Add ability to create sha256 project through using the GitLab API

To begin to test GitLab with sha256 repositories (which is supported by Gitaly), we need the ability to create new repositories that have an object-format of sha256 using the GitLab API.

We must consider the option of creating an empty project with a README.md as that will be the initial commit.
