Refactor backup edge-to-edge insets
This change integrates the tappable insets directly into the
EdgeToEdgeController and EdgeToEdgeLayout, out from the back up insets
logic. Now, only the mandatorySystemGestures() insets will be considered
"back-up" insets, tappableElements() insets will always be used along
with navigationBars() / systemBars().

Use WindowBoundsChangeDetector to dismiss popups on resize
Popups, such as the extension menu, were not dismissing when the
application window was resized. This could lead to the popup being
incorrectly positioned relative to its anchor view.
This change introduces `WindowBoundsChangeDetector`, a new utility class
that observes a given view for layout changes. If a change in the view's
width or height is detected, it executes a provided callback.
`AnchoredPopupWindow` now uses this detector to dismiss itself. A new
builder option, `setDismissOnScreenSizeChange(true)`, has been added.
When enabled, the popup window registers the detector on its root view
and will dismiss itself when the view's bounds change.

Refactor FrameMetadataMutationObserver using templates.
This change introduces `MetaTagsObserverTraits` and
`PaidContentObserverTraits` to encapsulate type-specific logic. The
`MetaTagsMutationObserver` and `PaidContentMutationObserver` are
replaced by a single templated class,
`FrameMetadataMutationObserver<Traits>`, reducing code duplication.

Dismiss extension popup on window resize
This change implements two improvements to the extension popup menu:
1. The popup now automatically dismisses when the application window is
resized. This is achieved by enabling `setDismissOnScreenSizeChange` on
the `AnchoredPopupWindow`, which utilizes a `WindowBoundsChangeDetector`
to listen for layout changes and close the popup accordingly. This
ensures the popup's position remains valid and improves user experience.
2. The extensions menu button now properly toggles the menu's
visibility. Previously, clicking the button while the menu was open
would cause it to quickly close and reopen. Now, it cleanly dismisses
the menu if it is already visible.

[CSS Modules] Remove impossible script error in PendingImportMap
This change removes an impossible-to-reach script error and replaces it
with a CHECK, which was marked with a TODO.

[bedrock] Remove InProcessBrowserTest::SelectLastActive()
There are no intended behavioral changes in this CL, this is purely
a test refactor.
This CL replaces all remaining uses of SelectFirstBrowser() with
SetBrowser(), forcing tests to be explicit which Browser instance
is being set to default - eliminating the dependency on
BrowserList ordering.
During setup the last-active Browser is now set as the default
Browser instance. In the vast majority of cases (barring possibly
session-restore browser tests) this is the only Browser instance in
the environment.

webnn: Enable mxbai_rerank_base_v1_fp32 model on TFLite backend
GatherElements is emulated by GatherND that will always output a tensor
with one dimension because the shape of the indices tensor is 2
[flat_indices_size, input_rank], so we need to reshape the output tensor
to the expected shape.
For example, if the input shape is [4, 2, 2], the indices are [1, 2, 2]
and axis = 0, then the output shape of gatherND will be [4] that is
calculated with ResizeTensor. The shape needs to be reshaped to [1, 2,
2].

Expose application startup time and startup temperature
Also add IFTTT to guard the enum.
They will be used to measure startup-to-first-paint metric for specific
UI view / WebUI view for [WaaP experiment][1].

[Extensions] Handle null headers in EvaluateRequestWithHeaders
This change fixes a CHECK failure in
`RulesetManager::EvaluateRequestWithHeaders` that occurred when handling
proxy authentication (407) for CORS preflight requests. This
specifically happens when an extension uses `webRequest` with the
`extraHeaders` option and also has Declarative Net Request rules that
depend on response headers.
A previous change (https://crrev.com/c/6916860) ensured CORS preflights
share the `request_id` with the main request, allowing `onAuthRequired`
to fire correctly for preflights. When `extraHeaders` is enabled, the
preflight's auth challenge is routed to the main request's
`InProgressRequest` handler.
However, because the main request is paused waiting for the preflight,
it hasn't received its headers yet. The existing implementation assumes
headers are always available when `extraHeaders` is active, leading to a
null pointer being passed and triggering the CHECK failure.
This CL replaces the CHECK in `EvaluateRequestWithHeaders` with a
graceful return if `response_headers` is null.

extensions: Add some downloads API tests to desktop Android
Some of the tests pass without any modifications, so enable some of
them.
The file is a little messy with ENABLE_EXTENSIONS checks, but that
should improve as I port more tests and helper functions. For now we
must keep Browser*, as there are Win/Mac/Linux tests that rely on
accessing the Browser's window to get the download circle button UI.

Update gnrt README generation to set a bug value.
Chromium rust dependencies are all manually updated, but well
managed. They have been granted a temporary exemption from
autorolling requirements because of this. This change links the
shared exemption bug in all the generated README.chromium files to
enable better tracking.
