The Caribbean and North Brazil Shelf Large Marine Ecosystems Project is a 6-year sustainable development project (2015-2021) funded by UNDP and the Global Environmental Facility (GEF) that aims to foster the implementation of an ecosystem-based management approach in the region in order to avoid a humanitarian crisis in the long-term. Main identified problems to tackle were: pollution, destruction of the natural habitat, overfishing and climate change. Beneficiary countries of the project include 26 independent States and 19 dependent territories, with a large number of Small Island Developing States among them. CLME+ partners are UN agencies (IOC of UNESCO, UNEP CEP, FAO/WECAFC), Intergovernmental Organisations (CRFM, OSPESCA, CARICOM and OECS), Universities (CERMES and GCFI), NGO (CANARI), and numerous other global, regional and local organisations. The objective of the CLME+ Project is to facilitate Ecosystem-Based Management and the implementation of the Ecosystem Approach to Fisheries in the CLME+ region, in order to ensure the sustainable and climate-resilient provision of goods and services from shared living marine resources.

The opening remarks were delivered by: - Mr. Francisco Javier Alvarez Vargas, Director of Marine and Coastal Affairs and Aquatic Resources, Ministry of Environment (MADS–DAMCRA), Colombia. - Mr. Jorge Elías Jaén Bonilla, Vice Chair of the OCM Steering Group, Government of Panama. -Mrs. Susana De Beauville Scott, Chair of the OCM Executive Group, Organization of Eastern Caribbean States. The discussions spanned three panels on: 1️⃣ Strategic frameworks and regional commitments for ocean action. 2️⃣ Practical experiences in Blue Economy policies across and beyond the Caribbean. 3️⃣ Building a regional data, information, and knowledge infrastructure for ocean governance. The panels were moderated by Mr. Patrick Debels, PROCARIBE+ Regional Coordinator / Director of the OCM Secretariat; Ms. Claudette Spiteri, IW:LEARN Project Manager; and Mr. Dayne Buddo Ph.D. BE CLME+ Project Regional Coordinator. The day concluded with a dynamic group breakout session, where members of the OCM Secretariat led the discussions and guided participants through key questions. This peer-to-peer exchange, supported by the GEF IW:LEARN, PROCARIBE+, and the African SIDS Blue Economy Projects, aims at sharing best practices on sustainable ocean governance and financing. We are honored to be hosted by key partners, including the Ministry of Blue Economy and Marine Conservation and the Toledo Institute for Development and Environment (TIDE). A major focus of the exchange will be to visit activities happening on the ground in the Sapodilla Cayes Marine Reserve, learning how TIDE co-manages the Marine Reserve and it's work on establishing Fishery Replenishment Zones (FRZs). Through a small grants programme led by MAR Fund, TIDE is receveing financial support from the PROCARIBE+ Project as part of its efforts to enhance coral reef protection and sustainable fisheries management in the Sapodilla Cayes Marine Reserve.   • Members of the OCM Working Groups (Marine Data Infrastructure, State of the Marine Environment and Associated Socio-Economies, Strategic Action Programme and Gender & Youth) engaged in focused discussions on the development of draft roadmaps for the achievement of key activities/outputs of the OCM Work Programme 2025-2028, both in person and virtually.  Delegates from the Gender and Youth Working Group contributed to the mainstreaming of gender and youth perspectives, as well as identifying opportunities for their inclusion in the future roadmaps of all Working Groups. The meeting coincided with World Maritime Day 2025, observed under the theme: “Our Ocean, Our Obligation, Our Opportunity.” This session was held jointly with the OECS Biodiversity, Ecosystems and Ecosystem Services Unit (BEES) and the Sustainable Oceans Management Unit (SOM), reinforcing collaboration to advance ocean sustainability across the region.
