EXPRESSION OF INTEREST- Estate Department (Real Estate Division)


The Real Estate Division, Karachi Port Trust (KPT) has received Unsolicited proposal and intends to invite Expressions of
Interest (EOI) from qualified and experienced firms/consortia for the lease of Plot Nos. 5 to 8 at Jungle Shah Area, Keamari,
Karachi (4-5 acres), for 25 years for the establishment, development, and operations of a Container Freight Station (CFS). The
lease and bidding process shall be conducted under the Public Procurement Rules, 2004 updated till date and the Rule 37(A) as
two Stage, two Envelope process for a healthy and competitive bidding.

All procurement activities, including submission, opening, and evaluation of documents, shall be conducted through the
E-Procurement Automation & Digitization System (ePADS).

This EOI constitutes Stage 1 (Pre- qualification) of the procurement process. Only pre- qualified firms/consortia shall be issued the
Request for Proposals (RFP) and which would be eligible for the Stage-2 for the submission of the technical & financial proposals.

The procurement process shall be based on a royalty mechanism as per the applicable Rules.

SUBMISSION REQUIREMENTS:

Interested applicants must submit a complete EOI package through EPADS containing the following documents:

1. Covering Letter on official company letterhead.


2. Company Profile detailing organizational structure and capabilities.
3. Legal Documents, including Certificate of Incorporation/Registration, SECP registration, NTN, GST/SRB registration, and
JV/Consortium agreements (if applicable).
4. Audited Financial Statements for the last three (03) years.
5. Evidence of Relevant Experience in logistics, Port Operations, CFS, bonded warehousing, or supply chain infrastructure
development.
6. Details of Technical Capability, including key personnel, equipment, and existing facilities (if any).
7. Bank Statements or Proof of Financial Strength.
8. Affidavit of Non-Blacklisting/Litigation from any government / semi government & public sectors entity.
9. Letter of JV for consortia and submission of all above for the individual partners
10. In case the Consortia is already established the above submissions should be for the consortia

SUBMISSION METHOD

All EOIs must be submitted online via EPADS before the deadline i.e. 31-12-2025 specified on the EPADS portal. No physical
submissions will be accepted.

RIGHTS OF KPT

KPT reserves the right to accept or reject any or all applications in accordance with PPRA Rules

1. Introduction

1.1 Karachi Port Trust (KPT), through its Real Estate Division, invites Expressions of Interest
(EOI) from reputable and experienced national and international firms for the development of a
Container Freight Station (CFS) at Jungle Shah, Keamari.

1.2 The procurement shall be conducted under PPRA Rule 37A (Two-Stage Two-Envelope
Method) using the Electronic Procurement System (E-PADS).

1.3 This EOI pertains to Stage 1 – Pre-Qualification. Only firms that successfully pre-qualify
will be issued the Request for Proposal (RFP) for Stage 2 – Technical & Financial Bidding.

2. Project Objective

2.1 The objective is to engage a qualified developer/operator for establishing a modern, efficient,
and compliant CFS facility at Jungle Shah to facilitate cargo handling, storage, and associated
logistics services.

3. Scope of Work (Indicative)

3.1 The scope for the CFS development shall broadly include but not be limited to:

 3.1.1 Planning, design, financing, construction, and development of the CFS.


 3.1.2 Provision of equipment, machinery, and IT systems.
 3.1.3 Operation, maintenance, and management of CFS facilities.
 3.1.4 Compliance with all statutory, regulatory, safety, and environmental requirements.

4. Eligibility & Pre-Qualification Requirements

Interested firms must submit evidence supporting their capability to undertake the project. Firms
will be evaluated based on the following criteria:

4.1 Legal Requirements

 4.1.1 Certificate of Incorporation/Registration.


 4.1.2 Valid NTN, Sales Tax Registration, and relevant licenses.
 4.1.3 Affidavit of not being blacklisted by any public or private sector organizations.

4.2 Financial Requirements

 4.2.1 Audited financial statements for the last three (3) years.
 4.2.2 Bank statement or evidence of financial soundness.
 4.2.3 Minimum annual turnover requirement (details to be finalized in RFP).

4.3 Technical Experience

 4.3.1 Proven experience in development or operation of CFS, warehousing, logistics,


supply chain, inland container depots, SEZs, or similar infrastructure.
 4.3.2 Details of completed or ongoing projects of similar nature.

4.4 Personnel Capability

 4.4.1 Details of key technical staff, engineers, operational and management team.

4.5 Compliance Documentation

 4.5.1 Compliance with PPRA Rules.


 4.5.2 Compliance with KPT and environmental regulations.

5. Evaluation Criteria for Pre-Qualification

5.1 Pre-qualification evaluation shall be conducted using a scoring system totaling 100 marks.
5.2 Detailed Scoring Criteria

 5.2.1 Relevant Technical Experience – 40 Marks


o 5.2.1.1 Experience in CFS/ICD/logistics/warehousing projects (20 marks)
o 5.2.1.2 Completion of similar-scale infrastructure projects (10 marks)
o 5.2.1.3 Performance certificates & client references (10 marks)
 5.2.2 Financial Strength – 30 Marks
o 5.2.2.1 Average annual turnover (last 3 years) (15 marks)
o 5.2.2.2 Audited financial statements (5 marks)
o 5.2.2.3 Financial soundness & bank capability (10 marks)
 5.2.3 Organizational & Personnel Capacity – 20 Marks
o 5.2.3.1 Key professional staff qualifications (10 marks)
o 5.2.3.2 Experience of proposed team in relevant fields (10 marks)
 5.2.4 Legal & Regulatory Compliance – 10 Marks
o 5.2.4.1 Corporate registration, NTN/GST (5 marks)
o 5.2.4.2 Affidavit of non-blacklisting (5 marks)

5.3 Minimum Passing Marks

 5.3.1 Firms must secure at least 70 marks out of 100 to qualify for Stage 2 (RFP
issuance).
 5.3.2 Firms scoring below the minimum threshold will not proceed to the next stage.

7. Submission Procedure (ePADS)

7.1 All EOI documents shall be submitted electronically via ePADS in accordance with PPRA
requirements.

7.2 Manual submissions will not be accepted.

7.3 Firms must ensure timely submission before the deadline. Late submissions will not be
considered.

8. Clarifications

8.1 Any query regarding this EOI may be submitted through the ePADS query portal.
9. Issuance of RFP for Stage 2

9.1 Only firms pre-qualified under Stage 1 will receive the Request for Proposal (RFP).

9.2 Stage 2 will follow the Two-Envelope Procedure, comprising:

 9.2.1 Technical Proposal.


 9.2.2 Financial Proposal.

9.3 Only technically responsive proposals will be considered for financial evaluation.

10. Rights of the Procuring Agency

10.1 KPT reserves the right to accept or reject any or all EOI submissions as per PPRA Rules.

10.2 KPT may cancel the process at any time without assigning any reason.
