1. Purpose
To standardize procedures for managing NEOM workforce accommodation camps, ensuring
safety, hygiene, welfare, operational efficiency, and compliance with NEOM regulations and
Saudi labor law.
2. Scope
Applies to:
- Camp management staff
- Housing office
- Security & access control
- Catering & dining contractors
- Maintenance & FM teams
- Health, Safety & Environment (HSE) officers
- Transportation/logistics teams
- Residents and contractors

3. Roles & Responsibilities


Role Responsibilities
Camp Manager Overall supervision, incident escalation,
compliance monitoring
Housing Officer Check-in/out, key management, occupancy
record maintenance
Security Team Access control, visitor verification,
emergency support
Housekeeping & Maintenance Daily cleaning, preventive maintenance,
work orders
Catering Contractor Food safety, meal service, dining hall
hygiene
HSE Officer Safety audits, hygiene inspections, incident
investigations

4. Camp Operations Procedures

4.1 Check-In Procedure


Contractor submits NEOM-approved list, verifies documents, allocates room, issues key,
updates system.

4.2 Check-Out Procedure


Submit request 24–48 hrs prior, verify clearance, key return, room inspection, update
occupancy, deactivate access. MOR applied if keys not returned.

4.3 Room Allocation Standards


Max occupancy per room type, room equipment compliance, follows NEOM standards.

4.4 Housekeeping
Daily cleaning, weekly deep cleaning, monthly sanitation audit.
4.5 Maintenance
Log work orders, prioritize critical/urgent/normal, preventive schedules.

4.6 Catering & Dining


HACCP compliance, meal schedules, dining inspection, resident feedback, dining standard
upgrades.

4.7 Transportation
Scheduled buses, daily logs, traffic compliance.

4.8 Waste Management


Segregation, daily collection, proper disposal.

4.9 Security & Access


ID checks, visitor logs, CCTV, quarterly drills.

4.10 Emergency Response


Evacuation routes, muster points, incident reporting, coordination with NEOM security.

4.11 Health & Welfare


Medical facilities, mental wellness, recreation, 24/7 drinking water.

4.12 Audits & Reporting


Daily occupancy and maintenance logs, weekly HSE audits, monthly camp performance
report.

5. Resident & Company Code of Conduct


Respect rules, quiet hours, hygiene. Prohibited items: alcohol, weapons, illegal substances.
Damage charged to employer. Zero tolerance for harassment.

6. Document Control
SOP reviewed every 6–12 months or as per NEOM directives. Changes recorded in version
log.
