We are Access - The Foundation for Social Investment. Together with our partners, we ensure charities and social enterprises can access the finance they need to sustain or grow their impact. We want to make it easier for organisations operating in the heart of our communities to expand their services, take on new staff, renovate or upgrade their buildings or start generating an income that will put them on a more sustainable footing. We support charities and social enterprises in underserved places and communities by: - Combining grants with loans to provide patient, flexible and affordable finance - Increasing resilience and diversifying income streams through enterprise activity.

    🎉 We’re delighted to announce that we have launched the Dormant Assets Scheme into the Investment and Wealth Management sector, welcoming Jupiter Asset Management, J.P. Morgan Asset Management, Janus Henderson Investors and Schroders as our first trailblazing participants.   This achievement reflects the strong collaboration between RFL, the Government, and Industry partners, including The Investment Association. We would like to thank and congratulate these four firms as they spearhead their sector's engagement with the Scheme.     It has been a long journey to secure this next tranche of Dormant Assets to further grow opportunities for community based charities and social enterprises to access the finance and support they need. I am delighted that we have now received final ministerial sign-off and we can get to work at Access in making these funds available for the organisations and communities which need them most.     Access has now opened to funding applications from social investors and intermediaries. This follows confirmation from the Government that £87.5 million from the Dormant Assets Scheme has been allocated to social investment to improve access to finance in underserved places and communities. We will be working closely with partners to deliver on the Dormant Assets Strategy and the aspirations set out in the Community Enterprise Growth Plan (CEGP). This includes £12.5 million earmarked for youth-focused organisations and £12 million of scale-up funding for a Black and Ethnically Minoritised-led social investment fund, the Pathway Fund. Pathway aim to publish the results of their regional consultation later this month and will set out their own plans in November.     Too complicated, too niche, doesn’t deliver impact and the sector doesn’t want it.   Those were some of the prompts rehearsed by the Enterprise Grants Taskforce yesterday afternoon (hosted by School for Social Entrepreneurs). Our job was to counter negative perceptions of enterprise grant making held by sceptical funders and foundations.   With clear narrative, evidence, examples, and plenty of data (not to mention a good dose of humour) members of the taskforce debunked them all!   Most organisations in our sector are already trading, and many want to do more. Earning income promotes resilience, independence and empowerment - increasingly priorities for all funders. It's meeting real need in the sector and stimulating demand for other forms of finance.   Enterprise grant making is a method not a cause, so it doesn't mean a change of impact focus. It can be pursued within whatever impact priorities a funder already has - even those where the income model might be hard to see at first (for example last week in Liverpool I met the CEO of an amazingly enterprising legal aid charity).   By stimulating additional income into the organisation and offering the potential for some recycling of grants it's an efficient and more sustainable way to fund the sector.   Foundations adopting an enterprise grants approach haven't needed any new systems or staff, and there's a wealth of good practice and peer support from taskforce members and beyond.   Still need convincing?     Call for Evidence: Independent Review of Access – The Foundation for Social Investment The Oversight Trust has launched the second independent Quadrennial Review of Access – The Foundation for Social Investment and is inviting stakeholders to share their views. Access plays a crucial role in helping charities and social enterprises build financial resilience, grow trading income, and access the right kind of investment to increase their impact. Through grants, blended finance, and innovative funding tools, Access supports organisations working in underserved communities and drives systems change across the social investment sector. The Review Panel — Keith Leslie, Magdalene Bayim-Adomako, and Lucy Findlay, supported by Fiona Young Priest as Secretariat — will assess Access’s progress and explore opportunities for continued impact. All responses will be treated confidentially and will not be shared with Access. We want to hear from anyone with insights or experiences of working with Access or the wider social investment ecosystem. Your input will help shape the future of Access and ensure that social investment continues to work for those who need it most.     Reflections on Labour Party Conference 2025 Firstly, a huge thank you to everyone who joined our packed Mission Driven Business Reception co-hosted by Pathway Fund Better Society Capital & Access - The Foundation for Social Investment. We were proud to bring together Peers, MPs, social investors and community enterprises to celebrate the impact of mission-driven business and look ahead to future opportunities. Special thanks to our speakers: 📍 Luke Charters MP – on the role of mission-driven businesses in supporting Government aims. 📍Myra Gonzalez (Cafe Laziz ) – on supporting asylum seekers in St Helens. 📍Lord Marvin Rees OBE – on the value of place-based investment. 📍Rich Jones (St Andrew’s Community Network) – on tackling poverty through financial advice. 📍Seb Elsworth MBE (Access Foundation) – on partnerships with Government and dormant assets. Thanks also to our compère James Westhead. It was an inspiring afternoon of ideas, stories and celebration showing just how powerful this sector already is & the even greater impact it can deliver. Immensely grateful to colleagues who travelled from Leeds, Bradford, London and Manchester to support. Thank you 🙏🏾😊 But back to conference - I was bitterly disappointed to miss Dawn Butler MP’s Jamaica 🇯🇲 Party (one of the main highlights) but this year’s Conference was still hugely rewarding. Much of my time was spent at fringe events (there were so many to choose from) and catching up with colleagues and friends from my home city of Bristol (mini reunion😊) & across the country. A few highlights for me: ♦️ A brilliant live on-stage interview with Rt Hon Darren Jones MP and Beth Rigby, which was both insightful and funny. Darren’s reflections on his journey into politics and his recent appointment were particularly inspiring. ♦️In Conversation events with Regional Mayors Steve Rotheram, Mayor of the Liverpool City Region, Helen Godwin, Andy Burnham Oliver Coppard ♦️Watching the live streaming of the PMs speech where he reclaimed the flag, called out the “snakeskin oil salesman” and finally making a stand against the escalation in racism across the UK. My only time inside the main conference hall was on the last day as proceedings were brought to a close. I rounded off the trip with a great lunch with Joanne Anderson, former Mayor of Liverpool, before heading back to London. A special shoutout to my #LabourPartyHousemates Ed Rowberry Lord Marvin Rees OBE Stephen Bediako OBE & Ollie Rackham for making our time in Liverpool even more enjoyable.☺️ And finally, Liverpool—you continue to impress. The regeneration of your city is stunning and I value the shared histories and approaches between Bristol and Liverpool, particularly in how both cities champion and support mission-driven, BEM-led social business.     Thank you to everyone who joined us at our Mission Driven Business Reception yesterday at The Labour Party Conference in Liverpool. It was great to gather MPs, social investors and excellent community enterprises together to reflect on the success of the sector and what challenges are ahead. Particular thanks to our brilliant speakers: 🚀 Asher Craig from Pathway Fund who noted the recent regional work Pathway are doing to catalyse opportunities for black and ethnically minorities communities across the UK. 💡 Luke Charters MP who gave us some examples of historic social investments in his constituency, and spoke about the important role of mission driven businesses in supporting Governments aims. 🌱 Myra Gonzalez, who detailed the work that her organisation, Cafe Laziz does locally in St Helens to support asylum seekers. 📣 Lord Marvin Rees OBE, who noted the successes of some trailblazing social investment leaders and talked about the value of place-based investing from his experience in Bristol. 👏 Rich Jones from St Andrew’s Community Network on the work they do to alleviate poverty through financial advice with Angels Connect. 🔎 Seb Elsworth MBE from Access - The Foundation for Social Investment on the ways social investors are partnering with Government and the role of dormant assets in supporting social investment.     The Bromley by Bow Centre was the perfect place to mark ten years of Access - The Foundation for Social Investment's work yesterday with friends and partners all working towards a social investment ecosystem which works for community based charities and social enterprises.   Together, over the last ten years we've made huge progress: More than £162m has flowed to 3,300 organisations, a quarter of whom are based in the most deprived 10% of England (and they are among the best and repaying), and almost half don't appear on other funder data sets, showing that blended finance reaches communities other funding doesn't. Dedicated programmes are reaching communities which have for too long been excluded from the finance they need, for example 34% of funds from our flexible finance programme has flowed to black and minoritised communities   Most of all we've seen the power of partnerships. Yesterday we published reflections from ten voices across Access and our partners, telling the wider story of our collective work from the founding vision to the long term future, from the flows of money to the impact on communities, and from the role of mainstream finance to questions of equity and power. Our work to build the resilience of charities and social enterprises has never been more important as they work to tackle some of the great challenges of our time, not least the emboldenment of intolerance in our communities.   The full spectrum of capital must be there for the organisations who need it in underserved places and communities, supported by a wider range of public, private and philanthropic sources. We need more resilient social investors and greater join up with the wider funding system, especially in support of enterprise. And we need a system which is easier to navigate and better trusted by those it serves.   I was so grateful to have the opportunity to thank so many of the people and organisations who have been part of this journey - too many to mention but not least the founding team who set up Access, the trustees including our founding and current chairs John Kingston and Nick Hurd, the amazing staff team past and present, the organisations who make this work possible Reclaim Fund Ltd, The National Lottery Community Fund, Department for Culture, Media and Sport, Oversight Trust, and all the partners delivering finance and support in communities across the country.
