Naval drones are an outstanding tool for Ukraine in its fight against Russia. However, Russia can use the same technology against those it considers its “adversaries.” The Russians’ ultimate goal with their naval drone program appears to be the creation of asymmetric, disruptive threats. If the war were ever to spill over into a direct confrontation with NATO, one clear objective would be to use naval drones to threaten critical infrastructure — damaging energy networks and disrupting shipping. When I met with Rui Costa ⚓, a former Portuguese Navy officer, board member of the Royal Netherlands Society of Marine Engineers, I intended to focus on Ukraine’s naval drone exports. However, our conversation soon shifted toward the growing maritime threats posed by Russia.
