3. Revitalization and getting rid of slum
Process by which a part of the city in social, physical or economic crisis
undergoes a transformation in order to reverse the declining trend
Urban revitalization involves redeveloping blighted urban areas for new uses.
Downtown revitalization is the physical and economic renewal of a central
business district.
Urban Revitalization is designed to bring back underutilized assets and to
redistribute opportunities, increasing urban prosperity and quality of life.
Focuses on improving areas that are in a state of decline:
getting rid of slum…
• Urban revitalization is closely related to processes of urban
renewal, or redevelopment in areas of moderate- to high-
density urban land use.
• In practical terms, key goals of urban revitalization include the
successful clearance of slums and physical redevelopment
that takes into account heritage preservation.
• It has been repeatedly demonstrated that slum clearance has
far-reaching negative impacts.
• Community-led projects focused on slum upgrading have
proven to be more successful than just getting rid of slums.
4. Criteria to decide the intervention type
Owner ship of the housing unit in the site(weather it is government or private
Housing unit condition of the site(deteriorated, dilapidated and slum)
Accessibility and condition of basic infrastructure in the site (street network,
water supply and social services).
Future development potential of the site.
Financial resource to develop the site.
Land value of the site
Community interest towards the project
Densification level we want to achieve.
Based on the above criteria:
Intervention type
Renewal is applied when(if):
Majorities (more than 70%) of the housing units are
deteriorated and they lack housing related facilities.
Majority (more than 50%) of the housing units are owned by
government.
The site lack basic infrastructure (street network, utilities
and social services).
Up-grading applied when(if):
The site has some basic infrastructure but they need
improvement and provision of additional infrastructure that
are listed as shortage
