🇧🇯 At the launch of the #AYPReS Programme - #Benin chapter in #Cotonou, Principal Investigator Ms. Flora Sylvie Houndjrebo Balle called on national stakeholders to strengthen #youthresilience and promote #inclusive employment strategies. Flora noted that the #AYPReS initiative aims to address gaps in youth employment policies in Benin. She highlighted several critical challenges: ✅Fragmentation and lack of coordination among youth employment initiatives. ✅Limited inclusion of marginalized groups, including rural youth, young women, persons with disabilities, and displaced populations. ✅Absence of integrated monitoring and evaluation frameworks. ✅Insufficient engagement with youth voices, autonomy, and aspirations. In a video address from Dakar, Majorie Kayodé Mongbo, #AYPReS Research Associate for 🇧🇯 , outlined strategic opportunities for the programme, emphasizing: ✅Collaborative networks between researchers and policymakers. ✅Inclusive, sustainable, and youth-centered employment strategies. Emile Sègbégnon Sonehekpon, another Research Associate for Benin, facilitated a session where participants examined gaps in #youthdevelopment policies, sharing insights for further refinement. Rose Njage, representing #PASGR, celebrated the rollout of #AYPReS across all target countries, noting its alignment with the Mastercard Foundation’s #YoungAfricaWorks strategy. She reiterated the programme’s commitment to amplifying the voices of #marginalizedyouth, especially young #women in #rural communities. PASGR is an independent, non-partisan pan-African not-for-profit organisation established in 2011 and located in Nairobi, Kenya. Currently engaged in more than 26 African countries, PASGR works to enhance #research excellence in #governance and #publicpolicy that contributes to the overall wellbeing of women and men. In partnership with individual academics and researchers, higher education institutions, research think tanks, civil society organisations, business and policy communities both in the region and internationally, PASGR supports the production and dissemination of policy relevant research; designs and delivers suites of short professional development courses for researchers and policy actors; and facilitates the development of collaborative higher education programmes. Our vision is ‘a vibrant African social science community addressing the continent’s public policy issues’. Africa’s Fiscal Future in Focus | #ATTS2025 Over three transformative days in Addis Ababa, the 11th Africa Think Tank Summit brought together Africa’s leading minds to turn taxation into action and policy into impact. Under the theme “From Taxation to Action: Bridging Policy and Implementation in Public Financial Management in Africa,” seven plenary sessions explored how the continent can drive homegrown fiscal reforms — from domestic resource mobilization and AI for governance to gender-responsive budgeting and institutional strengthening. Each discussion reinforced a shared conviction: Africa’s fiscal transformation must be led, implemented, and sustained by Africans. Launch of the AYPReS Programme in #Benin Today, we are launching our transformative programme, the African Youth Pathways to Resilience and Systems Change (AYPReS), in #Cotonou. This event marks the culmination of our initiative across ten countries : #Senegal, #Ghana, #Kenya, #Nigeria, #Rwanda, #Uganda, #IvoryCoast, #Ethiopia, #Togo, and now #Benin 🇧🇯. This national inception workshop is convening key stakeholders, including government representatives, academia, civil society, youth organizations, media, and development partners. Together, we will collaboratively design inclusive research that elevates youth voices, particularly those from marginalized communities and individuals living with disabilities in 🇧🇯. In partnership with the Mastercard Foundation , we aim to create pathways to decent work, resilience, and systemic transformation for Africa’s youth. 🌍 A busy schedule for PASGR at the #ATTSummit2025. On Day 2 of #ATTPS2025, the Executive Director of PASGR Prof Fadel Ndiame discussed collaboration with Her Excellency, Hon. Petronila Were, Deputy Head of Mission in Addis Ababa, 🇪🇹. They emphasized the importance of working together to advance policies for the continent's development. The Deputy Head of Mission noted the benefits of collaborating with governments and using evidence from practice and research to inform decision-making at the government and African Union levels. The Executive Director was accompanied by Hon. Eric Wafukho, Dr. Sam Oando, and Bezawit Liro. Her Excellency expressed her support for PASGR’s initiatives through the Utafiti Sera approach. The Executive Director highlighted the need for ongoing engagement with government agencies, researchers, and policymakers to advance Africa toward #Agenda2063 and the Sustainable Development Goals (#SDGs). On the final day, the Executive Director met with The African Capacity Building Foundation Executive Secretary, Mamadou Biteye OBE, to discuss strategic partnerships in research and policymaking. Dr. Biteye mentioned #ACBF's readiness to collaborate with #PASGR on policy processes noting that preparations for the next summit would begin immediately. He encouraged participation in webinars and meetings with alumni, whom he regarded as valuable assets. He also raised concerns about the low uptake of opinion pieces and called for renewed commitment to writing on development issues. Dr. Barassou Diawara commended PASGR for its efficiency during the side event. Others at the meeting included ACBF’s Abdrahamane Dicko and PASGR team members Dr. Sam Oando and Elijah Kabari.

We were privileged to take part in the #AfricaThinkTankSummit2025 in Addis Ababa, which concluded with strategic recommendations on bridging the gap between policy and implementation in Public Finance Management (#PFM), the launch of the Book on African Think Tanks, and renewed commitments to fiscal sovereignty. Sincere appreciation to The African Capacity Building Foundation for their exceptional organization. A highlight of our engagement was hosting a high-level roundtable on Day 2, themed: "Innovating Governance Through Social Research: Promoting Citizen Engagement through Accountability Audits for Inclusive PFM in Africa." Our keynote speaker, Hon. Eric Wafukho, former Cabinet Administrative Secretary, Ministry of Finance, Kenya, delivered a compelling speech. He emphasized that Africa’s path to fiscal sustainability and inclusive development hinges on collaboration, innovation, and citizen participation. Key insights: ✅Democratizing tax discourse: Shifting conversations from elite spaces to inclusive public platforms. ✅Leveraging data and digitalization: Using analytics to build transparent, responsive tax systems. ✅Corporatizing PFM: Adopting enterprise principles to enhance efficiency and impact. ✅Combating fiscal corruption and IFFs: Addressing systemic leakages that hinder development. ✅Whole-of-Society Approach (WOSA): Engaging all stakeholders from youth to academia, in co-creating solutions. His call to action was that, the Summit does not lead to just reports, but to measurable actions that advance #Agenda2063 and the #SDGs. Our roundtable also spotlighted the critical role of youth and research in reimagining governance. Leaders, scholars, and youth advocates including Dr Yordanos Alem - Utafiti Sera Champion from Ethiopia, Bezawit Liro - PASGR's #AYPReS Programme Research Associate for Ethiopia, and Dr. Fode Ndiaye, President of CELMAD, explored how to co-create inclusive, transparent, and accountable governance systems that reflect citizens’ realities. Notable takeaways: ✅Tax Reform: Addressing inequities faced by informal workers and digital entrepreneurs. ✅Youth-Led Accountability: Empowering young people to demand transparency and better services. ✅Policy Accessibility: Simplifying and localizing policies to foster civic engagement. ✅Think Tank Collaboration: Building a coordinated, context-aware research ecosystem. ✅Leadership & Sovereignty: Advancing African-led development through innovation and intergenerational leadership. This dialogue reaffirmed a vital truth: Africa’s future depends on how effectively we listen to, invest in, and empower its youth. At the 2025 Africa Think Tank Summit being held in Addis Ababa, a high-level side event titled “Agenda 2063 in the Era of Multiple Crises: Rebuilding Africa’s Competitiveness for a Sustainable Transition” brought together a distinguished panel of thought leaders. The panel featured Fatima ARIB, Founder and President of the International Institute for Sustainable Transition in Africa; François Ndengwe, Founder of the @African Advisory Board; and Mamadou Biteye OBE, Executive Secretary of The African Capacity Building Foundation (ACBF). Together, they underscored a critical insight: the missing link between vision and implementation is capacity. Guided by the bilingual moderation of our Executive Director, Prof Fadel Ndiame, the discussion emphasized that for #Africa to realize its potential as a prosperous and dynamic continent fully, it must first invest in strengthening internal governance, institutional systems, and transformative leadership. The panel called for a citizen-driven transformation that is inclusive of #youth, #women, and Africa’s diverse demographics. Leadership, they argued, must be humble, adaptive, and reflective, learning from past missteps to chart a more #resilient and #equitable path forward. To enhance the continent’s competitiveness and ensure sustainable development, Africa must adopt action-oriented policy frameworks that translate vision into tangible outcomes. This includes leveraging its intellectual capital and demographic dividend as strategic assets. While #Agenda2063 remains a foundational blueprint, the panel concluded that it must evolve, guided by new insights, responsive leadership, and a renewed commitment to inclusive development, to effectively serve Africa’s future in an increasingly complex global landscape.
