Affordable Housing
There is no clear-cut definition of the term 'affordable', as it is a relative concept
and could have several implied meanings in different contexts.
According to the RICS Report on Making Urban Housing Work in India, affordability
in the context of urban housing means provision of 'adequate shelter' on a
sustained basis, ensuring security of tenure within the means of the common urban
household. RICS Practice Standard Guidance Notes (GN 59 2010) states that
'affordable housing is that provided to those whose needs are not met by the open
market'• According to the KPMG Report on 'Affordable Housing - A Key Growth
Driver in the Real Estate Sector', affordable housing is defined in terms of three
main parameters, namely income level, size of dwelling unit and affordability.
Financing strategies
Demand-Side Financing Strategies
Micro-Mortgage Financing
-Create financing options tailored to low-income groups such as EWS (Economically Weaker
Sections) and LIG (Low-Income Groups).
-Use flexible payment mechanisms like micro-mortgages with smaller, more manageable
installment amounts.
Interest Subsidy Schemes
-Expand programs like the Interest Subsidy Scheme for Housing the Urban Poor (ISHUP),
which offers lower interest rates to qualifying buyers.
Direct Cash Transfers and Housing Vouchers
-Introduce demand-side subsidies such as housing vouchers or direct cash assistance to low-
income families to help cover rental or ownership costs.
Credit Access for Informal Sector Workers
-Develop alternate means of income assessment (e.g., supplier/customer checks or informal
sector earnings history) to enable financing for workers in the unorganized sector.
Public-Private Banking Partnerships
-Partner with financial institutions and housing finance companies to create low-interest loan
products and extend credit to underserved populations.
Supply-Side Financing Strategies
Public-Private Partnerships (PPP)
-Encourage PPP models where governments provide land, regulatory incentives,
or tax waivers, while private developers handle construction and financing.
External Commercial Borrowings (ECB)
-Utilize ECB to fund affordable housing projects, reducing borrowing costs for
developers and housing finance companies.
Land Cost Subsidies
-Subsidize land acquisition costs or offer government land at nominal rates for
projects targeting EWS and LIG segments.
Construction Cost Efficiency
-Promote technologies like prefabrication and modular construction to lower
building costs while maintaining quality and safety.
Incentives for Developers
-Offer incentives such as additional Floor Space Index (FSI), density bonuses,
and fast-tracking of approvals for developers undertaking affordable housing
projects.
Capital Grants for Infrastructure Development
-Provide government grants to offset the cost of essential infrastructure such as
roads, water, and sanitation facilities in affordable housing projects.
