Add AUTHORS.txt

This adds a list of authors so that anyone who needs this (e.g. company policy) can add themselves to it.

Opening as draft because I still need to extract the initial data (list of authors) from somewhere else. => Done

Do we at least agree on the principle?

Note: a very important principle here is that the file is not meant to be exhaustive, and is meant to be updated on request. So it can be initialized easily (we don't need everyone) and maintenance is relatively cheap (we just answer requests, if any).
