Energy Week Western Balkans 2025 was held on October 8–9 in Budva, bringing together government representatives, investors, energy experts, and private sector leaders from across the region. It was a great pleasure to represent the Montenegrin Investment Agency 🇲🇪 and, for the fourth consecutive year, to be part of this important event that fosters regional cooperation, innovation, and investment in energy and renewable sources. Through its participation, the Montenegrin Investment Agency once again confirmed its commitment to promoting Montenegro as a reliable and forward-looking destination for sustainable and green investments, with a strong focus on energy transition and efficiency. A special thank you goes to Inessa S. Executive Director of Invest In Network Ltd., for her outstanding professionalism, dedication, and long-standing partnership. 🤝 Her leadership and vision have greatly contributed to making Energy Week Western Balkans the leading regional platform it is today. ✨ 𝐄𝐧𝐞𝐫𝐠𝐲 𝐖𝐞𝐞𝐤 𝐖𝐞𝐬𝐭𝐞𝐫𝐧 𝐁𝐚𝐥𝐤𝐚𝐧𝐬 𝟐𝟎𝟐𝟓 | 𝐁𝐮𝐝𝐯𝐚, 𝐌𝐨𝐧𝐭𝐞𝐧𝐞𝐠𝐫𝐨 Two weeks ago, I had the privilege of attending Energy Week Western Balkans (#EWWB) for the third consecutive year. It was an honor to join a panel alongside distinguished regional leaders shaping the future of our energy sector. During the discussion, I highlighted a few key points: ⚡ 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐌𝐚𝐫𝐤𝐞𝐭 𝐂𝐨𝐮𝐩𝐥𝐢𝐧𝐠 & 𝐈𝐧𝐭𝐞𝐠𝐫𝐚𝐭𝐢𝐨𝐧 After successfully completing the first-ever electricity market coupling in the Western Balkans between Kosovo and Albania, I shared lessons learned and insights on the broader regional initiative launched in Athens (Nov 2023) — connecting Kosovo, Albania, North Macedonia, and Greece. Once realized, this project will represent the largest expansion of European energy systems with non-EU countries, giving the Balkans countries direct access to the single European electricity market. The historic signing of the agreement among the six Western Balkan TSOs in Dec 2024 further strengthened system integration and cooperation across South-East Europe. This milestone is already yielding its first results — with the new reconfiguration of Capacity Calculation Regions and KOSTT’s adherence to SDAC and SIDC in early 2025. 🔄 𝐁𝐚𝐥𝐚𝐧𝐜𝐢𝐧𝐠 𝐌𝐚𝐫𝐤𝐞𝐭 𝐂𝐡𝐚𝐥𝐥𝐞𝐧𝐠𝐞𝐬 Kosovo’s TSO continues to face limitations in joining ENTSO-E’s balancing platforms (MARI & PICASSO) due to its non-membership status. The balancing market across the Balkans remains largely underdeveloped, currently functioning through bilateral agreements among state-owned energy utilities. 🌱 𝐑𝐞𝐧𝐞𝐰𝐚𝐛𝐥𝐞𝐬 & 𝐄𝐧𝐞𝐫𝐠𝐲 𝐒𝐭𝐨𝐫𝐚𝐠𝐞 Expanding renewable generation and integrating more Battery Energy Storage Systems (BESS) will be key to addressing these imbalances and stabilizing electricity prices in the region. 🔋 𝐊𝐨𝐬𝐨𝐯𝐨 𝐋𝐞𝐚𝐝𝐢𝐧𝐠 𝐭𝐡𝐞 𝐖𝐚𝐲 Kosovo is taking bold steps forward with 170 MW of grid-scale BESS capacity under development and the creation of the Energy Storage Corporation, both projects earning significant recognition during the event. Last week, I had the privilege of speaking at Energy Week Western Balkans 2025, a key event shaping the region’s energy future. It was an honour to join the Ministerial Panel “The Path to 2040”, where we explored how the Western Balkans can accelerate their transition toward clean, secure, and affordable energy. I was genuinely impressed by how much the tone has evolved. Governments now fully recognize that wind and solar can lower the average cost of electricity while enhancing energy security. Both North Macedonia and Montenegro are fostering a constructive open and transparent environment for foreign direct investment, creating a strong foundation for FDI. At Alcazar Energy Partners, this confidence is turning into action: over the next six months, we will start construction for four new wind projects across Montenegro and North Macedonia, mobilizing over USD 700 million of project investment, engaging more than 3,000 construction workers, installing 456 MW of clean capacity, and generating enough electricity to power more than 100,000 households, while saving around 800,000 tons of CO₂ per year.
