The EU DSO Entity is an expert entity strengthening the cooperation between DSOs at European level.

About us

DSO Entity has been formally set up in June 2021 and aims to increase efficiencies in the electricity distribution networks in the European Union and to ensure close cooperation with Transmission System Operators and ENTSO-E. As such, the organization will take up a key role in the development and completion of the internal electricity market. It will act as a platform of cooperation between all the electricity DSOs with the overall objective of positioning itself as an expert body tackling essential matters such as developing network codes & guidelines, contributing to the digitalisation of the DSO systems and facilitating the integration of Renewable Energy Sources. DSO Entity already gathers 830 DSOs of small, medium and large size in an active cooperation mindset.

    🔔 On 14 October, DSO Entity's Business Continuity Management (BCM) Group held the fifth in-person Business Continuity Workshop at Fluvius premises in Brussels. During the workshop, the group finalised two major deliverables aligned with our 2025 objectives: ✅ A Business Impact Analysis Template (accompanied by a comprehensive User Guide) ✅ An Impact Matrix These tools will effectively support DSOs in preparing for, preventing, responding to, and recovering from any potential disruption to their operations and processes. 🧠 The meeting was also an opportunity to exchange lessons learned from recent blackout events across Europe and scenario exercises conducted by various DSOs. As always, the BCM Workshops continue to strengthen resilience across the DSO community and in advancing a common Business Continuity Framework for European DSOs.     ⏰ We reached yesterday an important milestone for the implementation of the 𝐍𝐞𝐭𝐰𝐨𝐫𝐤 𝐂𝐨𝐝𝐞 𝐨𝐧 𝐂𝐲𝐛𝐞𝐫𝐬𝐞𝐜𝐮𝐫𝐢𝐭𝐲 (NCCS)! The first European Stakeholder Committee (ESC) meeting, kindly hosted by ENTSO-E, gathered all key stakeholders involved in the drafting and implementation of the NCCS. It was an opportunity to exchange views on the main challenges ahead and explore collaborative solutions to strengthen Europe’s cybersecurity in the energy sector. 🗣️ Representing DSO Entity, Olivier Clément, Chair of the EG Cybersecurity, recalled the central role played by DSO Entity in the NCCS development process. He also stressed the importance of an effective coordination between TSOs, DSOs, regulators, EU institutions, and cybersecurity experts.     📣 Our President, Mr. Vincenzo Ranieri, joined the CIDE - Asociación de Distribuidores de Energía Eléctrica's Congress in San Sebastian (ES) where he delivered the keynote speech entitled "𝐓𝐡𝐞 𝐢𝐦𝐩𝐨𝐫𝐭𝐚𝐧𝐜𝐞 𝐨𝐟 𝐢𝐧𝐯𝐞𝐬𝐭𝐦𝐞𝐧𝐭 𝐢𝐧 𝐝𝐢𝐬𝐭𝐫𝐢𝐛𝐮𝐭𝐢𝐨𝐧 𝐧𝐞𝐭𝐰𝐨𝐫𝐤𝐬: 𝐓𝐡𝐞 𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜 𝐑𝐨𝐥𝐞 𝐨𝐟 𝐃𝐒𝐎𝐬 𝐢𝐧 𝐭𝐡𝐞 𝐄𝐧𝐞𝐫𝐠𝐲 𝐓𝐫𝐚𝐧𝐬𝐢𝐭𝐢𝐨𝐧". The XX Congress gathered 500 professionals from the electricity sector, interested in discussing distribution networks as pillars in the energy transition. 🎯 During the keynote, Vincenzo discussed how the energy transition is not just a climate goal in this crucial geopolitical phase that Europe is in, while framing it as a historical opportunity to redefine our #competitiveness, security, and social cohesion. In this changing environment, Europe must reinvent itself: without competitive energy, there is no industry. The basis for the change is rooted in affordable and clean energy along with radical improvements on productivity and innovation to boost the European social model. DSOs are the backbone of the energy transition, aiming at connecting clean energy, technologies and people. To succeed, Europe must: ✅ Provide stable, predictable regulation for investors. ✅ Allocate fair funding to smart grids and renewables. ✅ Accelerate permitting and grid connection processes. ✅ Boost European production of key energy technologies. 💬 “The electricity grid is not just infrastructure, it’s the nervous system of the new Europe: digital, decentralized, and resilient.   • 🇮🇹 This week our 𝐂𝐨𝐮𝐧𝐭𝐫𝐲 𝐄𝐱𝐩𝐞𝐫𝐭 𝐆𝐫𝐨𝐮𝐩 (CEG) gathered in Turin, Italy for its last in-person meeting of 2025, thanks to Emiliano Roggero (CEG’s Chair) and Gruppo Iren’s kind invitation to host us. This first field trip was a successful opportunity for our team of experts to meet and exchange over a two-day spanning programme, which included a visit of the Ireti's Arabello sub-station, the largest underground station in the city, powering around 60 000 homes from 15 meters underground. The second day was dedicated to an all-day meeting of our experts and Secretariat, with a nice welcoming introduction by Mr. Gianluca Bufo, Gruppo Iren's CEO, and depth exchanges, which covered: 👩🏫 A presentation of DSO Entity's latest activities 🌍Discussions on current grid-relevant developments at both EU and Member States levels. 🛡️Focus exchange on the topics of resilience and energy security. 🧠 The preparation of DSO Entity’s annual Knowledge Sharing Strategy and the CEG’s work priorities for 2025.     🔋 Yesterday, Torsten Knop, Chair of EG Distributed Flexibility (E.ON) joined the Energy Storage Global Conference, hosted by the Energy Storage Europe Association. The upcoming Electricity Grid Package, announced by the European Commission, was a key topic of discussion, and panelists explored the expected changes in network charges, grid connections, and permitting. 🗣️ During his intervention, Torsten focused on the need for more appropriate and transparent connection rules. He emphasised that moving beyond the traditional first-come-first-serve approach toward criteria based on project progress and guarantees would help reduce phantom applications and ease the burden on #DSOs. He also emphasised that fully digitalized connection applications can further increase transparency and public acceptance. 👏 Thanks Energy Storage Europe Association for having us!   • During yesterday's joint workshop "Grid Connection and System Operation European Stakeholder Committees", DSO Entity acknowledged the publication of ENTSO-E's factual report "𝐆𝐫𝐢𝐝 𝐈𝐧𝐜𝐢𝐝𝐞𝐧𝐭 𝐢𝐧 𝐒𝐩𝐚𝐢𝐧 𝐚𝐧𝐝 𝐏𝐨𝐫𝐭𝐮𝐠𝐚𝐥 𝐨𝐧 𝟐𝟖 𝐀𝐩𝐫𝐢𝐥 𝟐𝟎𝟐𝟓", drafted by the Expert Panel on the Grid Incident. We recognise the effort undertaken by ENTSO-E and the Expert Panel to gather and analyse extensive technical data, providing a comprehensive account of the sequence of events and system conditions that led to this exceptional electricity crisis. 📊 In the factual report it is illustrated that this incident is the first major event in an era of distributed energy systems. It highlights the importance of cooperation and information sharing across all system levels, particularly in the context of growing distributed generation, digitalisation, and system complexity. In fact, our DSO Entity’s #TechnicalVision, released last December, also emphasises that Europe’s electricity "system of systems" operates as an interconnected whole, in which #distribution and #transmission networks are increasingly interdependent. 📨 In line with this vision, we welcome the public consultation for the revision of the Incident Classification Scale Methodology and we express our readiness to contribute technical expertise and operational insights to the preparation of the final report, ensuring that all distribution-level factors relevant to the analysis are duly considered in recommendations for the design of the future EU power system. This includes aspects such as 📌 Data on embedded generation,  📌 Voltage and protection behaviour at distribution level, and  📌 Coordination mechanisms between DSOs and TSOs. 🤝 DSO Entity remains available to cooperate with ENTSO-E, the Expert Panel, and relevant European and national institutions in this ongoing process, supporting transparency and the shared objective of improving understanding of system interactions across Europe’s electricity networks.   •   🗞️ DSO Entity has released its booklet "𝐅𝐫𝐨𝐦 𝐭𝐡𝐞 𝐆𝐫𝐢𝐝 𝐀𝐜𝐭𝐢𝐨𝐧 𝐏𝐥𝐚𝐧 𝐭𝐨 𝐭𝐡𝐞 𝐆𝐫𝐢𝐝𝐬 𝐏𝐚𝐜𝐤𝐚𝐠𝐞: 𝐖𝐡𝐚𝐭 𝐢𝐬 𝐬𝐭𝐢𝐥𝐥 𝐦𝐢𝐬𝐬𝐢𝐧𝐠" providing recommendations for the future package on how to sufficiently support grids. Building on the successful delivery of the Grid Action Plan (GAP), the upcoming European Grids Package announced by the European Commission should: 👉 Identify the missing actions necessary to address the outstanding challenges faced by grids in the long term 👉 Fully adapt the EU regulatory framework to ensure greater integration of distribution grids through a system-of-system approach The Grids Package is a key opportunity to address long-term DSO needs and challenges, combining both legislative and non-legislative measures. DSOs are local and diverse in nature and no-one-size-fits-all solution can be found within the EU regulatory framework. Therefore, the package should implement the right mix of measures between the EU and national levels to provide targeted direct EU support where appropriate.     Local flexibility markets (LFMs) are a key part of the evolving European electricity market, yet in practice, they remain scattered pilots. Advancing LFMs into "business as usual" for DSOs will foster greater market liquidity and play a pivotal role in accelerating the clean #EnergyTransition. Both sides recognise the challenge: while the concept is sound, the systems and processes around it are still evolving and need to be scaled. By unlocking the full potential of these markets, we can all benefit. Yesterday, we co-hosted a smartEn and EU DSO Entity workshop on Scaling #LocalFlexibilityMarkets, focusing directly on the areas where further improvements and common ground can be achieved to bring this shared vision to reality. The discussion with #DSOs from 9 different Member States, aimed to clarify what they actually need from Local Flexibility Markets to use them reliably, what flexibility providers need to invest and scale their participation, and how platforms and rules can ensure neutrality, transparency, and efficiency. The timing is critical and encouraging with the upcoming Network Code on Demand Response, and related new terms and conditions, and EU-level initiatives on #grids and flexibility. This workshop was a steady step forward in defining, together, what must change so that local flexibility markets stop being pilots and start being part of everyday grid operation!
