NEW AN ACC RATES JUST IN Changes to the hotelling supplement apply from 20 September 2025. All other changes apply from 1 October 2025. AN-ACC price From 1 October 2025, the AN-ACC price will increase from $282.44 to $295.64 and supports the Fair Work Commission’s decisions to raise award wages, including the Annual Wage Review and increases for nurses and direct care workers. The price also includes funding for outbreak management costs, which is funded under the Aged Care Outbreak Management Support Supplement until 30 September 2025.

Montu believes improved patient safety could be achieved with fit-for-purpose regulation of two key components of the framework: the creation of a ‘declared medicinal cannabis product’ category on the Australian Register of Therapeutic Goods (ARTG); and a unified single-step authorisation system for prescribers. Currently the majority of medicinal cannabis products in Australia are accessed through the Therapeutic Goods Administration (TGA) Special Access Scheme Category B and Authorised Prescriber pathways. Amended in 2016 as a temporary measure, they have become the primary routes for patient access. As a result, there are quality assurance gaps, pharmacovigilance challenges, administrative inefficiencies and regulatory inconsistency across the states. To address these issues, Montu advocates for:  - creation of a ‘declared medicinal cannabis product’ category on the ARTG. This would ensure TGA has powers to require all products meet Good Manufacturing Practice (GMP) standards, undergo independent laboratory verification of cannabinoid content, contaminant absence and batch consistency, and carry standardised labelling that clearly states cannabinoid content per unit dose in milligrams, total package content and dosage form, mandatory adverse event reporting and periodic safety updates a publicly accessible list of declared products; and - replacing existing SAS-B and Authorised Prescriber processes with a single-step authorisation system for medicinal cannabis prescribers. This would integrate prescriber registration, training completion and jurisdictional approvals into one streamlined process operating similarly to annual medical registration endorsements. Prescriber status would be linked to completion of an accredited medicinal cannabis education programme aligned with the National Prescribing Competencies Framework. Proportional regulatory oversight would ensure that, for example, products with higher THC per dose have additional safeguards. These reforms would close product quality and safety gaps without imposing the current data requirements of full registration (which are unlikely to ever be met given the nature of these medicines), remove duplication and inefficiency from varied state requirements, establish clear professional accountability and support consistent, evidence-based prescribing. They also directly align with the TGA’s consultation paper on improving access pathways and the 2020 Senate Community Affairs References Committee recommendations, delivering a proportionate regulatory response that ensures patient safety and continued access to these medicines. The proposed reforms are part of Montu’s recent submission to the TGA consultation on Australia’s regulatory framework for medicinal cannabis.
