Under the Centrally Sponsored Scheme, Rashtriya Gram Swaraj
Abhiyan (RGSA) Annual Action Plans FY 2024-25 and FY 2025-26, the
Panchayat Raj & Rural Development Department has taken up construction of
Gram Panchayat (GP) buildings for GPs not having own buildings or not
having Village Secretariat buildings within the Gram Panchayat, under
Institutional Infrastructure component to Gram Panchayats.
For FY 2024-25, construction of 200 new Gram Panchayat buildings in
PESA & Aspirational districts and Saansad Adarsh Gram Yojana (SAGY) GPs
has been approved by the Central Empowered Committee of Ministry of
Panchayati Raj (MoPR), Government of India (GoI).
Administrative Sanctions
Vide reference 4th cited, the District Collectors/DPCs of ASR,
P.Manyam, Eluru, YSR Kadapa, Bapatla & Prakasam districts were requested
to accord the Administrative Sanction to the 200 new Gram Panchayat
buildings duly following the MGNREG Act guidelines.
Subsequently, Administrative Sanctions were accorded by District

Collectors of Alluri Sitharama Raju, Parvathipuram Manyam, YSR Kadapa,
Eluru, Bapatla and Prakasam and the details are as follows.

Further, the District Collectors of Parvathipuram Manyam, ASR and
YSR Kadapa Districts are requested to expedite issuance of Administrative
Sanctions for the remaining 52 buildings (=192 sanctioned buildings – 140
Admin. Sanction already given) approved in FY 2024–25.
Vide reference 5th cited, the State Government has accorded
permission for 417 additional new GP buildings for construction in FY 2025-
26.
The district wise abstract of 417 GP buildings approved for the FY
2025-26 is as follows:

For the above 417 buildings approved in FY 2025–26, the District
Collectors are requested to accord Administrative Sanctions at the earliest
date.
Vide reference cited 3, the State Empowered Committee constituted
under RGSA has approved that the construction of these GP buildings is to be
implemented as per the guidelines of MGNREGS dispensing with the
tendering process for the entire cost of ₹ 32.00 lakhs per GP building.
Guidelines to be followed in execution of GP Buildings under RGSA in
convergence with MGNREGS.
The following guidelines are issued in consultation with the Rural
Development wing of O/o Commissioner, PR&RD and Engineer-in-Chief, PR
for execution of GP buildings.
The construction of GP buildings under RGSA shall be taken up in
convergence with MGNREGS, with a unit cost of ₹32.00 lakhs per GP
building.
i. The estimate may be prepared with two parts as Part-A with MGNREGS
and Part-B with RGSA and technical sanction will be given as a single
estimate for ₹32.00 lakhs.
ii. All the unskilled labour component items of the estimate shall be shown
under MGNREGS Part.
iii. Minimum 10% of the estimate cost shall be provided as labour component.
iv.. Execution of GP buildings under RGSA shall be as per the MGNREGA
guidelines.
v. Job Card holders shall be engaged for skilled wage component under
MGNREGS.
vi. Work site board, work file shall be mandatory for MGNREGS works.
vii. Procurement of material should be based on the guidelines given under
Clause No: 7.1.7 of the Annual Master Circular as below.
a. The Block Development Officer (BDO)/Mandal Parishad Development
Officer (MPDO) shall call a tender for such aggregated items so that materials
are procured at competitive rates and economies of scale are achieved.
b. The BDO/MPDO shall approve the vendors along with rates.
c. All the GPs/Implementing Agencies may procure the material at approved
rates through vendors approved by BDO/MPDO.
d. Regarding uploading of bills, an exclusive application will be given to TCS

for RGSA bills and MGNREGS bills will be as per regular procedure.
viii. The expenditure in MGNREGS is subject to Social audit guidelines.
ix. Necessary resolutions at Gram Panchayat, Mandal and District level shall
be obtained by PD, DWMAs.
Unit Cost of Gram Panchayat Buildings:
The new Gram Panchayat buildings will be constructed with a unit cost
of ₹ 32 lakhs.
(₹25.00 lakhs under RGSA + ₹12.00 lakhs dovetailed from Mahatma
Gandhi National Rural Employment Guarantee Scheme) for 200 GP buildings
in PESA, Aspirational Districts and SAGY GPs approved in FY 2024-25
(₹25.00 lakhs under RGSA + ₹7.00 lakhs under MGNREGS) for 417
GP buildings in 24 districts in FY 2025-26.
No additional funding will be provided and the GP building must be
completed in all aspects with ₹ 32 lakhs.
Type design
A new standardized type design for GP buildings has been prepared by
PR Engineering Department with plinth area of 1226 sft in view of revised
SSR rates and the same is to be adopted in all districts in respect of 200 GP
buildings in PESA, Aspirational Districts and SAGY GPs approved in FY 2024-
25 and also 417 additionally approved GP buildings in 24 Districts in FY 2025-
26.
MoPR Advisory:
Vide reference 6th cited, regarding the construction of GP buildings the
following advisory issued by MoPR, GoI is to be followed.
i. Gram Panchayat Bhawans should be constructed at a central location within
the Gram Panchayat area, which is easily accessible to the citizens.
ii. Ceremonial events should be organised at both the commencement and
completion of Gram Panchayat Bhawans to enhance community awareness
and participation.
iii. Convergence of funds from MGNREGA and other relevant schemes should
be explored to support construction activities.
iv. Provision of conference rooms in such Bhawans to enable the effective
functioning of Panchayats.

The District Collectors are requested to issue necessary instructions to
the Chief Executive Officers, Zilla Praja Parishads, Project Directors, District
Water Management Agency, District Panchayat Officers and Superintending
Engineers, PRED to take up the construction of the GP buildings on a fast-
track mode duly following the guidelines issued.
