We envision a world where conversations are as impactful as they are engaging. That's why we are developing Sensemaker: an evolving toolkit, leveraging Google AI, designed to help make sense of large-scale conversations.

What Could BG Be?

Enabling a Large-Scale Conversation in Kentucky

Bowling Green, Kentucky stands on the cusp of dramatic change. In 2025, Jigsaw partnered with a local innovation agency and the Computational Democracy Project to transform a challenge into opportunity. The Opportunity

Over the next 25 years, Warren County – home to Bowling Green – is projected to nearly double in size, due to multiple factors including the rapid expansion of Nashville just an hour south. Warren County government founded BG2050, an invitation to the residents of Warren County: to not just witness change, but to lead it.

The Conversation

As part of BG2050, Innovation Engine, a local strategy consultancy, launched What Could BG Be? – a month-long online conversation embracing Warren County and surrounding areas. Nearly 8,000 residents participated, submitting ideas for the future that community members weighed in on over one million times, making What Could BG Be? one of the largest online civic conversations ever to be held in the U.S.

The Outcome

Using Sensemaker, local leaders and community members quickly gained a clearer, data-driven understanding of the conversation – uncovering actionable insights in real-time to guide Bowling Green’s growth. The use of AI saved local leaders hundreds of hours sifting through public input.
