ORDER:-
In the G.O. 2nd read above, orders were issued entrusting to the
One Man Commission (SPF. Services) the task of comprehensively
examining and updating the existing service rules of various
Departments. The One Man Commission has accordingly took up the
examination of Rules covering the Gazetted Posts in Andhra Pradesh
State Handlooms and Textiles Services and furnished draft Special Rules
for consideration of Government.
2. Government after careful consideration hereby issues the following
rules governing the Gazetted Posts in the Andhra Pradesh State
Handlooms and Textiles Services.
3. The following Notification shall be published in the Andhra Pradesh
Gazette:-
NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309 of
the Constitution of India and in supersession of the Special Rules issued
in G.O.Ms.No. 399, Industries & Commerce (HL) Department, dated
23.9.85 as amended from time to time and all the rules issued in so far as
they apply to the posts included in this service the ( Governor of Andhra
Pradesh hereby makes the following Special Rules for the Andhra
Pradesh Handlooms and Textiles Service.
1.SHORT TITLE:-
These rules may be called the Andhra Pradesh Handlooms and
Textiles Services Rules.
2.CONSTITUTION:
The Andhra Pradesh Handlooms and Textiles Service shall
consists of the following categories of posts namely:-

Category : Joint Director
Category : Deputy Director
Category : Assistant Director
Category : Section Officer( Textile)
3.METHOD OF APPOINTMENT AND APPOINTING AUTHORITY:-
Subject to the other provisions in these rules, the method of
appointment and appointing authority for the several categories shall be
as follows:-

Note(1):- The post of Assistant Directors shall be filled by the

Note(2) The fifth vacancy in the cycle mentioned in Note (1) above,
shall be earmarked for the category of Section Officer
(Textiles) till the present incumbent in the post of Section
Officer (Textiles) vacates the post on being promoted to the
category of Assistant Director or otherwise. After the
present incumbent vacant vacates the post of Section Officer
(Textiles), the fifth vacancy assigned to that post in the
above mentioned cycle, shall be filled by direct recruitment.
4.RESERVATION OF APPOINTMENT:
In the matter of direct recruitment to the post of Assistant Director
of Handlooms and Textiles, for which women and men are equally suited,
other thing being equal, preference shall be given to Women and they
shall be selected to an extent of at-least 30% of the posts in each category
of Open Competition, Backward Class, Scheduled Caste and Scheduled
Tribe Quota.
5.PROBATION:
Every person appointed to any post in the service shall, from the
date on which be commences probation for a total period of one year on
duty within a continuous period of two years, if appointed by promotion or
transfer, and a total period of two years on duty within a continuous period
of three years, if appointed by direct recruitment.
6.QUALIFICATION:
No person shall be eligible for appointment to the category
specified in column (2) unless he possesses the qualifications specified in
corresponding entry in column (3) thereof.

incumbent holding the post

on the date of issue of
these rules the recruitment

but he shall pass the said
test after promotion, as
Assistant Director within
the period of probtion.
7. AGE:-
No person shall be eligible for appointment by direct recruitment to
the post of Assistant Director in category4, if he has completed twenty
eight years of age on the first day of July of the year in which the
notification for selection is made.
8. MINIMUM SERVICES:-
No person shall be eligible for promotion or appointment by transfer
To the next higher category of post unless he has put in three years of
service, after the made of commencement of his probation, in the category
from which such promotion or appointment by transfer is made.
9.TRAINING:
(a) Every person appointed by direct recruitment as Assistant
Director (Handlooms and Textiles) shall undergo training in the Higher
Diploma in Cooperative Management Course in the Institute of Co-
operative Management, Rajendra Nagar or any other Institution
recognized by th Government in this regard and shall pass the
examination conducted by the said Institution at the end of the Training
course and shall also undergo such other training including practical
training in a post of Development Officer (Handloom and Textiles)
according to the scheme of training drawn up by the Director of
(Handlooms & Textiles) (Amended vide G.O.Ms.No.234, Ind.& Com.(Tex)
Department, dt. 23-7-1999).
(b) In the event of failure to pass the examination conducted by
the Cooperative Training Institute, Rajendaranagar, or any other institution
prescribed by the Government in this regard, at the end of the training
conducted by it, the person who has been appointed by direct recruitment
as Assistant Director shall pass the examination in Cooperation, Auditing,
Banking and Book keeping conducted by the Andhra Pradesh Cooperative
Union or the Andhra Pradesh State Cooperative Institute, within the period
of probation.
(c ) The period of training count for purposes of probation,
increment, pension and leave.
(d) Every person appointed to the service by direct recruitment to
category 4 (Assistant Director) shall, before the commencement of
training, execute an agreement bond that he shall serve the department
for a period of three years after the completion of training referred to in
sub-rule(a).
(e) He will be liable to refund to the Government the pay and
allowances and any other remuneration received by in addition to the
amount spent by the Government on his training.
(i) if he fails to serve the department for a period of three
years after the completion of his training for any reason; or
(ii) if he discontinues the training or is discharged from
training course for misconduct or any other reason; or
(iii) if he secures any other employment elsewhere than under
the State Government.
10.TESTS: Every person appointed as Assistant Director, by direct
recruitment shall pass the Accountant Test for Executive Officers within
the period of probation.
11. TRANSFER AND POSTINGS:
All transfers and postings in the case of Assistant Director and
Section Officers (Textiles) shall be made by the commissioner for
Handlooms and Textiles and in the case of other categories the
Government shall effect transfers and postings.
