The programme Trace, Track, Get My Car Back shows the collective work being done to remove illicit assets from the criminals. About us
The National Vehicle Crime Intelligence Service (NaVCIS) is a National Police Unit hosted by Hampshire Police. It is 100% funded by private industry under the provisions of the Police Act 1996 and works independently under the direction of the National Police Chiefs Council lead ACC Jenny Sims (Merseyside Police). The primary function is to investigate reports of vehicle finance crime and provide specialist operational analysis, advice and support to UK Police Forces. There are five teams within NaVCIS which are Freight, Intelligence, Investigations, Leisure and Ports. Please do not report crime on this page. This page is not monitored 24-hours a day. In an emergency, if a crime is taking place, or you are in immediate danger, dial 999. To report non-urgent crime call 101 for your local police.

Another brilliant Synectics User Forum is wrapped up - this week with our insurance clients. Courtesy of Atlanta Group's Hitesh Patel, we delved into one of the most complex ghost broking rings to hit the sector, primarily involving bikes and scooters to target multiple insurers. And, how Atlanta’s standout counter-fraud operation dismantled it... - Hitesh explained how the threat - highly organised and layered in nature - could not have been controlled without advanced technology, including real-time machine learning, and unwavering industry collaboration. - From cross-operational intelligence sharing to working closely with data and technology partners, fellow brokers and insurers. Being connected made all the difference. In true collaborative spirit, Atlanta generously shared their award-winning response and findings, along with how fraudulent activity is inevitably shifting post-controls. This evolving picture reinforces that ghost broking continues to challenge the insurance sector at large. So, a big thank you to Rob Bevington for talking us through national trends, which further highlight the need for adaptability in the fight against organised fraud. Today, NVCRP Lead Mark Kameen MSc, joined law enforcement and insurance industry partners in London for a follow-up meeting focused on exploring opportunities to tackle serious organised crime (SOC) through improved data sharing. Hosted at Accenture’s London office, the session built upon progress from previous discussions, examining how closer collaboration and effective information sharing between police and insurance partners can enhance efforts to combat SOC, particularly around vehicle-related crime. The NVCRP was highlighted as an example of good practice in public/private sector collaboration, alongside NaVCIS, and was invited to deliver a short presentation on the partnership’s work and ongoing initiatives. 🚨 Cargo Theft in the UK: The Escalating Threat of Trailer Hook-Up Incidents 🚛 This week’s NaVCIS Freight Intelligence Report makes for an interesting read, but sadly it also highlights a worrying trend: six separate trailer hook-up thefts in just one fortnight! These incidents typically involve criminals targeting unattended, preloaded trailers (often over weekends) hooking them up to either stolen, cloned, or even the victim’s own tractor units, and driving off undetected. And it’s not just high-value goods like cosmetics, electronics, or branded clothing being taken. Low-value loads are increasingly targeted too, especially if they’re easy to dispose of quickly. This type of theft is growing at pace, and in my 25 years as a Cargo & Logistics Insurance Underwriter, I’ve never seen road freight crime at the level it is today. Here are five critical questions every haulier, importer/exporter, wholesaler, manufacturer, distributor should be asking themselves (or of their logistics partners): 1. Are preloaded trailers left unattended in yards? 2. Are access gates closed and locked at all times? 3. Are detached trailers fitted with anti-theft devices? 4. Are tractor unit keys stored securely in a locked key safe in an alarmed building? 5. Could the yard gates withstand an 8-tonne tractor unit trying to force them open? If you answered YES to 1. and NO to any of 2. to 5. then you really need to be thinking to yourself "I could be next". One of the biggest challenges? Victims rarely speak out, fearing reputational damage. This silence means the true scale of the problem remains hidden, and that’s exactly why we need to talk about it. NaVCIS continues to do vital work in tracking, analysing, and sharing intelligence on freight crime. Data from NaVCIS reveals that 4,879 cargo thefts from trucks occurred in the UK in 2024. Since 2020, losses from freight crime have exceeded £1 billion. Our research shows truck stops largely succeed in providing a secure environment. While some motorway service areas and ‘A’ road sites also do a good job there are many sites where less than half of drivers rated personal and vehicle security as good. The disparity between high and low scores indicates that improvement is possible. Lorry drivers need good quality, safe, welcoming rest stops so they can stop and take a break in order to do their jobs safely.
