Issue #19581 has been updated by mame (Yusuke Endoh). Probably yes. Ruby 3.0 gave up OpenSSL 3.0.x support in order to maintain OpenSSL 1.0.1 support. Considering this, it is basically unlikely that Ruby 3.1 will drop OpenSSL 1.1.x support.
