Haridwar Police on Tuesday arrested Khalid Malik, the main accused in the Uttarakhand Subordinate Service Selection Commission (UKSSSC) examination paper leak case. Khalid, who had been absconding for three days, was arrested from the Laksar area of Haridwar and later handed over to Dehradun Police for further investigation.
According to investigators, Khalid, who appeared as a candidate in the exam, allegedly carried a device inside the examination centre at Adarsh Bal Sadan Inter College in Bahadurpur Jat village, Pathri, Haridwar. He is accused of photographing three pages of the undergraduate-level question paper and sending them to his mobile phone, which was in the possession of his sister Sabia. Screenshots of these pages went viral on social media shortly after the examination began on September 21, 2025.
Role of accused’s family members
Police said Sabia, 35, transmitted the photos to Suman, an assistant professor in Tehri, and obtained the answers to help Khalid cheat. Sabia was arrested earlier, while the role of another sister, Hina, is under investigation.
Haridwar Senior Superintendent of Police (SSP) Pramendra Singh Dobal confirmed that coordinated raids were carried out with support from the revenue department, electricity officials, and the Nagar Panchayat.
During the crackdown, an illegal electricity connection was discovered at Khalid’s residence. A case has been registered against his father under Section 135 of the Electricity Act.
Investigation status
Rishikesh Superintendent of Police (SP) Jaya Baluni, the investigating officer, told PTI that the evidence clearly established Khalid’s role in the leak. “Sabia sent the paper to Suman and obtained answers for Khalid. Considering her role, she was arrested,” Baluni stated. She added that the principal of the centre, the room inspector, and those responsible for installing the jammer have also been questioned.
Government response
Uttarakhand Home Secretary Shailesh Bagoli said the government will take the “strictest possible action” in this first case under the new Uttarakhand Competitive Examination (Prevention and Control of Unfair Means in Recruitment) Ordinance, 2023. Chief Minister

UKSSSC Chairman Ganesh Singh Martolia described the incident as “an attempt to help a particular person” and questioned how photos were taken despite jammers being installed. Following the leak, Dehradun Senior Superintendent of Police (SSP) Ajay Singh constituted a Special Investigation Team (SIT) to probe the matter.
A case has been registered against four named and other unidentified persons under relevant sections of the ordinance at Raipur police station, Dehradun.
