Arduino IDE, open two independent Serial Monitor

To open two Arduino IDEs, with independent board and Serial Monitor. Tested on Arduino IDE 1.8 in Raspberry Pi OS, Windows 10 and Ubuntu 21.10.

- Open new Arduino IDE from system, or
- from File Explorer.
