INHOPE is the leading global network combatting online Child Sexual Abuse Material (CSAM). The Network consists of 57 hotlines in 52 countries (as of January 2025) that provide the public with a way to anonymously report illegal content online with a focus on CSAM. Reports are reviewed by content analysts who classify the illegality of the material, which is then shared with local Law Enforcement Agencies and a notice and takedown order is sent to the relevant Hosting Provider. We support hotlines and their partner organisations through training, setting high quality standards and best practices for hotline operations, and ensuring staff welfare. We provide the hotline network with a secure platform called ICCAM that facilitates the exchange of CSAM reports between hotlines and INTERPOL. INHOPE promotes legislative and policy developments that support our vision of an internet free from CSAM. INHOPE is based in the Netherlands and our member hotlines operate across six continents: Africa, Asia, Australia/Oceania, Europe, North and South America. In a borderless digital world CSAM has global consequences and as its distribution grows so do our efforts. A report from Spanish INHOPE member INCIBE - Instituto Nacional de Ciberseguridad, has led to the arrest of two people in possession of nearly 50TB of child sexual abuse material (CSAM). Working hand-in-hand with law enforcement, the hotline helped uncover websites, seize devices, and stop ongoing abuse. This case shows the critical importance of citizen reporting and strong partnerships in the fight against CSAM. Our Hotline of the Month for October Irish Internet Hotline (IIH), has recently published its 2024 Annual Report together with a new Strategic Plan for 2025 to 2028. The report revealed a 32% increase in reports of illegal and harmful content, including a concerning 166% rise in self-generated CSAM. In 2023 alone, IIH reviewed more than 53,000 reports. The launch of the report provided an important opportunity to raise awareness of the scale of online harms and highlight the value of prevention campaigns. The announcement generated strong media coverage and stakeholder engagement across Ireland, reinforcing public trust in IIH. The Summit has concluded, but our work is far from over. The INHOPE team remains in Washington D.C., this week to deliver a specialised Universal Classification Schema Training, focused on applying Version 3 of the Schema in practice. This new version represents our most significant step yet toward a unified global language for identifying and classifying child sexual abuse material. The training equips child protection professionals with the skills to implement Version 3 effectively, enabling more accurate classification, improved data sharing, and stronger cross-border collaboration in the fight against online child sexual abuse. 📢INHOPE Summit Update! The second half of the day featured a presentation and workshop by Nadia Jung (Red Barnet) on the challenges of livestreamed abuse. She shared findings from research in the Philippines, highlighting the socioeconomic and cultural factors driving this crime, how payments are facilitated, and how financial institutions can help detect and prevent suspicious transactions. The day concluded with a closing panel, chaired by Robbert Hoving (Offlimits) featuring Mick Moran (Irish Internet Hotline), George Vlasto (Resolver Trust & Safety), Jacqueline Beauchere (Snap Inc.) and Elliot Chandler (Revontulet) reflecting on two days of insights through the lens of current and emerging online trends. Discussions underscored the need for continued collaboration and adaptability in an increasingly complex digital landscape, and the importance of driving greater attention and action among other sectors to this global issue. As we close the Summit we look forward to ending the day with a post-event networking kindly hosted by the Autoriteit online Terroristisch en Kinderpornografisch Materiaal (ATKM) and the Dutch Embassy in D.C. 📢The second and final day of the INHOPE Summit is underway. We begin day in-person only day with breakout sessions on future-focused solutions for online safety. Led by Maleena Paal, Policy Counsel at TikTok, Jacqueline Beauchere, Global Head of Platform Safety at Snap Inc., Emily Cashman Kirstein, Child Safety Public Policy Lead at Google, Caroline Humer, Co-founder at STISA (Survivors & Tech Solving Image-based Sexual Abuse) and Lauren C., Executive Director at the National Center for Missing & Exploited Children, attendees explore how to address interconnected harms and build stronger coordinated action against child sexual exploitation & abuse and other connected digitial crimes. Groups then return to a feedback panel to share findings, identify common ground, and set priorities for collective next steps. The conversation continues with a session on infrastructure's role in combatting CSAM, featuring a presentation by Bertrand de LA CHAPELLE, Co-founder and Executive Director of the Internet & Jurisdiction Policy Network followed by a fireside chat with John C., Senior Vice President and Chief Technology Officer at ICANN and Brian Cimbolic, Chief Legal and Policy Officer at Public Interest Registry. Together, they examine how criminals exploit domain and registry infrastructure to facilitate CSAM and related crimes, and explore practical, collaborative solutions to disrupt these hidden networks.
