The SFC’s latest circular sets out new custody standards for licensed virtual asset trading platforms, which will also form the foundation of a forthcoming custodian regime under the ASPIRe roadmap. These standards raise the bar on wallet controls, third-party oversight, and real-time monitoring, directly addressing vulnerabilities behind many recent global breaches. This will likely concentrate the market around operators with the scale and expertise to meet them, making advanced custody setups more viable. Robust custody and cybersecurity controls are key to attracting long-term capital and safeguarding Hong Kong’s position as a trusted, competitive hub. The challenge, and opportunity, is to strike the right balance: enabling the use of innovative, specialised technology solutions that drive growth, while delivering the due diligence and assurance needed to protect client assets. To ensure these frameworks remain effective over time, regulation should be principle-based so it can scale and adapt with market developments. The city’s commitment to responsible innovation, backed by close industry–regulator collaboration, will keep it at the forefront of the global digital asset market.
