Some smaller banks are still burdened by significant amounts of non-performing loans, says Supervisory Board member Sharon Donnery.   To tackle this, we’ve worked closely with national supervisors to develop a common approach to supervising the coverage of these loans at affected banks. AUTHORITIES say they are going to engage with the banking sector to review bank charges in order to encourage people to use banking services. We were delighted to host a DFSA Outreach session, following the publication of a Thematic Review on Fund Management Self-Custody. The report examined Fund Managers’ effectiveness and compliance with relevant DFSA Rules and Laws, recognised good practice and identified areas for improvement that merit wider adoption. It also identified outliers and instances of material non-compliance for further action. The 2024/25 Integrated Report of the Financial Sector Conduct Authority (FSCA) has been successfully tabled in Parliament and published on the Authority’s website. The report provides an overview of the FSCA’s performance during the period between1 April 2024 and 31 March 2025, detailing how the Authority creates and preserves value in the short, medium and long term. It also highlights the FSCA’s strategic priorities as outlined in the Authority’s three-year Regulation Plan; operational matters; regulatory interventions; governance and financial information.

Data challenges can be an issue when trying to assess vulnerabilities and financial stability risks associated with nonbank financial intermediation. This is why we have established a Nonbank Data Taskforce (NDTF), which is chaired by Andrew Bailey. In order to assess what progress can be made in this area, the Taskforce will use “leveraged trading strategies in sovereign bond markets” as a test case. We have designed a work programme to address issues related to this test case and delivered an update on this work to the G20. FCC Issues New Guidelines on Legal Persons – What You Need to Know On 14 July 2025, the Financial Crimes Commission (FCC) released new guidelines under Section 52 of the FCCA, introducing compliance expectations for all legal persons, from SMEs to major corporations. Key highlights include a focus on top-level commitment, risk assessments, control measures, ongoing monitoring, and training. A mandatory Gifts, Hospitality & Promotional Expenditure (GHPE) Policy has also been introduced. These principles are designed to strengthen the fight against financial crime, corruption, and money laundering.
