We are proud to share that a DTRA Capacity Building team and the Federal Bureau of Investigation (FBI) successfully conducted a comprehensive weapons of mass destruction (WMD) Investigations and Operations (WIO) course, sponsored by the International Counterproliferation Program, for Kosovar law enforcement officers. The intensive training provided Kosovo’s law enforcement with essential skills to safely deter, detect, identify, respond to, and investigate incidents involving WMDs, including chemical, biological, radiological, and nuclear (CBRN) materials and other hazardous substances. While equipping our partner with fundamental CBRN science through realistic scenarios and WMD concepts, Kosovar law enforcement developed crucial task force-coordination skills that help it share the burden of defending itself and deter threats from rogue nations. This is especially important to U.S. security given Kosovo’s distributed WIO capabilities across multiple units. The training culminated with hands-on Field Screening Process exercises, equipping our partners with the critical ability to expediently classify hazardous materials and potential WMDs in the field. This collaboration strengthens international security partnerships and enhances regional capabilities to counter proliferation threats, re-establishing U.S. deterrence through strength in the Balkans.
Strengthening Global Security, Together! #DTRA is helping to empower allies and partners in South Asia, from Sri Lanka, Bangladesh, Maldives, through joint efforts with the Federal Bureau of Investigation and the U. S Embassy in Colombo Sri Lanka. Ambassador Chung offered an insightful opening remark. She discussed how this course would serve to broaden participants’ awareness of the global threat of terrorism and WMD, to create an awareness of the linkage between terrorist groups and WMD, and to promote proficiency in developing counterterrorism operations and policies within their country. Together, we're enhancing mid-senior level law enforcement professionals’ knowledge and skills to develop new methods of preventing terrorism related WMD proliferation. The Defense Threat Reduction Agency (DTRA) appreciates the opportunity to work closely with the Philippines in its efforts to combat illicit maritime activities through the International Counterproliferation Program. From 8-18 September, our team provided a Targeting and Risk Management Tabletop Exercise Workshop in Cebu, Davao and Manila that convened key stakeholders from various Philippine agencies, including @Department of Trade and Industry, the Office for Transportation Security, the Philippine Ports Authority, the Philippine Coast Guard, the Maritime Industry Authority, the Presidential Office for Maritime Concerns, the Bureau of Customs, the Philippine Navy, the Philippine National Police Maritime Group, the Strategic Trade Management Office, and the Philippine Nuclear Research Institute. This detailed training focused on identifying, targeting, and interdicting illicit vessels and cargoes trafficking in WMD-related materiel. U.S. Embassy Nairobi and the Defense Threat Reduction Agency (DTRA) are proud to partner with the Kenya Defense Force’s Disaster Response Battalion. A 10-day Instructor Development Course, held in Naivasha, prepared KDF soldiers to serve as instructors and continue training their peers in disaster response and countering weapons of mass destruction (CWMD). DTRA just wrapped up an incredible 5-day National Response Framework workshop in Riga with our Latvian partners! Working alongside Latvia’s Ministry of Interior State Fire and Rescue Service and Ministry of Defense CBRN Company, we successfully enhanced their emergency response capabilities through hands-on training and tabletop exercises. What we achieved: • Strengthened interagency coordination from local to national levels • Enhanced CBRN threat detection and response capabilities • Built lasting professional relationships between agencies • Demonstrated the power of the United States-Latvia partnership

Effective incident command systems are critical for WMD threat response. DTRA recently conducted specialized training with Thai maritime security partners to enhance regional preparedness and coordination capabilities. Our WMD Incident Command System Course brought together professionals from the Thailand Maritime Enforcement Command Center and Royal Thai Navy to develop standardized response protocols for maritime WMD incidents. This training strengthens the foundation for multi-agency coordination during crisis situations. By equipping Thailand, DTRA advances shared security objectives across the Indo-Pacific and protects U.S. national interests. Collaborative training like this ensures our allies have the tools and knowledge needed to share the burden of deterring evolving threats throughout the region.
