Please remove `tests` directory from distribution

We are trying our best to reduce our footprint across the board and one dimension is disk size. It would be awesome if tests could live outside of the package directory so that it's not shipped to users.

Sure, we can do that. We typically include them so that users can validate library functionality, but I doubt many people check.
