Automatically use VoiceOver in the login window on Mac
Set a system preference to automatically use VoiceOver in the macOS login window.
- Choose Apple menu   , then click Login Options. , then click Login Options.- Open Users & Groups preferences for me - If the lock at the bottom left is locked  , click it, then enter an administrator name and password; or, if your Mac or Magic Keyboard has Touch ID and it’s set to unlock your Mac, place your finger lightly on Touch ID. , click it, then enter an administrator name and password; or, if your Mac or Magic Keyboard has Touch ID and it’s set to unlock your Mac, place your finger lightly on Touch ID.
- On the right, click Accessibility Options, then select VoiceOver. 
To turn on VoiceOver in the login window manually, press Command-F5. If your Mac or Magic Keyboard has Touch ID, you can press and hold the Command key, then quickly press Touch ID three times.
