CO2 Value Europe is an international and non-profit association representing the entire Carbon Capture and Utilisation (CCU) value chain in Europe. The Association brings together more than 100 organisations worldwide from diverse sectors (including industries, start-ups, universities, research and technology organisations, and regional clusters), and develops a large network of many more organisations and individuals who share the vision that CCU technologies are necessary to help the EU reach climate targets.

    CCU POLICY | Policy Highlights: A Strong Start to the Autumn Season Since the end of the summer break, CO₂ Value Europe’s exceptional policy team has resumed engagement with EU institutions, national and European stakeholders, and global partners to advance our members’ interests and promote the role of Carbon Capture and Utilisation (#CCU) in Europe’s climate and industrial agenda. Here are some key highlights from the past two months 🔵 Industrial Accelerator Act Our policy team met with DG GROW to discuss how the ICMA can help kick-start the market for CCU products. CO₂ Value Europe emphasised the need for EU institutions to take ownership of CCU incentives. 🔵 Circular Economy Act (CEA) At the Renewable Materials Conference in Siegburg, our colleagues spoke with DG ENV about how CCU contributes to circularity and reduces reliance on fossil resources such as oil and gas for producing virgin chemicals and plastics. 🔵 Sharing Data on CCU Technologies Our colleagues Célia Sapart and Anastasios Perimenis had a constructive discussion with the European Commission on modelling the role of CCU in reaching EU climate targets, in terms of projections, volumes and energy needs. 📄 Read the full report at https://lnkd.in/d8HRu2R4. 🔵 Demystifying CCU-Related Policies Our team met with Belgian MEP and former Prime Minister Sophie Wilmès to discuss CCU’s role in providing alternative carbon feedstock for European industry. They also joined several roundtables and conferences to present and debate the evolving CCU legislative framework. Thanks to our members Metsä Group, CoLAB NET4CO2 and EcosystèmeD for their invitations and collaboration. 🔵 Consultations Our Policy Team responded to the Commission’s consultations on STIP, CO₂ transport infrastructure, the Union’s 2040 climate targets, as well as on DACCS, BioCCS and biochar, underlining the need for clear rules on permanent CCU removals using biogenic or DAC-derived CO₂.   • CCU OPPORTUNITIES | Carbon Contracts for Difference Funding, Preparatory Procedure Open The Federal Ministry for Economic Affairs and Energy has initiated the process for the development of Carbon Contracts for Difference (CCfD) for approximately €6 billion in 2026. In this edition, Carbon Capture and Utilisation (#CCU) projects are also eligible for support. CCfDs compensate for the additional costs in conventional processes and offer energy-intensive industries financial planning security against price fluctuations, thus managing the risk associated with the adoption of climate-friendly and sustainable processes. Only companies that participate in the preparatory round, closing on the 1st of December 2025, can also take part in the consultation for the main round in 2026.   • CCU EVENTS I Call for Abstracts Open for the CO₂-Based Fuels and Chemicals Conference 2026 We warmly invite our members, researchers, innovators, and industry leaders in the carbon capture and utilisation (#CCU) field to submit their abstracts for the CO₂-Based Fuels and Chemicals Conference 2026, taking place 28–29 April 2026 in Cologne, Germany, and online. The call for abstracts is now open until 21 November 2025. Organised by our members nova-Institut GmbH, with CO₂ Value Europe as media partner and Innovation Award co-organiser, this event has become one of the most influential international platforms for advancing CCU and Power-to-X technologies. Each year, it attracts more than 230 experts from industry, academia, and policy, offering a global stage to explore the latest innovations in converting CO₂ into fuels, chemicals, polymers, and other sustainable materials. By submitting an abstract, participants gain the opportunity to present their latest research, industrial applications, or technological breakthroughs to a highly specialised and influential audience. Selected participants will engage directly with decision-makers shaping the future of CO₂ utilisation, green hydrogen, Power-to-X fuels, and CO₂-based materials. The conference provides a unique forum for strategic discussions, collaboration, and business development, as well as insights into emerging market trends and regulatory frameworks. This year’s edition is especially timely, aligning with the EU’s Net-Zero Industry Act, which recognises CO₂ utilisation as a key enabler of Europe’s sustainable industrial transition.   • CCU SCIENCE I Three Scientists Win 2025 Nobel Prize in Chemistry for Carbon Capture Omar M. Yaghi, Susumu Kitagawa and Richard Robson have a long-lasting experience working on metal–organic frameworks (MOFs), which are innovative materials with a diverse range of structures and properties allowing multiple applications such as gas storage and separation, chemical sensors, water harvesting and purification, heterogeneous catalysis, energy storage, and drug delivery. These materials remain key opportunities for Carbon Capture and Utilisation (#CCU) as they enable the capture of CO₂, but also of hydrogen and water, the basis compounds for producing CO₂-based materials. Mr. Yaghi has worked particularly on Direct Air Capture using covalent organic frameworks (COF) and his, and his team, very promising results were published last year in the journal Nature. It shows the high potential of COF as a material for the capture of CO₂ from open air, as evidenced by its cycling stability, facile uptake of CO₂ and low regeneration temperature (60 °C). CO₂ Value Europe acknowledges the fast research progress and recognition of CCU by the Nobel Prize in Chemistry, which will hopefully facilitate the uptake and upscaling of CCU solutions to mitigate climate change and move away from fossil fuels.

    Dear CO₂ Value Europe Members and Followers, The October edition of our newsletter arrives just days after our annual event, the CO₂ Value Europe Days, co-hosted by two of our members: TNO and Fluor Corporation, in Rijswijk, the Netherlands. Bringing together over 120 leading voices in the Carbon Capture and Utilisation (#CCU) community, the two days were filled with impactful exchanges on project progress, strategic discussions on scaling-up and making CCU bankable, policy developments at national and EU level, and opportunities for community building. The transition from summer to autumn has been an exceptionally busy period for our policy work. Our team met with several European Commission officials to advocate for increased CCU involvement in the Commission’s modelling and policy instruments. With the Commission’s new policy agenda around the Clean Industrial Deal, an unprecedented wave of consultations emerged, outlining measures to support the green transition and highlighting CCU’s growing importance in future legislation. Our policy team responded to 10 consultations related to CCU technologies and is currently preparing a contribution to the upcoming Circular Economy Act. On the scientific front, CO₂ Value Europe contributed expertise to a new World Economic Forum paper on CCU. The paper addresses CCU definitions, technical approaches, and policy considerations, emphasising its potential to drive sustainable industry, open new markets, and reduce emissions—provided it receives strong public support. Adding to the momentum, The Nobel Prize 2025 in Chemistry was awarded to the creators of metal-organic frameworks (MOFs), innovative molecular structures that can also be applied to carbon capture, thus opening major scientific and industrial opportunities in the near future. Finally, we are glad to welcome five new members: Green Gas & Liquids, Universite de Lorraine, TTP plc, and Bosch Transmission Technology B.V..   • CCU POLICY I CO₂ Value Europe Supports EU’s Proposed 2040 Climate Target, Provided it Builds Clear Incentives for CCU CO₂ Value Europe responded to the European Commission’s proposal to enshrine in EU climate law a binding “reduction of net greenhouse gas emissions of 90% by 2040 compared to 1990 levels”. As the voice of the Carbon Capture and Utilisation (#CCU) community, we strongly welcome this high ambition and, in particular, the direct reference to CCU in the proposal – a major recognition of its crucial role in delivering the EU’s climate goals. However, we also underline a key message: high ambitions require high incentives. While EU rules on CCU have emerged in recent years, their complexity and constraints have slowed down faster investment and deployment. To fully contribute to the 90% net reduction, CCU must be properly recognised and advantaged over fossil feedstocks in the EU climate strategy. Through our recommendations, we highlight the need to: 🔵 Delineate the Role of Removals: Carbon removals are important, but they cannot substitute emission reductions – they should only complement them. 🔵 Cap International Credits: International carbon credits may contribute, but they must be carefully designed, defined, and capped. 🔵Adapt EU rules: Future legislations (e.g. a ‘Fit-for-90’ Package) must provide the right incentives and a strong impetus for CCU to scale up in line with Europe’s climate ambitions. The path to climate neutrality by 2050 requires different technological solutions. With the right policy framework, CCU will be a cornerstone of Europe’s 2040 and 2050 climate strategy.   • 9th CO₂ Value Europe Days Concludes: A Milestone for Collaboration in the CCU Community The 9th CO₂ Value Europe Days and General Assembly wrapped up successfully this week, marking a significant milestone as the first edition co-hosted by two of our members: TNO and Fluor Corporation. Held in Rijswijk (NL), the event brought together leading voices in the Carbon Capture and Utilisation (#CCU) field for two days of impactful exchange, strategic discussion, and community building. TNO, the Netherlands Organisation for Applied Scientific Research, and Fluor, a global engineering and construction leader, exemplify the power of collaboration within the CO₂ Value Europe membership. Together, they showcased the importance of combining research excellence with industrial know-how to accelerate the transition towards circularity and climate neutrality in Europe. From showcasing progress in CCU project development and exploring #cleantech strategies in the Netherlands, to in-depth discussions on modelling, commercialisation, and bankability, this year’s event highlighted the multifaceted progress being made across the CCU value chain. The launch of CO₂ Value Europe’s new Working Group on R&D also underscored the importance of shaping future funding instruments to accelerate innovation. Together, these sessions demonstrated how collaboration within our community drives real impact.     Hands-On with Innovation: Participants Explore TNO’s Labs in CO₂ Capture, Electrochemistry & Plastics Recycling As part of this year’s CO₂ Value Days and General Assembly, participants had the unique opportunity to explore three state-of-the-art TNO laboratories. These exclusive lab visits offer a behind-the-scenes look at applied research in key areas driving Carbon Capture and Utilisation (#CCU) and circular innovation: 🔬 CO₂ Capture and Synthetic Fuels Lab Focusing on solvent and reaction screening, absorption kinetics, catalyst testing, product characterisation, and mobile mini-plant used to determine the absorption and desorption capacity of CO₂ capture solvents. ⚡ Electrochemistry Lab Dedicated to scaling up technologies that use green electricity to power chemical reactions such as CO₂ conversion (to C1 and C2 molecules), organo-electrosynthesis of biobased feedstocks, RedOx energy storage, and electro-separation processes. ♻️ Plastics Lab Specialised in sustainable plastic recycling, this lab uses dissolution methods to convert plastics and additives into monomers and chemicals for improved circularity through solvent testing and recovery studies at pilot scale. These visits offer a unique window into TNO’s cutting-edge research facilities and the practical innovation driving a more sustainable, circular carbon economy.

  • Shaping the Future of Carbon Capture and Utilisation: European and National Policy Perspectives at CO₂ Value Europe Days The second day of CO₂ Value Europe Days kicked off with a high-level session titled "Recent EU Policy Developments Affecting CCU", featuring insightful contributions from Tudy Bernier, our Senior Policy Director, and Jeannette Baljeu, Member of the European Parliament (NL). The session explored the evolving European policy landscape for Carbon Capture and Utilisation (#CCU), including incoming legislative files such as the Industrial Accelerator Act, the CO₂ transport infrastructure and markets package, and the Circular Economy Act. Importantly, with the event taking place in the Netherlands, this discussion also shed light on the Dutch national perspective on current dynamics and incoming European legislative files, offering a unique view on how EU policies translate at the local level and how the Netherlands is positioning itself in the future of CCU. Jeannette Baljeu stated that “If we want industry to thrive in Europe, we also need to deal with the carbon.” Together, our speakers provided a multi-level policy overview, identifying both opportunities and challenges for CCU deployment across Europe and within Member States. Later today, participants will continue to shape the strategic direction of CO₂ Value Europe, followed by our General Assembly and the election of a new board member. Stay tuned!
