This session explores the design and construction of California’s first mainline Membrane Bioreactor (MBR) Indirect Potable Reuse (IPR) facility, delivered by Black & Veatch and Filanc. Learn how the team overcame regulatory, environmental, and budgetary challenges to replace an aging, flood-prone wastewater plant with a resilient, sustainable solution. The new facility treats all city wastewater, produces high-quality water for groundwater recharge, and protects the sensitive coastal environment. Innovative design approaches—including hillside “surfing” to minimize earthwork and eliminate pumping stations—helped save millions and ensure reliable operations, even during historic storms.
