shall
automatically be added to the seats available and allotted on the basis of
merit-cum-preference on day to day basis during the online/offline
counseling;
(ix) The seat left out by the OM candidate during the first round shall be allotted
to the OM candidate and those left by the category candidates shall be
allotted to the category candidate only during this round of counseling;
(x) The candidates who have paid the online fee during the first round shall not
be required to pay any fee during this round of counseling but shall have to
fill in the reference code of such fee paid earlier. Therefore, only such
candidates who are participating in the online counseling for the first time
shall be required to pay online fee of Rs.1500/-.
In case the Board decides to conduct the 2nd /3rd or further any round(s) of
counseling through the online mode, the following instructions may
accordingly be noted:
a. that the candidates who have been allotted seat(s) during the
previous round(s) of counseling and have joined the respective
Colleges/Institutions and are now willing to participate in the 2nd /3rd
or further any rounds of the counseling shall have to take a conscious

decisions about their participation in the 2nd / 3 rd or further any
rounds as they shall have to first surrender the seat already allotted
in their favour during the previous round(s) as these surrendered
seats shall become part of the seat matrix for the 2nd/3rd or further
any rounds before allotment of fresh seat.
b. that once the candidate(s) surrenders his/her earlier seat(s), he/she
shall become eligible for the fresh round(s) of counseling and shall
forfeit his/her claim for retention of the seat so surrendered by the
candidate(s).
Further, the detailed eligibility for upgradation through online mode, if held, shall
be notified in the Notification/Notice issued from time to time.
Note:
ii. Rule17of the Reservation Rules (SRO-294 of 2005) as
amended from time to time shall not apply during the
upgradation/allotment round. The candidates
upgraded/allotted a seat shall be required to join the
college within the stipulated time as may be notified by the
Board;

(ii) The candidates who join the college on the basis of first round of Counseling
and wish to participate in the second round of Counseling should, therefore,
take a decision for participation in the second round, after considering that
they may lose the seat allotted to them during the first round, as such seat
shall become part of the seat matrix immediately if he/she upgraded during
the second round;

(iii) The candidates shall have to appear during the upgradation/physical round in
person before the counseling committee/Board as per the schedule notified
by it. The candidates shall have to register themselves in the Board office in the
morning and shall have to participate in the counseling process on their turn.
The seat to be allotted to the candidates who participate in the counseling at
relevant point of time on the basis of merit-cum-preference.”In case any
candidate fails to appear in the counseling at his/her turn he/she shall lose
claims on the seat available at that point of time which shall be allotted to
the next available candidate in order of merit. However, such a candidate
who missed the counseling on his/her turn and reports at a later date/time of
his/her turn during the counseling period as notified, shall only be considered
against the seat(s), which are available at that point of time;” and
(iv) The seats vacated by the candidates due to upgradation etc. shall be added to
the seat matrix during the same day on minute to minute basis and the seat

matrix shall undergo change on minute to minute basis, which shall be
displayed on the monitors available in the BOPEE office and vacated seat shall
be allotted to such candidates whose counseling is going on (on day to day
basis) and not be allotted to those candidates whose counseling is already over
on previous day(s) of counseling, irrespective of their higher merits.
Note:-
The physical round of counseling may either be conducted on a single day or on
different dates/days as may be notified by the Board. Such seats as may remain
unfilled at the conclusion of first day of counseling may be carried to the next
day/date of counseling as may be decided by the Board. However, the candidates
who did not participate in the counseling process on a particular date/day
notwithstanding his/her higher merit shall, subject to the above conditions, be
eligible to compete for the seats as are carried forward to the next day/date of
counseling.

Such candidates shall have no claim on a seat which was allotted to a candidate
during the previous day/date of Counseling on the basis of his/her merit,
preference and availability of seat at the time of counseling. In other words the
candidates cannot stake a claim on a seat which has been allotted to another
candidate on the grounds that the candidate could not participate in the physical
round of counseling earlier when the seat was available. Such a process, if
allowed, would mean re-opening of admission/allotment process and thereby
result in non- completion of admissions within the stipulated/prescribed time
limit by the MCI/other regulating authority and against the directions of the
Hon’ble Supreme Court of India in various cases.

General information:
Note:1
Every effort will be made to ensure that the candidate with higher merit gets seat of his/ her
preference if available. However, this is possible only when every notified candidate reports in
time and follows instructions in letter and spirit, as otherwise due to late reporting he/she could
be deprived of seat of his/her preference due to its allotment to the next candidate in merit,
failing which the candidate who reports on time but is with lower merit may be allotted
seat/college which could have otherwise been allotted to a candidate with higher merit but for his
failure to report in time on counseling date/time and for which BOPEE will not be responsible in
any way whatsoever may be the reasons of candidate.

Note-2:
The candidates who do not participate in the process of counseling by not filling up of the fresh
preference forms and not being physically only in the process and no proxy is permitted by the
Board to represent the genuine candidate present during the physical round of counseling shall

in no case be considered for allotment of seat and they shall have no claim, whatsoever, on any
seat filled up by the Board from amongst the candidates who participate in the process;

Note-3:
During the physical round of counseling, the candidate shall be required to be present physically
in the process and no proxy is permitted by the Board to represent the genuine candidate
unless under exceptional/extra ordinary circumstances like ill health for which the candidate
shall have to authorize a representative only viz father, mother, brother or sister with his/her ID
proof, who shall be allowed to represent the candidate on production of medical certificate duly
certified by the competent authority. However, the participation of such representative shall be at
the risk and responsibility of the candidate himself/herself and Board shall not be responsible for
any decision taken by such a representative on behalf of the candidate. The authority shall be
accepted only on prescribed Proforma by the Board. The procedure for allotment of seats shall,
however, remain the same;

Note-4:
It is quite possible that a candidate may not find seat of his/her choice available at the time of his
/her turn in second/or third round of (physical) counseling, as the case may be but a seat may
become vacant subsequently. It is, therefore, in the interest of the candidate(s) to remain
available outside counseling room on day to day basis and keep watching Monitor displaying seat
matrix constantly being updated. As and when a seat of the choice of such a candidate becomes
available on day to day basis, he/ she should immediately report in the counseling hall and stake a
claim on same day. The interested candidates are also advised to surf website of the BOPEE every
evening or next day in the morning (during counseling days) where updated seat matrix is
displayed. This holds good for already counseled students who may find seat/college of their
choice available and may get that because of their higher merit for which they shall have to report
early in the next morning at 10.00 am so that such candidates can be considered in order of merit
before the counseling starts for fresh candidates.

Note-5:
Any category seat(s) remained unfilled for want of candidates belonging to relevant category shall
be filled up from amongst the candidates belonging to OM category in terms of Proviso to Section
9 of JK Reservation Act.

Note-6:
The decision of the BOPEE concerning allotment of Courses/ institutions shall be final. Choices of
courses / institutions once exercised by the candidates shall not be allowed to be changed or
altered subsequently;

THIRD ROUND OF COUNSELLING:


The Board may, if it decides to do so conduct 3 rdround of online Counseling/physical round
of counseling in the same manner as prescribed for 2nd round of counselling provided that:-
Unless permitted by the Board as a general exception, the candidates who did not join the

college on allotment of a seat after first round of counselling or on upgradation of
seat/allotment of seat during second round shall not be eligible to participate in the third round
of counseling. Those candidates, who were upgraded during 2nd round and joined the institute,
shall also not be eligible to participate in the third round of counselling.

CONVERSION OF CATEGORY SEATS, IF ANY:


In case, any category seat remains vacant even after the upgradation/allotment round(s) as
above, the same shall be de-reserved and filled up from the OM candidates through physical
counseling in terms of section-9 of chapter iv of J&K Reservation Act No. XIV of 2004. The revised
seat matrix shall be notified accordingly and candidates willing and eligible to participate in the
counseling shall be required to fill preference forms against the seats notified. The process shall,
however, be the same as indicated hereinabove. However, after conversion of Reserved category
seat(s) into OM category seat(s), any seat(s) left by the Reserved Category candidate(s) shall be
treated as OM category seat(s) and shall be allotted to the candidate(s) purely on the basis of merit
cum preferences and offered during the subsequent round of Final/Special Round of Counselling.

The seats in the “OM” which have remained vacant on conclusion of the earlier rounds shall
also form part of the seat matrix and filled up during the process.
The seats becoming available due to upgradation of candidates, if any, against said seats
shall be added to the seat matrix on the same day and filled up during the same process of
counselling.
During this round of counseling candidates (those in the Provisional Merit List) including
those who did not join after the first/Second/Third round of allotment of seats shall also be eligible
to participate if Board decides so. Those who were upgraded during 2nd/3rd round etc. shall,
however, not be eligible notwithstanding that they have joined the college. Further, the seat shall
be allotted only on the basis of merit cum preference. The candidates, who do not join the
college/institution after upgradation of seat during the upgradation round (2ndround or 3rdround) as
the case may beshall, however, not be eligible to participate in this round of counseling.

B) FINAL ROUND BY PERSONAL COUNSELLING (MOP UP ROUND): If otherwise


required, the Competent Authority will issue Notification for final round by Personal
Counseling on its website [Link] indicating schedule of selection
process for final round for allotment of seats remaining vacant after completion of
earlier round(s) of allotment of seats by way of Preference Forms. This final round
of allotment of seats shall be conducted by way of personal counseling and not on
the basis of online Preference Forms to ensure that all vacant seats are filled up
before the cut-off date or last date as prescribed by the MCI/DCI as the case may be
and there will be instant seat allocation. All the candidates who have qualified the
UG NEET-2024 as per the cut-off score fixed by the Board but could not be allocated
seats in earlier rounds and have submitted the documents in BOPEE office in time
will be eligible to appear in the final round of counseling and for those who had not

submitted documents at all shall, in no case, be considered, notwithstanding their
merit position. On account of allotment of seats in this final round of admission, no
fresh vacancies consequent upon allotments made in this round will be created.
This is principally because this final round of allotment is meant to fill up (as far as
possible all) available vacant seats without creating a new or fresh vacant seat on
account of such allotment. During this round also, eligible candidates will appear
personally (Proxy will not be permitted) as mentioned under note para 2 above
seeking allotment of seats of their choice. Personal counseling for such allotment
will be held strictly in order of provisional Merit List amongst the available
candidates. Each candidate will be offered all seats that have remained vacant and
are available for allotment as per merit/ preference only at time of his/her turn of
counseling i.e. UT Merit Position. The available seats shall be offered to the next
candidate in merit. Before personal counseling round all available vacant seats (due
to non- allotment / non-joining/resignation etc.) will be notified on website. Eligible
candidates interested to participate in this round should carefully go through vacant
seats as notified on website and decide whether to participate in the Final Personal
Counseling round. Such candidates, in their own interest are advised however, to be
available in the BOPEE office during the mop up round to stake a claim on the
available seats. For the purpose of this Personal Counselling round, following seats
shall be considered as available for admission which will be displayed on website
before commencement of Personal Counseling round :-
a) All seats that have remained vacant, if any, at the end of previous admission
round(s) on account of non-allotment;
b) All seats that were allotted in previous round(s) but were rendered vacant on
account of candidate to whom such seats were allotted but did not join or resigned;
c) All such seats that may become additionally available on any account whatsoever,
including but not limited to, seats if any additionally recognized by competent
authority made additionally available on account of any Order that may be passed
by Courts etc. All candidates to whom seats will be allotted in accordance with
choice and availability at his/her merit position at the time of personal counseling,
will be required to join concerned college and complete all necessary formalities
(by submitting all original documents and paying prescribe fees) for taking
admission accordingly within prescribed time. Allotment of seat once made in this
personal counseling round shall not be changed. At the time of this personal
counseling round, candidates must consider available seats thoroughly and opt for a
seat which they must join once allotted. It is made hereby clear that in case such a
candidate does not join concerned College and/or fails to comply with necessary
formalities, his/her admission shall be cancelled.

Note-: Board reserves the right to allow such candidates also to participate in the
last round of counseling/mopping-up rounds, who were earlier not allowed to
participate due to non-joining etc., in case the number of unfilled seats is large and
it is found expedient to allow such candidates to participate in the counselling for
purposes of filling-up of the seats.
Board reserves the right to relax any condition other than conditions of eligibility, if
it is of the opinion that such a relaxation is in the general interest of the candidates
& relaxation will avoid causing hardships, if any, to the candidates. Such a
relaxation, if accorded, shall, however, be general & not on case to case basis.

Non Eligibility for candidates seeking admission to MBBS/BDS courses etc


The following candidates shall not be eligible for final counselling:-
i. Those who have not qualified NEET UG examination as per cut off score
fixed by NTA;
ii. Candidates remained absent and did not submit the documents before the
Board during the process of verification of documents;
iii. Candidates, who failed to pay online fee prescribed by the Board
iv. Candidates who have been declared ineligible by the Board on the basis of
age/qualifying/minimum percentage of qualifying marks required in 10+2
examination for being otherwise eligible for appearing in NEET examination;
v. The category candidates who are not in possession of valid certificate on the
last date of submission of application forms, but such candidates may be
considered under OM category, if they are otherwise eligible and fall within
the OM cut off score.
vi. The candidates who fails to join the institution when seat was allotted to
him/her during any of preceding rounds of final counseling unless decided
by the Board.
16. Filling up of seats in ASCOMS/IDS:
All allocated seats in ASCOMS/IDS including under Management Quota and NRI
shall be filled up by the BOPEE only.
The following MBBS seats are available in ASCOMS and shall be filled
accordingly:-

In order to fill up Management/NRI seats the following shall be the eligibility


criteria:-
Category No. 1:- Where applicant himself/herself is NRI and family originally
belongs to UT of J&K/Ladakh.
Category No. 2:- Children/wards of NRI who originally belong to UT of
J&K/Ladakh.
Further, the documents required for NRI Category 1 and 2 above candidates,
should be as under:-
Category 1:-
a) NEET UG score card, 2024
b) NRI certificate issued by the Ministry of External Affairs, Government of
India or Indian Embassy Overseas under Ministry of External Affairs having valid
Indian Passport;
c) NRI bank account preferably in the country where the candidate is
residing or of NRI account in India;
d) Copy of Indian Passport.
e) Copy of Latest Income Tax return filed in India, if any;

f) Pan Card No., if any, and
g) Domicile Certificate of the candidate belonging to UT of J&K/Ladakh.
Category 2:-
a) NEET UG Score Card -2024
b) NRI sponsorship letter;
c) Undertaking of NRI duly attested by the Legal Authority of that country
where sponsor is residing or Indian overseas embassy;
d) Bank Statement for sponsor of last three years;
e) Resident/National Certificate or NRI certificate of the sponsor;
f) Pedigree table/family tree establishing relationship of candidate with the
sponsor along with documentary proof;
g) Employment certificate of the sponsor;
h) Pan Card No., if any of the sponsor;
i) Pan Card No., if any, of the candidate/parents;
j) Copy of Income Tax return filed in India, if any; and
k) Domicile certificate of the candidate belonging to UT of J&K/Ladakh as
the case may be.
Note:-
a. The seats under NRI and the Management Quota in ASCOMS/IDS shall be filled as per the
schedule as may be notified by the Board. However only such candidates shall be
considered who have otherwise registered themselves with a BOPEE and figure in PML.
b. The candidates intending to apply under the management quota /NRI are in their own
interest advised to keep all the necessary documents ready.
c. Category 1 & 2 under NRI are for purpose of determination of eligibility, but the seats shall
be filled up on the basis of merit in the NEET only.
d. Filling of Seats in IDS, Sehora for the session 2024-25 shall be subjected to the clearance
from DCI/NMC/H&MEUTJK. However the decision of the Management of the Institute not to
admit students in BDS Course for the session 2024-25 has been agreed by the University of Jammu
vide Letter No. CDC/2024/1178-87 dated 05-07-2024.

17. Fee Structure / Fee to be Deposited by MBBS/BDS/BAMS/BUMS/BPT/DDH/DDM


candidates for Registration with BOPEE:-

i. The requisite fee prescribed for the desirous candidates for filling up of
Preference Form for allotment of seats/colleges shall have to make
online payment of Rs. 1500/- while submitting the online preference
forms for MBBS/BDS/BAMS/BUMS/BPT/DDH/DDM courses at under
graduate level. Banking transaction charges shall be borne by the
applicant. Fee amount deposited is non-refundable.

Note:
a. Besides, the Board may restrict the number of candidates called for
counseling, to 3-4 times the number of seats available in the medical
colleges/institutions. However, the Board reserves the right to alter the
number in case it is found expedient to do so.
b. The concerned Principals/Heads of the Institutions shall, immediately, after
notification of admission list and last date fixed for joining the
college/course within the time frame as may be prescribed by the Board
forward a list of unfilled seats along with the list of candidates who have
taken admission to the BOPEE. This shall apply to first and subsequent
rounds of counseling as well.

Counseling Committee for Physical Counseling:


As per the mandate, there is a permanent standing committee for all types
/categories of counseling for various professional courses including NEET UG 2024
assigned to BOPEE by the Govt. of Jammu and Kashmir from time to time
comprises of Chairperson, Members, C.O.E, Secretary.
Besides the Board can include any representative(s) of Govt. or Private medical
colleges/institutions in the Counseling process if deemed appropriate

I. The seats for the Central Pool in Medical/Dental Colleges outside the UTof
J&K/Ladakh will be notified separately after these are received, but within
the applicable time for admission/ recommendation of the candidates for
selection will depend upon the seats made available by the Government of
India/Govt. of other UTs and will also be subject to such conditions as may
be prescribed by the UT Central Government.
II. Selection of the candidates under Central Pool Category shall be made on
the basis of merit secured in NEET, UG 2024 i.e. only those candidates shall
be considered for allotment of seats under Central Pool Category who have
qualified NEET UG – 2024.

18. Fee to be charged for UG courses of MBBS/BDS/BAMS/BUMS/DTH/BPT/AYUSH etc


by private/Government Medical Colleges from the selected candidates :-
A) Private Colleges:-
Upon selection of the candidates for undergoing NEET UG 2024 course in
private Medical Colleges, the fee structure have been fixed by competent
authorities and charged by such medical colleges, the BOPEE is not in any way
associated with it and in no way responsible for the same including the fee
raised/enhanced/increased subsequently by the competent authority of the
Government regulating such fee structures for the purpose.
The candidates are also advised to enquire, in their own interest, the actual
fee to be charged, by the College authorities before seeking admission to
respective college/institute.

Government Colleges:-
The prescribed fee in Govt. run medical colleges /Institutes for undergoing
NEET UG 2024 courses has also been fixed by the competent authorities of the
Govt./concerned Principals or Heads of such Medical colleges and the selected
candidates are advised to enquire the same from respective Principals or
Heads at the time of their admission and the BOPEE in any way is not
responsible for any increase in fee charged by Private/ Government Colleges.
19. Additional information about AYUSH/other Courses:
a. The Government of India, Ministry of AYUSH vide a communication No. R-
13040/33/2016-HD(Tech)Part dated 25-01-2017 conveyed decision has been
taken that the Entrance Exams being conducted by the private association be
stopped from the academic session 2017-18 and all UG seats be filled by
considering the merit list of National Eligibility cum Entrance Test (NEET). The
same position was relevant during 2018-19 as well. The BOPEE has been
making admissions for AYUSH Courses on the basis of NEET Score only.
b. There is no reservation in the private colleges. However, there is a class
prescribed for Poor & Backward. Such candidates who fall under this
category and possess the valid certificate issued by the Competent
Authority viz. Tehsildar shall be eligible for claiming such benefit under the
said category. It shall be obligatory upon the private colleges to provide
admission to such candidates in accordance with the scheme laid down by
the Government.
c. The last date for making admissions under AYUSH/BPT shall be such as
prescribed by the Ministry of AYUSH/BOPEE, as the case may be and no
admission shall be made after last date unless otherwise notified by the
competent authority.

20. Procedure for filling up of seats under AYUSH/BPT :-

After completion of the admission process for MBBS/BDS/DDH/DDM, the Board
shall update the Provisional Merit List of UT by excluding the candidates who have
been allotted the seats in the courses for MBBS/BDS/DDH/DDM. This updated merit
list shall be utilized by the Board for filling up of the seats under AYUSH and other
courses. The Board shall notify the cut off marks/score for determining eligibility of
the candidates for admission to courses under AYUSH as may be fixed by the
CompetentAuthority and may as such allow such candidates also to fill in the online
preference forms. The seats under other courses like BPT shall also be filled up out
of the NEET Score, and as per the cut off Score fixed by the Competent
Authority/BOPEE as the case may be.
21. Filling up of Online Preference Forms under Ayush BPT:-
a. The candidates who have applied online for MBBS/BDS/DDH/DDM but did not
get a seat in such courses shall be eligible for admission to AYUSH &BPT
courses. However, they shall be allowed to fill in their preferences for such
courses online. The candidates who have already deposited the online fee
while applying for MBBS/BDS/DDH/DDM courses shall not be required to pay
any additional fee. However, such candidates who are admitted
additionally/declared eligible for filling up of the online forms for AYUSH/BPT
courses and requisite fees to be deposited online of Rs.1500/- as already
mentioned.
b. There shall either be online filling up of seats or physical counselling for
allotment of seats as may be decided by the Board. Candidates shall be allowed
to modify their preferences, if they wish to do so, in the same manner as
prescribed for MBBS/BDS/DDH/DDM courses. The seats shall be allotted on the
basis of merit cum preferences given by the candidates.
Note:
Once the preferences have been exercized by the candidate during offline
counselling and accepted by the Board/counselling committee the same shall not be
subject to any modification/amendment or change. The upgradation/final round shall

be held in the same manner as laid down for MBBS/BDS courses/as may be
amended/modified by the Board from time to time considering the availability of
seats, admissions made and other relevant factors.
22. Eligibility conditions under Ayush/BPT courses:-
(i) must be a domicile of UT of J&K/Ladakh;
(ii) have passed Hr. Sec. Part II (12th/ 10+2) or an equivalent examination from a
recognized statutory Board/University &have obtained 50% marks in aggregate
in PCB in 10+2 examination in case of open merit category and 40% in aggregate
for reserved categories;
(iii) have passed 10+2 examination with English, Physics, Chemistry and Biology;
(iv) be born on or before 31-12-2007, if he/she belongs to OM/
SC/ST/RBA/ALC/IB/OSC/PSP categories;
(v) The candidates applying under P&B/EWS/SP/CDP/JKPM categories are open
merit candidates. They must fulfill eligibility conditions meant for open merit
candidates;
(vi) Candidates for admission to Ayush and other courses such as BPT must have
passed 10+2 examination with Physics, Chemistry, Biology and English
individually and Should have obtained minimum 50% marks taken together in
Physics, Chemistry and Biology at the qualifying examination and in addition
must have come in the merit list prepared as a result of NEET UG (2022) by
securing not less than 50% marks in Physics, Chemistry and Biology taken
together in the competitive examination.

23. Management Quota (MQ) for AYUSH/BPT Courses


For the year 2024, management quota seats under AYUSH/BPT courses shall
also be filled in accordance with communication No. [Link]. R-13040/33/2016-
HD(tech)Part dated 25-01-2017 read with Notification No. Z.16011/04/2018-
EP(1M-I) part I dated 12-04-2020 from the MOH&FW, GOI or such other
directions issued from the competent authority However, only the candidates
who have appeared in the NEET (UG) and have obtained such qualifying marks

as may be prescribed by the Ministry of AYUSH/BOPEE for the purpose shall be
eligible for consideration under (MQ). This shall be subject to such
conditions/clarifications as may be provided by the GOI/UT Government and
Competent RegulatingBodies.

24. PROHIBITION FOR RAGGINGAND GUIDELINES THEREOF:


In view of the judgements of Hon’ble Supreme Court of India and notified by
the Medical Council of India on 3rd August,2009 under No. MCI-34(1)/2009-
Med./25453, and in exercise of the powers confered by Section 33 of the
Indian Medical Council, Act 1956 (102 of 1956), the MCI notified regulations
governing admissions in medical colleges including the ragging and its
prohibition forthwith, the similar instructions also stands notified by the
central/State/UT [Link] time to time banning /prohibiting ragging
immedately including the UT of J&K.
Accordingly, all Heads or Principals of such professional colleges both
Government and Private are fully aware and also incumbant upon them to
notify the prohibtion of ragging guidelines /proformas from time to time for
both the junior and the senior batches to adhered to/comply with the ragging
guidelines in letter and spirit and take strict action as besides the prescribed
format / undertaking to be submitted by the parents/guardian of the
candidates as per the provisions contained thereunder i.e the regulations.

It is the sole responsibility of the College Authorities that upon noticing even a
minor or small incident of ragging in the college premises or even outside by
the students have to take strict action commensurating with the guidelines /
regulations of MCI and other Authorities.
The Heads or Principals of both Government/ Private run Medical Colleges /
Institutions have to ensure that the students or candidates are not indulging
in unwaranted /banned activities which may cost a student(s) heavily including
loosing of admission in the college and registration of the criminal case against
