About us
Drawing upon our decades-long experience in product design, service design and management consultancy, a new vision of policy design was conceived. Our approach aims to challenge the ways policies are being developed and delivered, with a view to improving the users’ experience and to make these policies more efficient, sustainable and cost-effective. This philosophy derives from the way we apply design thinking, with attention for the diversity of users and the emerging uses and needs that command technological and social innovation. We have assisted public institutions and private companies in decision-making and with the planning, implementation and evaluation of policy instruments for over three decades. The basis of a significant part of our activities is qualitative, social and policy-driven research, to which we add specific expertise in gender equality, diversity, inclusion, social innovation and public health. We have extensive experience in the collection of (often difficult to retrieve) data, and the analysis of complex and comprehensive data sets, at national and European level and the translation of these data into concrete and actionable recommendations and solutions. Our team also has know-how on surveying and understanding the needs of the customer and other stakeholders. We are experienced in assessing policies, programmes and organisations.

✨ Two inspiring and impactful days in Prague with the GenderSAFE Community of Practice, hosted by NKC gender & science. The Yellow Window Policy Design team was proud to facilitate the Student Circle meeting on “Communication with victim-survivors after reporting a case – Expectations, gaps and institutional practice”. The session explored how universities can strengthen survivor-centred communication, bridge existing gaps and align institutional practices. During the overall Community of Practice meeting, Dr Lut Mergaert presented the upcoming GenderSAFE Institutional Assessment Tool designed to help institutions evaluate their capacity and progress in addressing gender-based violence across the 7Ps framework. A dedicated #webinar introducing the tool will take place on Wednesday 26 November at 11:00 CET. We warmly encourage all interested institutions to join and learn how the tool can support sustainable, systemic change. [Registration link in the comments 👇] The team also took part in the inter-circle exchanges, which created space for communities to connect, share lessons and reflect on what it takes to make zero-tolerance policies truly operational. Bringing all Communities of Practice together in one space generated impact well beyond expectations fostering meaningful connections, mutual trust and a shared understanding of what institutional change looks like in practice. 💡Contributing to inclusive and evidence-based policy design at EU level On 29–30 September, Yellow Window Policy Design Window joined the European Commission’s clustering event on Gender Equality and Intersectionality, co-organised by DG Research & Innovation and the European Research Executive Agency (REA). The event brought together representatives of Horizon Europe and CERV-funded projects, alongside policymakers and institutional stakeholders, to exchange on emerging challenges and strategies to advance gender equality and intersectionality in research and innovation. Representing the GenderSAFE project, Dr. Lut Mergaert contributed to the participatory roundtable on institutional responses to gender-based violence in academia. We shared lessons learned from the development of policy frameworks and capacity-building initiatives and engaged in meaningful dialogue on institutional responsibility, survivor-centred approaches and the continuum of violence. We appreciated the event’s facilitation design, which created space for structured networking, peer learning and cross-project collaboration. The open format and conversation tables encouraged practical exchange across disciplines and sectors reinforcing the importance of community-building for sustainable impact. Thank you to the organisers and to all peers and partners for the enriching conversations. 💡Project in the spotlight: GenderSAFE, with Flanders-based company Yellow Window Policy Design as one of its partners, aims to advance institutional efforts towards ending gender-based violence in European research and higher education. The project aims to turn evidence collected under the previous project UniSAFE into actionable policies. This will be done through building capacities, mutual learning and exchange, setting up instruments to monitor the uptake and content of Research Performing Organisation (RPO) policies and promoting uptake of policies at the level of the national authorities and Research Funding Organisations (RFOs).
