🇮🇳 Empowering Indian Innovation in Energy Storage On behalf of iNVERGY powered by AN3 TECHNO POWER LIMITED (FuelON) I extend heartfelt appreciation to the Ministry of Power Govt of India, for the release of the amendment dated 4th August 2025 to the operational guidelines on Viability Gap Funding (VGF) for Battery Energy Storage Systems (BESS). This timely policy decision mandating that the application software of the Energy Management System (EMS) used in BESS projects be indigenously developed within India is a bold and progressive move toward fostering technological sovereignty, grid security, and local innovation in India's energy landscape. As one of India’s emerging modular BESS manufacturers, we at iNVERGY strongly resonate with the intent behind this guideline. EMS software sits at the heart of storage infrastructure balancing power, monitoring grid responses, managing data telemetry, and ensuring seamless integration across diverse use cases. By mandating local development, the government is empowering homegrown engineering talent, startups, and entrepreneurs to drive India’s clean energy future. Towards Grid Independence & Cybersecurity In a time when real-time grid telemetry and cross-border data flows raise growing cybersecurity concerns, we believe this amendment sets the stage for a more secure and self-reliant national grid infrastructure. We hope this is the beginning of a broader vision one where real-time grid data is securely handled via dedicated Indian protocols and hosted exclusively on domestic servers. Such a step will not only ensure grid independence but also protect the critical digital backbone of India’s power infrastructure from external vulnerabilities. The Road Ahead for Domestic BESS Ecosystem We further look forward to seeing additional mandates and incentives that: 1. Encourage domestic BESS manufacturers and system integrators to be core participants in VGF-backed projects. 2. Establish preferential procurement for locally assembled BESS with indigenous EMS stacks. 3. Incentivize R&D and certifications for indigenous BESS India is at the cusp of a storage revolution. With massive renewable penetration, grid balancing through BESS is not optional, it is mission-critical. Policies like these will help anchor that mission in Indian innovation, Indian manufacturing, and Indian intelligence. The amendment to the VGF operational guidelines is not merely a policy change—it is a signal to the world that India is ready to lead in the clean energy transition, not just as a market but as a global innovation hub. I would like to share some news related to a Mega Project in the Indian Grid. “Khavda Phase‑IV Part B Transmission System for Evacuation of Power from Potential Renewable Energy Zone in Khavda, Gujarat”. The 3 GW project was won by Power Grid Corporation of India Limited, through its subsidiary POWERGRID South Olpad Transmission Limited, via a tariff-based competitive reverse auction with the winning bid at ₹5,566.86 million per year. Key details include: 1. A 765/400 kV GIS substation near South Olpad with two 1,500 MVA transformers. 2. Transmission lines from Vadodara and Ahmedabad to South Olpad, plus Loop-In-Loop-Out (LILO) integration. Expected commercial operation by October 15, 2028" The Khavda Phase-IV Part B transmission project is designed for very high-capacity renewable evacuation from Gujarat’s renewable energy zone. From the Central Electricity Regulatory Commission (CERC) approval documents and bidding specs: Main substation capacity: 4 × 1,500 MVA ICTs at 765/400 kV GIS South Olpad Substation Total ICT capacity: 6,000 MVA Associated transmission lines: 765 kV D/C lines connecting South Olpad to major grid nodes (Vadodara, Ahmedabad) Integrated with a 220 kV switchyard for regional distribution interfacing This makes it one of the largest single-node interstate transmission additions in India’s renewable corridor, capable of handling the evacuation of ~6–7 GW of renewable generation from Khavda and nearby RE zones.

🔋 Why “Ahead-of-Meter” BESS Policy is Key for C&I Growth in Places like Maharashtra Commercial & Industrial customers are increasingly looking to battery energy storage systems (BESS) to manage demand charges, time-of-use volatility, and reliability. But without supportive policy mechanisms — especially for “ahead-of-meter” (AOM) storage — many of these business cases don’t stack up. 📍 Current Maharashtra Landscape • Maharashtra recently raised the net-metering cap for rooftop solar to 5 MW (or the consumer’s contract demand, whichever is lower), and introduced net/gross metering + behind-the‐meter options. However, benefits like banking & flexible use remain constrained until rooftop capacity crosses certain thresholds. • The MERC’s new MYT order has made changes: banking of solar energy is restricted by time slots (generation must be “used in daylight hours”), grid support charges kick in after certain rooftop capacities, and ToD tariffs / rebates are being redesigned. All of which reduce the economics for C&I customers. ⚠ Challenges for AOM BESS Adoption by C&I Users 1. Tariff & Regulatory Uncertainty: Restrictions like limited banking (daylight only), grid support charges, and time-based constraints erode the return on investment. 2. High CapEx & Financing Costs: BESS remains expensive; without clear revenue streams (via shifting energy, peak shaving, demand charge reduction, etc.), payback periods stay long. 3. Lack of Clear Policy for Ahead-of-Meter Storage: Many regulations are designed around behind-the-meter / rooftop solar. AOM storage, which could discharge directly to grid or provide services, needs separate, supportive rules. 4. Grid Integration / Interconnection Barriers: Permitting, grid capacity, and connection charges need to be streamlined. 5. Revenue Streams Not Fully Defined: Value from ancillary services, demand response, peak load management, frequency regulation are not always monetized or accessible to C&I + BESS operators. ✅ What Needs to Change • Introduce clear definitions & regulatory treatment for ahead-of-meter BESS in state regulations (MERC & others). • Allow flexible banking & Time-of-Day tariffs that reward shifting load, not just restricting usage. • Enable multiple revenue streams: energy arbitrage, demand charge savings, ancillary services, grid support. • Simplify interconnection, permitting, and transparent cost components. • Provide incentives (tax breaks, subsidies or viability gap funding) to de-risk AOM BESS for C&I applications. 📣 Bottom Line: If Maharashtra (and other states) wants C&I customers to scale up storage adoption, enabling “ahead-of-meter” BESS via good policy is no longer optional — it’s essential. 🔍 Recent regulatory changes in the thermal power sector have sparked much reflection. While the announcement of ₹19,000–24,000 crore in potential savings from relaxed FGD norms is making headlines, one wonders — what about the investment already made? With ₹45,000–55,000 crore already committed in awarded PO,'s based on same OEMs invited to open factories in India, execution teams deployed across the country, and over 1.5 lakh families engaged — the cleaner emissions journey was well underway. Over the past decade, FGD system costs have surged — from ₹35–45 lakh/MW in early phases to ₹85 lakh–₹1.2 crore/MW now. A few silent contributors: 🏗️ Imported Raw Material: With global tendering restricted, Indian firms importing from China, Korea, and Italy face inflated prices — 2x to 4x higher than local rates in exporting countries. 💰 Import Duty + GST: Duties on inputs and GST on output stack costs up. ⌛ Execution Delays: Decision deferrals since 2015 doubled costs across steel, cement, labor, etc., stretching execution timelines. Now, NTPC with FGD works halted at 7+ GW projects (like Lara-II, Singrauli-III, and Telangana-II), fresh concerns emerge for supply chains, partners, and OEMs — especially those with foreign collaborators, already halfway through execution. While the regulatory rethink may bring relief to some private players, it also calls for industry-wide introspection. What’s the way forward when investments are made on policy-backed commitments? Wires, not Windmills: The Silent Crisis We celebrate every new solar park and wind farm with justifiable pride. But there’s a quieter crisis we ignore: the wires to carry that power. Here’s the scale of the problem: - 🇮🇳 India (Rajasthan): 3–4 GW of solar curtailed since March 2025, industry losses up to ₹250 crore; evacuation of 8.1 GW stuck behind delayed transmission works. - 🇬🇧 UK: In FY 2024/25, wind curtailment reached 13% of potential output; balancing costs £2.7 billion (~$3.7 bn). - 🇨🇳 China (H1 2025): Curtailment rose to 6.6% (solar) and 5.7% (wind); some provinces (e.g., Tibet) exceeded 30%. - 🇺🇸 USA (California ISO, 2024): 3.42 TWh of wind+solar were curtailed due to congestion/oversupply—clean energy generated but not delivered. - 🇪🇺 Europe (2024): Grid bottlenecks caused €7.2 bn in curtailed/compensated renewables across seven countries; Spain alone hit ~11% curtailment in July 2025. - 🌍 Africa: Average T&D losses ~20%, versus ~5% in developed systems—huge leakage before power reaches consumers. 👉 Every stranded MW equals a stranded tonne of CO₂ avoided. And yet, investment is skewed: billions flow into new solar and wind parks while the “plumbing” — transmission, substations, storage, demand response — lags behind. Grid spending must more than double to $600 bn a year by 2030; India alone needs ~$300 bn by 2032. The mismatch is stark: transmission projects take 7–10 years to build, versus 18–24 months for a solar park, leaving stranded power piling up. The lesson is clear — climate action must be judged in gigawatts delivered, not just installed. It’s time to make grids, not just generation, the centre of climate finance and policy.
