#ComplianceUpdates 𝗞𝗮𝗿𝗻𝗮𝘁𝗮𝗸𝗮 𝗜𝗻𝘁𝗿𝗼𝗱𝘂𝗰𝗲𝘀 𝗪𝗲𝗹𝗳𝗮𝗿𝗲 𝗢𝗿𝗱𝗶𝗻𝗮𝗻𝗰𝗲 𝗳𝗼𝗿 𝗣𝗹𝗮𝘁𝗳𝗼𝗿𝗺 𝗚𝗶𝗴 𝗪𝗼𝗿𝗸𝗲𝗿𝘀 The Government of Karnataka, via Ordinance No. 04 of 2025, has notified a landmark framework for the protection and welfare of platform-based gig workers. The ordinance mandates registration of both gig workers and platforms, introduces a welfare fee (1–5% of each payout), and establishes a dedicated Welfare Board to manage social security benefits. It ensures transparency in automated decision-making systems, mandates fair contracts and enforces timely payouts. Platforms operating in Karnataka must comply within 45 days of the commencement date. The ordinance also provides a two-tier grievance redressal system and promotes safer, fairer working conditions across the gig economy. Pramod Pachisia, Board Member of the Indian Staffing Federation & COO of 2COMS Consulting Pvt. Ltd. shared key insights at the Global Trends in Employment webinar, reflecting on how the staffing industry has evolved through both employee participation and organizational acceptance. From the employee’s perspective, continuity in employment, longer engagement with staffing agencies, and stronger compliance practices have brought greater stability. On the organizational side, companies are seeing longer retention cycles and increased value from outsourced talent. He also highlighted how factors like a supportive economy, proactive governance, the rise of Start-up India, and the expansion of the manufacturing and service sectors have made staffing an entrepreneur’s dream. The path forward, he emphasized, lies in specialization and building workforce capabilities aligned with industry growth. #ComplianceUpdates 𝗘𝗣𝗙𝗢 𝗘𝗮𝘀𝗲𝘀 𝗣𝗙 𝗧𝗿𝗮𝗻𝘀𝗳𝗲𝗿𝘀 𝗳𝗼𝗿 𝗥𝗼𝘁𝗮𝘁𝗶𝗻𝗴 𝗪𝗼𝗿𝗸𝗳𝗼𝗿𝗰𝗲 𝘄𝗶𝘁𝗵 𝗢𝘃𝗲𝗿𝗹𝗮𝗽𝗽𝗶𝗻𝗴 𝗝𝗼𝗯 𝗣𝗲𝗿𝗶𝗼𝗱𝘀 In a move to streamline employee benefits and reduce unnecessary rejections of PF transfer claims, the Employees’ Provident Fund Organisation (EPFO) has clarified the handling of overlapping service periods. As per Notification No. WSU/TransferClaim/E-52972/2025-26/07, dated 20 May 2025, issued by the Ministry of Labour & Employment, overlapping service periods should not be treated as a ground for rejecting transfer claims if the overlap is due to genuine and traceable reasons. Regional offices have been directed to process claims even in case of overlaps, after verifying the legitimacy of the overlap and obtaining a clarification from the employer. The aim is to ensure error-free transfer of PF without delay, especially when multiple account numbers exist for a single member. Employers and PF Offices must note that genuine overlaps should not disqualify a member from effecting a transfer, and all stakeholders must adhere to the updated verification protocols for smoother claims processing. Pandiarajan K, Corporate Member of the Indian Staffing Federation & Executive Chairman, CIEL HR Group, shared a powerful story at the Global Trends in Employment webinar on how global inspiration and local vision sparked India’s staffing revolution. A foreign staffing firm once hired Indian “deputies” to extinguish an oil well fire earning over a million dollars without even opening an office. This moment became a turning point. From one-man operations to companies employing thousands, the industry’s growth was fueled by a bold employment vision championed by Mr. Montek Singh Ahluwalia. He also highlighted the Employment Diamond, a framework built on four pillars: Security, Dignity, Productivity, and Flexibility of employment still guiding the staffing ecosystem today.
