 To provide guidelines for employees in facing crisis situations in

projects/ office building and compliance to standard Emergency


Response and Preparedness (ERP) at the highest level. The
ultimate aim is to remain SAFE throughout.

 This procedure is to followed by all employees, subcontractors and


visitors involved with the company. The emergency plan is
activated when there is an incident or accidents that affect the
company’s operation directly at any location – building or in the
open.

Any unwanted (identified) incident that may
endanger the personnel or property.
A safe location identified within or outside
workplace where personnel on the scene of
emergency will assemble
Designated personnel for checking
attendance of personnel evacuated and
Assembly Area.
Trained personnel responsible for
containing fire (using available fire
extinguishers)
A group of trained personnel who are
responsible for searching and rescuing
victim(s) from the scene.
A group of trained personnel whose main
task is to collect relevant information and
disseminate to relevant parties such as Fire
Department on the emergency situation.
Roll Callers are from this squad.
The person responsible for the overall
control of the emergency
responses and coordination with relevant
squads and parties in order to contain the
emergency situation. In his/her absence,
the deputy shall take the responsibility.
 Person in charge of workplace is responsible to
document the emergency response plan and
procedure in their respective PSP and EMP.
 Person in charge of workplace shall identify and
train their personnel for the implementation of
this procedure.
 All records pertaining to testing of emergency
equipment, practice drill, review of the practice
drill and also recommendation on the action
arising from the review shall be kept and
managed accordingly.
 Person in charge shall identify the potential
emergency situation, through the hazard and risk
assessment analysis and environmental aspect
identification.
 The response plan shall be prepared for all
potential emergency situations identified.
 Person in charge shall evaluate the plan and give
the approval.
 Safety and Health Committee shall review the
effectiveness of ERP.
 The emergency or potential emergency
situations shall be identified through the
following activities
1. Hazard identification and risk assessment (HIRARC)
2. Identification of Environment Aspects
3. Historical data or past experience
 Among the type of emergency or potential emergency
situations are (but not limited to)

1. Fire
2. Explosion
3. Building/temporary structure collapse
4. Release or spillage of hazardous substances (chemical
leakage)
5. Natural events such as flood and typhoon
6. Landslide
7. Haze
8. Road accident that lead to other disasters
 An Emergency Response Team (ERT) shall be set
up at every workplace for an effective and
efficient communication when reporting and
controlling an emergency situation
 The size of the emergency team shall depend on
the size of the workplace and its scope of work.
The Controller has overall responsibility during
emergency to direct his team members and for
taking all necessary precautions to prevent the
spread of fire and to prevent recurrence. The
main responsibilities are:
◦ Overall in-charge of this situation
◦ Direct the team members
◦ Issue evacuation order to all personnel at the site
◦ Liase closely with the owner/client
◦ Make “All Clear” announcement after confirming that the
area is safe
The main responsibility is to assist the Controller,
or act as Controller in the absence of the
Controller
 To ensure sufficient manpower and equipment
to contain the fire are available
 Direct his team to extinguish the fire or
eliminate hazard
 Make necessary arrangements for additional
manpower and equipment where required
 To direct his squad members to search
victim(s).
 Direct his team to guide employee(s) and
personnel to evacuate from the workplace
(premise) to Assembly Area when the Controller
gives such instruction;
 Send the victim(s) to the hospital by ambulance
or any other mean of transport available.
 Raise the alarm (if the automatic alarm is not
available);
 Call Fire Department (Bomba);
 Call for ambulance
 Direct the Roll Callers to make a roll call at
Assembly Area;
 Report to the Controller and Rescue Squad
Leader if there is missing person
 Ensure the contents of first aid box are
sufficient and within the expiry dates
 To give immediate response during emergency
 Direct his team to give necessary medical/first
aid assistance
 Make necessary arrangement for calling in
outside assistance where required
 Alert all staff and worker, and if necessary
activate alarm
 Give signal to assemble for evacuation e.g.
continuous siren alarm
 Ensure all person are cleared from the area and
evacuate accordingly and assembly at the
designated assembly area.
 Remain at the assembly area until “All Clear”
announcement is made
 Ensure that the internal roads free of vehicles
not involved in handling the emergency
 Vehicles which are not directly involved in the
emergency must not be allowed on site
 He/she may need to contact the local authority
that responsible for control of the external
roadways
 Identify the access and egress for person and
vehicles entering/leaving the area
 Identify the assembly area (for emergency) and
ensure there are clear from obstruction
 To make necessary arrangement on the logistic
during the emergency e.g. send victim to the
hospital.
 A high state of readiness and preparedness is essential in
executing the emergency plan in which everyone is involved
to participate as responsible citizens
 A site safety plan / general office layout is also necessary
and everyone is fully conversant with right actions and
response. The following are required:
1. Assembly areas to be designated .
2. Route / staircase to be used in vacating a disaster
affected area immediately
3. Control element – organization and appointments /
designated to individuals.
4. Emergency contact numbers – local resources assistance
(Bomba, Medical, Police, and voluntary organizations)
5. Alarm scheme – initiation and following information in
accordance with the overall recovery plan at sites.
 Location Plan showing routes for emergency evacuation is
prepared and displayed at each offices and sites.
 Emergency contact numbers
 The basic items that shall be made available:
1. First Aid Kit
2. Fire Extinguisher
3. Stretchers
4. Fire Blankets
5. Mask / SCBA
 The fire shall be extinguished if safe to do so
using fire extinguishers available at the site
 If the alarm is not available, the discover shall
immediately raise the alarm (by shouting Fire!
Fire! Or any word suitable with the emergency)
and inform where the location of the fire or
emergency
 Relay this information to the Emergency
Control Centre (e.g. in main office) giving
his name and location of fire /
emergency.
 When this information is received, the
receiver shall immediately notify the person
in charge (who is also the Controller) and
Safety & Health Personnel.
 The Controller and Safety & Health Personnel
shall then summon the Emergency Response
Team.
 The Controller shall give instruction to the
respective Squad Leaders on the necessary
action to take in containing the fire or
eliminating the hazard.
1. Notify the owner /client about the emergency
2. Co-ordinate with the relevant authorities as and
when emergency
3. When Fire Bridge (Bomba) arrives at workplace,
report t the Fire Chief and continue the task
under the command of the Fire Chief
 The Squad Leader shall report to the
Controller at the Emergency Control Centre
 The squad members, upon being informed
shall immediately report to their respective
squad leaders. Take action as instructed by
their Squad Leader
 Workers at the workplace, upon being
alerted of the emergency/fire either by the
automatic alarm or manual alarm, shall stop
work immediately, switch off electrical and
engine driven equipment, evacuate the
workplace and proceed to the Assembly Area
under the guidance of the Communication
Squad members.
 Remain in the Assembly Area until “All Clear”
announcement is made
 Controller to give instruction to Communication
Squad Leader to make “All Clear” announcement
once the fire or emergency over
 After the situation has returned to normal, person
in charge and SHO shall make reports to various
offices or bodies in accordance with the accident
and incident procedure
Any emergency that occurred (other than
fire/explosion and building/temporary
structure collapse) the steps of action as
follows can be used as guidance:
 Notification/communication

Person who discovers the emergency


situation shall notify the person in
charge/ Safety Personnel immediately.
He/she as follow then summon the ERT
 Action By ERT

ERT shall act accordingly to tackle the


situation
 Evacuation
Evacuate the workplace (if necessary or as
instructed by the Controller)
 All employees are to:
1. Vacate the affected premises immediately upon notification.
2. Avoid involvement in the crisis and stay free of all risks,
except trained ERT members.
3. Stay at designated Assembly Area until the officer in Charge
of the Recovery Operation gives “all Clear” signal
 “All Clear” Order
Controller to make “All Clear”
announcement once the emergency is
over and all worker can continue their
work
 Organise emergency management team
 Identify the resources, equipment and

facilities
 Develop plan and procedures
 Train, drill and exercise
