Color tools in Editor should render gradient when the palette option is set to null

When the palette option of the ColorPicker in the Editor is set to null, a gradient should be rendered.

Regression with 2023.1.314

Reproduction of the problem

1. Open this Dojo example - https://dojo.telerik.com/iMaSUmIV/14
2. Open the ColorPickers in the two Editors to compare

Current behavior

Both ColorPickers render palettes

Expected/desired behavior

The palette:null ColorPicker should render a gradient
