About us
The National Social Security Fund (NSSF Uganda) is a National Saving Scheme mandated by Government through the National Social Security Fund Act, Cap 222 (Laws of Uganda) to provide social security services to employees in Uganda. NSSF Uganda is a Provident Fund and covers employees in the private sector. The Fund is a contributory scheme and is funded by contributions from employees and employers of 5% and 10% respectively of the employee’s gross monthly wage. Since 2012, the Fund is regulated by the Uganda Retirement Benefits Regulatory Authority while Minister of Finance, Planning and Economic Development is responsible for policy oversight. The Fund manages assets worth over UGX 10 trillion invested in Fixed Income, Equities and Real Estate assets within the East Africa region.

Fred Senoga, Business Product Advisor, United Boda Boda Riders Cooperative Union, welcomed the partnership, describing it as a breakthrough in improving the welfare and financial resilience of riders who often face daily income uncertainty. “For years, riders have struggled to save consistently despite earning daily income. We are targeting to recruit 1million boda boda riders saving UGX1000 daily,” Mr Senoga said. The boda boda industry is estimated to be the second-largest employer in Uganda after agriculture, with 85% of riders under the age of 35.

Patrick Ayota, Managing Director, NSSF: This growing adoption of voluntary savings among informal earners points to a positive shift in bridging Uganda’s social security gap. Yet, the opportunity remains vast. Uganda’s labour force is estimated at over 20 million people, with only 2.4 million currently contributing to the Fund, representing less than 12% coverage. Of these, approximately 45,000 individuals contribute voluntarily, outside formal employment structures. This gap shows just how challenging it can be to extend social security to people working in the informal sector, especially in industries like the boda-boda business.

The sector plays a vital role in our economy. It is estimated that over 1.2 million riders are supporting the livelihoods of more than 7 million Ugandans. With a rapidly growing base of over 100,000 registered riders across more than 30 districts, Union Boda offers both the organizational reach and operational strength that can make inclusive savings a reality. Through this partnership, we are targeting to onboard 1million riders, ensuring they save for their future through our SmartLife Flexi product.

Patrick Ayota, Managing Director, NSSF: A key milestone this year has been our Voluntary Savings Product, the NSSF Smart Life. For 11 months since we launched, it has been met with tremendous enthusiasm from the market. As of yesterday, SmartLife Flexi had registered 44,698 members, contributing a total of UGX 36.4 billion. Most of these members are daily income earners, many of whom contribute consistently daily.
