1.临时解决

安装numpy包时，执行命令时临时使用国内源：


python.exe -m pip install -i https://pypi.tuna.tsinghua.edu.cn/simple numpy

2.修改配置文件（永久生效）

pip config set global.index-url https://pypi.tuna.tsinghua.edu.cn/simple

二、修改配置文件

Windows系统。在c:\user\用户名目录中创建pip目录，在目录里新建pip.ini文件，输入以下内容：
