Issue #15469 has been updated by Eregon (Benoit Daloze). Should Bundler be a bundled gem (and not a default gem)? I think this would help a lot, and allow uninstalling the preinstalled bundler if needed. Because Ruby 2.6's csv library has some breaking changes and they break our product.
