National Association for Farmer Producer Organisations (NAFPO) is a registered non-profit, multi-stakeholder owned platform to support institutional development and business stabilization for Farmer Producer Organisations. Our Vision: NAFPO aims to make Farmer Producer Organisation (FPOs) resilient for farmer prosperity. We drive the interests further of small and marginal farmers of India, various Farmer Producer Organizations in all forms, their associative tiers like state bodies and associated organizations. Our aim is to facilitate FPOs to function as collectives promoting the interest of their members while addressing larger challenges such as sustainable agriculture for livelihoods, resource conservation and regeneration and promoting an equitable and inclusive model of rural economic growth.

  • India’s attempt at Pulses Agriculture Renaissance - Dalhan Mission! The Government of India unveiled a ₹42,000 crore agricultural transformation package on 11-Oct-2025, signalling a bold shift towards self-reliance in pulses, digital integration, and rural prosperity. Dalhan Mission for Aatmanirbharta in Pulses (2025–26 to 2030–31) with a budgetary allocation of ₹11,440 crore was launched. This is not just a policy announcement—it’s a call to action for every stakeholder in the Agri value chain! Agri Infra for FPOs With over 1,100 projects launched under the Agriculture Infrastructure Fund, FPOs now have unprecedented access to subsidized loans, storage grants, and logistics support. From drying yards to mobile procurement vans, the ecosystem is being primed for collective-led infrastructure that delivers last-mile impact. ·      Guaranteed MSP Procurement: Enables FPOs to aggregate and sell pulses with assured returns. ·      Seed Distribution: FPOs can act as last-mile distributors of certified seeds and kits. ·      Intercropping & Fallow Land Use: Promotes pulses on paddy fallows—ideal for tribal and rainfed regions. ·      Storage & Transport Support: Infrastructure grants can be leveraged by FPOs for warehousing and logistics. ·      District Prioritization: Many targeted districts overlap with Aspirational and tribal geographies 📈 Dal Mill ROI: A Practical Example for FPOs Take this as an example: An FPO with 100 farmers cultivating pulses on 50 acres can generate ₹8–13 lakh in annual net profit by setting up a mini dal mill. With grant support, the payback period drops below two years—unlocking better farmer margins. Even a modest 500–750 kg/hr unit can process 300 quintals of raw pulses into 225 quintals of dal, capturing ₹2,500+ per quintal in added value. With 2–3 cycles annually, this becomes a sustainable revenue engine for the collective.   • NAFPO welcomes the proactive intervention by the Ministry of Agriculture & Farmers Welfare, Government of India, with Secretary Dr. Devesh Chaturvedi issuing a formal communication to all Chief Secretaries across States and UTs on 15th September 2025. The letter rightly clarifies that Board Members of Farmer Producer Companies—often small and marginal farmers themselves—must not be excluded from NFSA ration card benefits solely due to their directorship status. We thank the Ministry for recognizing the issue and reinforcing the need for merit-based verification rather than blanket exclusion from Ration Cards. This is a crucial step in safeguarding inclusive governance in Farmer companies. What’s next? We urge State Governments to act swiftly: * Ensure field teams interpret the NFSM directive correctly * Halt unjust cancellations of FPC Directors Especially the State Governments of Madhya Pradesh, Gujarat, Rajasthan, Jammu & Kashmir - where such instances have been noticed more.     NFSA Ration Cards for Directors of Farmer Producer Companies! NAFPO has recently come across cases where FPC directors’ ration cards are being refused. We have formally submitted a request to the government asking that NFSA ration cards not be cancelled for Farmer Producer Company directors. These are farmer-led institutions, and directors are often smallholders themselves. Here is our request to SFAC India, Ministry of Agriculture & Farmers Welfare, Government of India, Ministry Of Consumer Affairs, Food And Public Distribution --------------------------- We would like to bring to your notice a specific exclusion criterion under The National Food Security Act (NFSA): “Households with non-agricultural enterprises registered with the Government.” While this clause rightly aims to exclude economically better-off households, its current interpretation risks inadvertently disqualifying rural farmers who are directors in Farmer Producer Companies (FPCs)—entities registered under the Companies Act but fundamentally agricultural in nature. Key Considerations: FPCs are agricultural enterprises: These companies are formed by farmers to collectively engage in production, aggregation, processing, and marketing of agricultural produce. Their registration under the Companies Act is a legal necessity, not an indicator of commercial affluence or non-agricultural activity. Directors are often smallholder farmers: Many FPC directors are marginal or small farmers who continue to depend on subsidized food grains under NFSA. Their directorship is a voluntary leadership role, not a sign of economic privilege. Risk of exclusion undermines rural empowerment: Penalizing FPC directors by excluding them from NFSA benefits discourages farmer collectivization, leadership, and formalization—goals actively promoted by the Government of India through various schemes including the formation of 10,000 FPOs.   Our Request: We respectfully urge the concerned Ministry to issue a clarification stating that: “Households with agricultural enterprises registered under the Companies Act, such as Farmer Producer Companies, shall not be excluded from NFSA eligibility solely on the basis of such registration.” Such a clarification will ensure that rural farmers’ Ration Cards are not refused, thereby not penalizing them for formalizing their agricultural activities. It will uphold the spirit of NFSA in supporting food security for all vulnerable households. हमारा अनुरोध: हम संबंधित मंत्रालय से सम्मानपूर्वक अनुरोध करते हैं कि वे स्पष्ट रूप से यह स्पष्टीकरण जारी करें: "कंपनी अधिनियम के तहत पंजीकृत कृषि उद्यमों, जैसे कि किसान उत्पादक कंपनियाँ, को केवल इस पंजीकरण के आधार पर NFSA पात्रता से बाहर नहीं किया जाएगा।" इस प्रकार का स्पष्टीकरण यह सुनिश्चित करेगा कि ग्रामीण किसानों के राशन कार्ड अस्वीकार न किए जाएँ और उन्हें अपनी कृषि गतिविधियों को औपचारिक रूप देने के लिए दंडित न किया जाए। यह NFSA की भावना को बनाए रखेगा, जो सभी कमजोर परिवारों के लिए खाद्य सुरक्षा सुनिश्चित करने का उद्देश्य रखता है।

  • Tax Exemption Parity for FPOs - Request for Extension of Section 80PA timeline for Producer Companies beyond AY 2024-2025 Section 80PA of the Income Tax Act, 1961, introduced via the Finance Act, 2018, has been a catalytic provision in enabling small Producer Companies to reinvest surpluses, strengthen governance, and scale member-centric agricultural services. Section 80PA offers a 100% tax deduction on profits earned by Producer Companies with turnover below ₹100 crore, provided they engage in eligible activities such as marketing of members’ produce, procurement of agri-inputs, and processing of member-grown crops. This provision is currently applicable only up to Assessment Year 2024–25. To establish parity in tax treatment with cooperatives, Budget 2018 introduced this exemption for Farmer Producer Companies (FPC) on profits from qualifying post-harvest Agri activities —the same income-tax relief that cooperative societies have long received under Section 80P. On behalf of Farmer Producer Companies in India, NAFPO has submitted request letters to SFAC India, Ministry of Agriculture & Farmers Welfare, Government of India and Ministry of Corporate Affairs to take up with the concerned departments to issue an extension to this timeline for an additional five years, i.e., up to AY 2029–30. The letter highlights the sector’s strong momentum, the transformative impact of the 10,000 FPO program, and the importance of continuing tax exemption to sustain the momentum. FPCs are emerging as powerful platforms for federating small and marginal farmers—unlocking better access to markets, infrastructure, and resources in line with the vision of building an Aatmanirbhar Bharat.
