About us

Autoridade Nacional do Petróleo (ANP) is Timor-Leste public institution, created under Decree Law No. 62/2023 of 6th September, 3rd amendment of Decree-Law No. 20/2008 of 19th June, on the Autoridade Nacional do Petróleo, responsible of managing and regulating petroleum activities in Timor-Leste area, both offshore and onshore and in the Greater Sunrise Special Regime in accordance with the Decree Law on the establishment of the ANP, the Timor-Leste Petroleum Activities Law and Maritime Boundary Treaty. The ANP is to establish and supervise compliance with the enacted rules and regulations covering the exploration, development, production, transportation and distribution of petroleum and natural gas resources. It is also tasked to develop a strong petroleum management institution in Timor-Leste.   • Timor-Leste's Geothermal Potential Was Showcased at Dili International Trade Expo 2025 📌 In a significant development for the energy sector, Mr. Alino da Cruz, an IGTL scientist took part in a research program funded under the Timor-Leste Australia Energy Partnership (TLAEP) program, had the opportunity to present at the Dili International Trade Expo Business Forum. This event took place during the energy and natural resources session on the Expo's second day, August 29, at the GMN hall in Bebora, Dili. Mr. Alino's presentation, titled “Evaluation of Geothermal Reservoir Characteristics in High-Temperature Surface Areas (~100°C) of Coliate, Timor-Leste,” was part of TLAEP's academic initiative. It emphasized the untapped geothermal resources in Timor-Leste and highlighted the potential for innovative energy solutions. By harnessing these resources, Mr. Alino proposed that Timor-Leste could have experienced significant economic growth alongside environmental advantages. During the energy and natural resources session, the representatives from ANP, including the Vice President of ANP, Mr. Quintino Pereira Bere, and the Executive Director of Exploration and Development, Francelino Xavier Conceição, delivered a presentation on Timor-Leste’s petroleum development and opportunities for investment.     ✴️ In a significant step towards fostering international collaboration, the Timor-Leste Australia Energy Partnership (TLAEP) successfully facilitated the participation of seven delegates from local businesses and training providers at the NT Resources Week, held from September 1 to 5, 2025. This included participation in the Southeast Asia Australia Offshore & Onshore Conference (SEAAOC) held from September 3-4, 2025, at the Darwin Convention Centre in Australia. This event is renowned as a central hub for some of Northern Australia’s most prominent industry gatherings, including Mining the Territory and the Clean Energy & Decarbonization Forum. The two-day event was an achievement, drawing numerous visitors to TLAEP booth. This engagement provided an excellent opportunity for local companies and training providers to explore potential business collaborations and expand their networks. Among the delegate participants were Kinos, Prospares Research & Consulting, ROTOMOR, The East Timor Development Agency (ETDA), BRANDITALL, National Centre for Employment and Vocational Training (CNEFP), Tibar, and MATO. These companies embraced the opportunity to forge meaningful connections with international partners, setting a foundation for future growth and collaboration. We extend our heartfelt gratitude to these innovative companies for their active participation and contribution to the success of this activity.   • ANP LAST WEEK Dili, 29 August 2025; The Vice President of ANP, Quintino Bere and the Executive Director of Exploration and Development, Francelino Xavier Conceição, represented ANP in delivering presentation on Timor-Leste’s Petroleum development and opportunity for investment, during the Dili 2025 International Business Forum, which was held at the GMNTV Hall. Quintino Bere, in his presentation encourage international experiences suppliers to be partnership with Timor Leste local suppliers for goods and services contract opportunities in oil and gas project in Timor Leste. ANP through the online digitalization platform called ESSC will facilitating and coordinating the process of partnership business registration and ensuring office establishment and its operation in Timor Leste. There will be goods and services tender opportunities for new partnership subcontractor to compete in oil and gas project both offshore and onshore. While Francelino Conceição outlined the Timor-Leste’s petroleum exploration, development, production, and decommissioning projects, and the associated investment opportunities in both onshore and offshore, including the Greater Sunrise Especial Regime Area. With a strong focus on leadership in project execution and strategic initiatives, he is responsible for overseeing project execution and advancing initiatives that support petroleum exploration and development to achieve the ANP’s strategic programs. Francelino holds a master's degree in Earth Science from the University of Auckland, New Zealand, and a bachelor's degree in Geophysics from UPN, Indonesia. His extensive career, spanning over a decade, includes various managerial and technical roles in exploration and development projects. Since 2013, he has been assigned to oversee technical data and information in supporting the ANP management to exercise its responsibilities in managing and regulating exploration PSCs, including the development of the Bayu-Undan and Kitan fields from a subsurface perspective. His leadership extends to assessing significant projects like the Bayu-Undan CCS project, a leading CO2 storage initiative in the region.   • 📌 On Thursday, July 24, 2025, ANP hosted a meeting with Ms. Michele Ford, a Professor of Southeast Asian Studies and the SLC Deputy Head of School (Research) at the University of Sydney. Professor Ford, who leads an academic research project focus on formal employment opportunities for people with disabilities in Timor-Leste, met with ANP President, Mr. Gualdino do C. da Silva, to discuss this initiative. The project seeks to collaborate with government bodies, large employers, and service providers to highlight the best practices in disability employment and pinpoint areas for improvement. ANP's commitment to the disability community made it a main candidate for inclusion as a case study among the fifteen (15) organisations being analysed, including three state-owned enterprises.
