[Frontend] Upload versioned designs

This issue was created to track Frontend weight independently of Backend.

Proposal

Working as a designer, I will be able to:

• upload multiple images to the design section of an issue
• create a new version of the design by uploading a new set of images

Working as software engineer, or product manager, I will be able to:

• click on a design to see more details

Some details

This will involve building a new Vue app to live within a new Tab on the Issues page.

Note: Definitely could use some initial discussion on the architecture, feel free to ping me and other ~Create FEs.
