The Spark North East Link Design & Construct Joint Venture (Spark NEL D&C JV, or Spark) is delivering the North East Link Program’s primary package (North East Link Tunnels), including 6.5km of three-lane twin road tunnels to provide the missing transport link between the M80 and the Eastern Freeway. Spark comprises several construction, commercial and other partners, with the primary construction partners being Webuild, CPB Contractors, GS Engineering & Construction, and China Construction Oceania.

The ventilation structure in Watsonia is beginning to take shape. Once tunnels open to the public in 2028, this structure will work as an important part of the ventilation system – keeping air quality safe both in and outside of the tunnel. Since the beginning of the year, crews have worked to prepare the site for the installation of over 200 building wall panels.
We had a fantastic weekend sharing our work with the family and friends who support us as we build the North East Link tunnels. The kids loved the activities, from a petting zoo to face painting to soccer competitions. While families and friends had the chance to learn more about the Project, enjoy a meal together and catch up with colleagues.

It was a pleasure to attend the NAWIC Awards on Friday evening – celebrating the significant impact women play in our industry. Fantastic to see Spark North East Link Tunnels D&C represented across 11 different award categories with 17 nominees. Humbled to stand next to Matt Phelan as joint Male Ally Award winners. While the industry continues to grow, we know there’s still a long way to go. We all have a responsibility in building a more inclusive industry that supports gender equality and helps women lead and succeed in construction. All tunnel segments have now been made! The tunnel segments that form the lining of the North East Link tunnels have been in production at the LS Precast facility in Benalla since 2023. This investment in the regional town has seen the creation of 90 local jobs. In total 46,000 segments have been made with 23,000 now laid in the tunnels – creating employment for more than 90 regional workers.
Spark has been named a finalist at the National Safety Awards of Excellence for the Safety Builders Frontline Leaders Program - the Best Safety Leadership Program (Category 6). The program is a comprehensive training initiative that aligns with Australian safety standards and project needs. It combines theory with hands-on training, and real-world examples to ensure safety is embedded as a core leadership skill throughout personal development planning.
The scabbling gantry is the latest innovation making tunnelling safer and more efficient on North East Link. Stretching 12 metres long, this acoustic container moves through the tunnel on a custom-built gantry system. Inside, robotic arms are used to expose the concrete arrogate of the tunnel lining to prepare for tunnel roof construction. Once a high-risk task, this innovation is another example of how we are using smarter ways to deliver safe outcomes as we build the North East Link Tunnels.
