MEMORANDUM OF UNDERSTANDING
DESIGNATING VOLUNTEERS FROM ARBA ASSOCIATION TO
ESTABLISH COMMUNITY GARDENS AT SITIO BIAK NA BATO,
BARANGAY BIGTE, NORZAGARAY, BULACAN and PARTICIPATION
IN BARKADA PROGRAM/MANILA BAY REHABILITATION
PROGRAM.
WHEREAS, under the Local Government Code of 1991, Local
Government Units (LGUs) are mandated to exercise powers and
discharge functions and responsibilities that include efficiently and
effectively providing agricultural support services, such as planting
materials distribution systems and operation of farm produce collection
and buying stations;
WHEREAS, the Department of the Interior and Local Government
(DILG) Memorandum Circular No. 2023-001, regarding the
implementation of the Halina’t Magtanim ng Prutas at Gulay (HAPAG)
sa Barangay Project, requires all barangays to designate a
Sangguniang Barangay Member (SBM), preferably the Chairperson of
the Committee on Environment, to lead and maintain the
establishment and management of Barangay Community Gardens;
WHEREAS, the ARBA ASSOCIATION has voluntarily committed to
support and participate in the establishment of community gardens as
part of their advocacy for sustainable agriculture and community
development;
WHEREAS, this initiative is also aligned with the BarKaDa
Program (Barangay Kalinisan Day), a nationwide clean-up campaign
launched by the DILG in support of President Ferdinand R. Marcos, Jr.’s
call for bayanihan, encouraging communities to work together toward
cleaner, safer, and healthier environments;
1. Designation of Volunteers
Volunteers from ARBA ASSOCIATION are hereby designated to
establish and maintain a Barangay Community Garden (Gulayan sa
Barangay) located at Sitio Biak na Bato, Barangay Bigte, Norzagaray,
Bulacan.
2. Functions of the SBM/Chairperson on Agriculture
The designated SBM/Chairperson on Agriculture shall perform the
following functions:
a. Assist ARBA ASSOCIATION volunteers in the establishment of the
Gulayan sa Barangay at Sitio Biak na Bato;
b. Lead the promotion of community gardening as a sustainable
practice in the barangay;
c. Maintain records of garden operations, including types and quantity
of seedlings planted;
d. Coordinate with Barangay Bigte for any available agricultural
support, trainings, seminars, capacity building, seedling materials,
equipment, and other relevant resources;
e. Submit necessary reports and documentation to the Barangay
Council for monitoring and support purposes.
3. Participation in BarKaDa Program/Manila Bay Rehabilitation
Program
ARBA ASSOCIATION volunteers shall also participate in Community
clean-up drives in the BarKaDa (Barangay Kalinisan Day) Program, in
line with the national directive for community-based environmental
action and Manila Bay Rehabilitation Program, a long-term multi-
agency initiative mandated by the Supreme Court to restore Manila
Bay's water quality to support a healthy and safe environment and to
prevent the spread of diseases through proper solid waste
management, as envisioned by the
4. Effectivity
This Memorandum of Understanding shall take effect immediately
upon signing and shall remain in force unless revoked or amended by
mutual agreement between the parties.
