Can AI usher governments into a new era of e-governance? That was the key question posed at today's Rootcode Connect event in Tallinn, Estonia by Rootcode Founder and CEO Alagan Mahalingam. The theme was explored from different angles by a range of amazing speakers, each of whom are working on real-world applications. ⚫ Merle Paula Videvik of Riigi Infosüsteemi Amet // Estonian Information System Authority (NCSC-EE) introduced Bürokratt, the network of government chatbots helping citizens find answers to questions about public services. The ultimate vision is for Bürokratt to move from reactive chatbots to proactive agentic state services. ⚫ Luukas Ilves conceptualised how an agentic state could look like across multiple governance functions (e.g. service design, workflows, procurements, policymaking, etc) and what the essential building blocks could be for such a state to become even partially autonomous. ⚫ Mats Hultin advised on the global enterprise principles including product-led development with customer journey and business capability mapping that could inform a successful rollout of AI in e-governance. ⚫ A lively panel of experts from RIA, Nortal and Nordic Institute for Interoperability Solutions (NIIS) discussed in quite some depth how they are building trustworthy AI for public services, and how they face challenges of transparency, data protection, and ethics. I met Alagan early on at e-Residency - when he and his team won the future of work track in The Global Hack. I was determined to interview Alagan and write about his e-resident experience and entrepreneurial journey. We jumped on a Zoom call and the rest is history. It kicked off a close collaboration - to the point that Alagan became one of the first e-Residency Envoys a few years later. The story is a true testament to the power of e-Residency - and the benefits that the programme's diverse entrepreneurs bring to Estonia - as was emphasised by e-Residency Managing Director Liina Vahtras in her keynote at the event today. Now Alagan and Rootcode are working with RIA on their Bürokratt project - a full circle moment in bringing cutting edge AI expertise and world class engineering from Colombo, Sri Lanka to Tallinn, Estonia.
