What is the issue here?


Nowhere in the notification is the word ‘Naga’ mentioned as
a qualifying criteria, nor are the terms ‘indigenous peoples’
or ‘first peoples’ or ‘natives’ or ‘tribe’ used. Based on the
meaning and intent of the Nagaland Government
notification one can confidently state that use of the term
“Indigenous Inhabitant” means a person having permanent
settlement in Nagaland.

What is the issue here?


Since the term “indigenous inhabitant” in Nagaland is used
to represent permanent residents, without any actual
reference to indigenous peoples such as the Nagas, the
concept of indigenous can be misused and misappropriated.
In other words, any person – indigenous or non-indigenous,
tribal or non-tribal – who qualifies to have ‘settled
permanently’ in Nagaland acquires the legal status of an
“Indigenous Inhabitant.”

The Government of Nagaland


through a notification on 21st August
2018 constituted the Abhishek Singh
committee. It was given the task “to
suggest measures to strengthen the
existing system of issue of ILP in the
State as well as to recommend
modalities to check influx of illegal

The committee thereafter submitted its report to


the State Cabinet on February 15, 2019. The pros
and cons of inclusion of Dimapur under the ILP
have also been presented.

Other than the measures to improve and


strengthen the existing system of ILP, the
Abhishek Singh committee has also
recommended coming out with the Register of
Indigenous Inhabitants of Nagaland (RIIN). A

So what is RIIN?
1.RIIN will be the master list of all indigenous
inhabitant of Nagaland
2.RIIN will prevent issuance of fake indigenous
inhabitant certificates
3.The RIIN will be prepared after an extensive
survey with the help of a village-wise and ward-
wise list of indigenous inhabitants based on
official records.
4.It will be prepared under the supervision of
Register of Indigenous Inhabitants of Nagaland
5.No fresh indigenous inhabitant certificate will
be issued after the RIIN is completed except for
children born to the State’s indigenous
inhabitants who will be issued indigenous
certificates along with birth certificates.
6.The RIIN database will be updated accordingly.
7.The RIIN will also be integrated with the online
system for Inner-Line Permit, a temporary
document non-inhabitants are required to
possess for entry into and travel in Nagaland.
8.The entire exercise will be monitored by the
Register of Indigenous Inhabitants of Nagaland
Public Reception?
There was outcry from the Civil Societies and
other public organisations.

So the Govt held consultative meetings with the


civil societies.
Result: Banuo Committee on RIIN
In 2019, the state government organised a
Members of RIIN 3-Member committee to
analyse, examine, and suggest RIIN adoption

The RIIN Committee’s job was to figure out:
• The requirements for becoming an indigenous
person.
• Authority to substantiate claims of indigenous
ancestry.
• Registration as an indigenous inhabitant takes
place at this location.
• The foundation for indigenous claims.
• The types of documentation that will be
accepted as proof of indigenous ancestry.

Since then, the Nagaland government has been
attempting to resurrect the RIIN initiative, which
was started in July 2019 to stop outsiders from
obtaining fraudulent indigenous certificates to
obtain jobs and government benefits.
