Chester County OIC October Updates

As autumn arrives, Chester County OIC (CCOIC) is celebrating an exciting season of growth, achievement, and new opportunities. From adult education milestones to workforce development launches and staff recognitions, October is shaping up to be a month of progress and community impact.
Chester County OIC Adult Education Updates
The 2025-2026 program year has already completed its first month, and the results are inspiring. In September alone, CCOIC served hundreds of students, welcomed three new GED graduates, and successfully moved 36 students from the waitlist into active classes.
The Coatesville administrative team also tested 70 students, ensuring everyone receives the support needed to start their educational journey. These achievements highlight CCOIC’s ongoing mission to break down barriers and build bridges to economic mobility through learning and empowerment.

Work Enclave Returns This Month
The Work Enclave program is back this October, and interviews are officially open! Located at the CCOIC (22 N. 5th Avenue, Coatesville), this dynamic workforce program runs Monday through Wednesday, Oct. 20-Nov. 19, and helps participants gain real-world skills while earning a paycheck.
The Work Enclave offers a hands-on learning environment designed to strengthen career readiness and confidence.
Participants receive:
- customer service certification;
- professional development workshops;
- career coaching and mentorship;
- resume writing support; and
- the chance to “earn while you learn.”
This program serves as a bridge between workforce preparation and full employment — helping participants not just find jobs, but build sustainable careers.

Career and Workforce Training Opportunities
CCOIC’s workforce development initiatives continue to expand this fall, providing residents with practical skills and certifications that open new career paths.
Upcoming programs include:
- Forklift Certification – Returns Nov. 22, featuring OSHA-aligned safety instruction and hands-on training in Gap, Pa.
- Manufacturing, Operations & Inventory Training – A new four-week program offering six certifications, including OSHA 30, Forklift, Electrical Pallet Jack, and Supply Chain & Logistics.
- Smart Energy Solar Panel Training – Enrollment is open for this Keystone Green Jobs Network program focused on solar installation, energy efficiency, and sustainable technology.
- Driving Support for Chester County – Ongoing registration provides assistance with driving lessons, insurance education, document support, and financial literacy to promote transportation independence.

Community and Reentry Initiatives
September’s Opportunity Fair was a huge success, and the CCOIC thanks all the employers and job seekers who joined in!
In partnership with Chester County Adult Probation, CCOIC has launched a new Reentry Subcommittee, with weekly Reentry Mentor Meetings, which began on Oct. 5 at Providence Church in West Chester.
CCOIC is also proud to share that its own Alicia Buchanan will serve as the Keynote Speaker at Chester County’s new Reentry Committee event on Oct. 12.
Celebrating Leadership and Community Impact
Congratulations to Javonna Wylie, CCOIC President and CEO, who has been named one of Main Line Today’s 2025 Power Women — a testament to her leadership, innovation, and dedication to community empowerment. The OIC also celebrates Cailey Oehler, Student Support Coordinator, for her acceptance into Leadership Chester County (LCC), a program cultivating nonprofit leaders and changemakers across the region.
October is a season of progress at CCOIC. Through education, workforce training, and community partnerships, the nonprofit continues to help Chester County residents build brighter, more stable futures.
