COcyber
Computer and Network Security
Connecting European civilian and defence cybersecurity efforts 🌐🇪🇺🔐
About us
COcyber aims to enhance collaboration between the cybersecurity civilian and defence spheres. It is a two-year project funded by the European Union and it kicked off in July 2024. Its multidisciplinary team involving five European organisations, led by EIT Digital, will develop online tools, concrete frameworks, dynamic activities, and policy recommendations to harmonise actions locally and at the European level. Also, the project will establish a trusted online platform - the COcyber Platform - for sharing information among various European cybersecurity stakeholders. This online tool will serve as a channel of knowledge exchange, driving innovation and research development synergies on cybersecurity forward.

🛡️“Civilian–Defence Cyber Coordination: Fueling Digital and Defence Innovation through Startups, Scaleups and Corporates” Follow-up On 15 October 2025, COcyber hosted a fireside chat in Brussels alongside the launch of the Makers & Shapers report “Digital & Defence Innovation for Europe’s Strategic Autonomy,” organised by 28DIGITAL at the Permanent Representation of Estonia to the EU. 💬 Moderated by Iva Tasheva (Cyen) and featuring Martin Karner (EIS | Enterprise Estonia), the session focused on how collaboration between #startups, corporates, and institutional actors can accelerate dual-use innovation and reinforce Europe’s capacity to anticipate and withstand #cyber hybrid threats. The conversation unfolded as an open exchange on #culture, #governance, and practice, tackling how Europe funds, tests, and scales innovation, and how institutional agility can turn research into rapid deployment. 🙏 Special thanks to our coordinator Alessandra Zini (and the 28DIGITAL team) for organising the session, to our #COcyberAmbassador Iva for moderating and to our valuable speaker Martin for his insights. ℹ️ https://lnkd.in/dSx742QK #COcyber #Cybersecurity #DualUseInnovation #DefenceTech #DigitalInnovation #StrategicAutonomy #InnovationEcosystem #CivilDefenceCollaboration

Best Practices from COcyber “Guidelines on Cybersecurity Civil-Defence Cooperation” Europe’s #cybersecurity depends on how well its civil and defence sectors can work together when threats strike. Developed by the Université libre de Bruxelles (ULB) in collaboration with IVSZ - Hungarian Association of Digital Companies and INFOBALT, this deliverable examines practical models of #cooperation and identifies approaches that have proven effective across Europe. The study identified 1️⃣1️⃣ validated best practices, reviewed by experts and confirmed through a European consultation in June 2025. They highlight how collaboration can take shape across Europe: through #crisismanagement, joint #incidentresponse, #cybersecurityskills development, #dualuse research and innovation, national CSIRTs, #threatintelligence sharing, public-private cooperation, export control, R&D partnerships, volunteer networks, and international information-sharing frameworks. Each practice offers clear guidance for replication, providing a practical reference for organisations aiming to build #trust, #interoperability, and shared #resilience across Europe’s digital space. 📘 Read the full deliverable: https://lnkd.in/dvyFCtyP #COcyber #CyberDefence #Cybersecurity #DigitalResilience #InformationSharing #CyberCooperation #DEP

📘 Cybercrime Atlas: Impact Report 2025 Cybercrime continues to expand across borders, threatening economies, critical infrastructure, and public trust. The Cybercrime Atlas, developed by the World Economic Forum Cybersecurity together with public and private partners, shows how #collectiveintelligence can translate into action. The report highlights how the Atlas supported INTERPOL’s Operations Serengeti and Serengeti 2.0, coordinated across 19 African countries, leading to more than 2,000 arrests, the takedown of over 145,000 malicious networks, and the seizure of millions of dollars in criminal assets. 🛡️ Beyond these operations, the Atlas expanded its reach to Latin America and Asia-Pacific, launched a Research and Mapping Group to identify cybercriminal choke points, and provided training for law enforcement and prosecutors in 40+ countries. By connecting investigators, researchers, and private-sector experts, the Atlas is turning open-source intelligence into coordinated disruption, showing that effective #cybersecurity depends on cooperation at a global scale. 🔗 Read the full report: https://lnkd.in/gF2ea_bE #CybercrimeAtlas #Cybersecurity #Cyberresilience #GlobalCooperation #DigitalTrust #PublicPrivatePartnership #CybercrimePrevention

🛡️ European Union Agency for Cybersecurity (ENISA)Threat Landscape 2025 is out Covering nearly 4,900 incidents across Europe, this year’s report captures a #cyberenvironment that is maturing fast and becoming more complex. From #ransomware decentralisation and #AI-driven #phishing campaigns to state-aligned espionage and the industrialisation of #cybercrime, ENISA outlines a picture of convergence: continuous, multi-layered attacks that collectively erode #resilience rather than rely on single high-impact events. Phishing remains the top intrusion vector (60%), while #vulnerability exploitation follows behind (21%). The report highlights how adversaries weaponise vulnerabilities within days and how #AI is now central to both attacks and defences. The report offers an essential view of Europe’s #cybersecuritychallenges and the growing interconnection between #technology, #policy, and #resilience: 👁️🗨️ https://lnkd.in/d6sV6B2a #Cybersecurity #ThreatLandscape #AI #Phishing #CyberResilience #CyberAware
