Announce deprecation of Raspberry Pi OS Buster

Raspberry Pi OS is supposed to follow the support cadence of Debian. Debian Buster has reached EOL, and our support was deprecated in #8607 (closed). But we missed doing it for Raspberry Pi OS Buster. We should do it asap.
