The evidence is clear: investing in sexual and reproductive health (SRH) services saves lives. The US Department of Health and Human Services has reportedly laid off the staff at the Office of Population Affairs (OPA). This is a shocking move that has massive consequences for reproductive health care nationwide. These layoffs threaten Title X—the nation’s only federal family planning program—and the Teen Pregnancy Prevention (TPP) Program, which funds evidence-based sex education. Title X serves people with low incomes, those with no insurance or who are underinsured, young people, and immigrants. Title X helped 2.8 million people get birth control, STI testing, and pregnancy counseling in 2023. The TPP Program aims to build an evidence base for effective sex education programs. Ending this program would severely damage efforts focused on young people's sexual and reproductive health. Threats to these programs are not happening in isolation. Combined with cuts to Medicaid, the defunding of Planned Parenthood and continued attacks on abortion access, this administration is systematically dismantling SRH care in the US. The harm—particularly for people who are already marginalized by the health care system—is devastating. The latest Studies in Family Planning special issue examines how to make family planning measurement more person-centered, directly measuring people’s own contraceptive needs and preferences. Guttmacher experts Elizabeth Sully, Octavia Mulhern, Rubina Hussain, Ann Moore and Jewel Gausman contributed across four papers and commentaries that advance this conversation, offering new ways to measure key family planning indicators that reflect people’s own reproductive preferences and needs. Together, their work pushes the field toward indicators that go beyond assuming increased modern contraceptive use as the only positive outcome, and instead center the bodily autonomy and rights of all people to achieve their own self-expressed sexual and reproductive health goals. #SRHR #FamilyPlanning
Introducing the Studies in Family Planning September special issue! For years, international family planning (FP) measures, such as contraceptive prevalence, unmet need, and demand satisfied, tracked the success of FP policies and programs. While utilized for decades by researchers and experts alike, there is a growing body of research critiquing population-based measures for not directly measuring contraceptive need. This issue explores how to rethink family planning measurement through a rights, justice, and person-centered lens.
