  • “The future of local government depends on those willing to lead with heart, curiosity, and courage.” Kaylah Ball is one of those people. Since joining the City of Elk Grove in 2023, Kaylah has helped shape programs that make a lasting difference: from launching the City’s e-bike lending library and supporting the Climate Action Plan update to leading the Climate Ambassador Program and helping develop Elk Grove’s first Equity Index. Her creativity, compassion, and dedication to serving residents shines through in everything she does. This year, Kaylah was honored with the 2025 Ed Sajor Memorial Student Award from MMANC - Municipal Management Association of Northern California, recognizing outstanding student members preparing for a career in local government. Now beginning her Masters of Public Policy and Administration, she continues to inspire those around her and set the standard for the next generation of public service leaders.   • The City of Elk Grove is developing a permanent homeless shelter and is seeking community input to help ensure it is thoughtfully designed, well-integrated, and reflective of local values. Take our short survey to rank which criteria you think is most important as we locate the permanent shelter in Elk Grove.   • This Hispanic Heritage Month, we’re proud to celebrate two incredible Elk Grove women making a lasting impact in our community. 🌟 Jaqui Guzman As Assistant City Manager for Elk Grove, Jaqui oversees administrative operations and leads the City’s Civic Innovation and Sustainability efforts. A proud daughter of Mexican immigrants, she brings over 15 years of public service experience from Sunnyvale, Cupertino, and San Jose. Her inclusive leadership style is rooted in listening, collaboration, and empowerment—seeking diverse perspectives and uplifting others to spark innovation and strengthen community. 🌟 Jenny Rodriquez, MPA An Elk Grove resident since 2012, Jenny serves on the City’s Diversity and Inclusion Commission and advocates for supplier diversity as an Economic Development and SEED Partnership Representative at SMUD. With nearly two decades in public service, she empowers Latina women in leadership through ALPFA Greater Sacramento and the Creciente Leadership Program. Jenny has been recognized with the 2022 Inspiration Estrella Award and SMUD’s 2024 ERG Leadership Award for her impactful community work. Together, Jaqui and Jenny embody the spirit of service, leadership, and inclusion that make Elk Grove shine.

  • We want your input!  Join us for the final meeting regarding conceptual design of Elk Grove’s future homeless shelter.  This in-person meeting will focus on visioning. The project team will share early design ideas and mood boards inspired by community feedback gathered so far. You’ll have the opportunity to react to the concepts, share your thoughts, and help shape the direction moving forward.  This is still a conceptual phase—not a discussion about shelter location. Your input continues to guide how the shelter will look, feel, and function as part of the community.
